interst to our community and its future.
The City Clerk's Office, City Hall, 50 West 13th Street, Dubuque, IA accepts applicatiDns for any Board al
Commission at any time, and the applicatiDn stays active for one year from the date of receipt in the Cler
Office.
At the appropriate regularly scheduled meeting, applications will be submitted to the City CDuncil for their

Sec. 4-41. Powers-Rule Making,
The Airport CommissiDn shall promulgate
and put in force such rules and regulatiDns as
shall be deemed necessary and appropriate for
the order, operation, management, control ao.d
supervision of the regional airport. A copy Df
such rules and regulations shall be filed with
the Airport Manager tDgether with any amend-
ments theretD; also, copies thereof shall be
posted in tWD (2) conspicuous places in the
adn1illistration building at the regional airport.

Sec. 4.42. Powers-Control Of Funds:
All funds derived from taxation or otherwise
for airpDrt purpDses shall be under the contrDI
of the AirpDrt Commission Df the City for the
purposes of management, operation and cDntrDI
of the regional airport and shall be deposited
with the City Trl~asurer to the credit of the
Airport Commission and shall be disbursed o;).ly
on the written warrant Dr order of the Airport
CommissiDn including the payment of all in-
debtedness arising from the acquisition Fnd

The Airport Commission of the City shall,
immediately after the close of each Municipal
fiscal year, file with the City Clerk a detailed
and audited written report of all the money
received and disbursed by such Airport Com-
mission during the fiscal year and such report
should be kept Dn file in the office of the City
Clerk for public inspection. (1976 Code, § 4-27)
Sec. 4-46. Appointment; Terms,
(a) The Airport Commission shall have a
membership of five (5) persons: four (4) mem-
bers appointed by the City Council for four (4)
year terms and Dne member of the City Council
whose term shall be fDr one year. The initial
appointment of the City Council member shall
expire on January 15, 2001. Such membe,'s
shall serve withDut compensation.
(b) The Commission shall elect from its own
members. a chairperson and a secretary who
shall serve for such terms as the CDmmissiDn

The office of Airport Manager is hereby creat-
ed, who shall perform such duties as shall from

tion of all activities connected therewith. the

sired future. The emphasis is on a process and
direction more than on a plan or document. The
community planning process is comprehensive
in scope. future oriented. highly participatory
and emphasizes consensus decision making.

ARTICLE D. LONG-RANGE PLANNING
ADVISORY COMMISSION
Sec. 36-4. Long-Range Planning Advisory
Commission Created; Composi-
tion:
There is hereby created a City Long-Range
Supp. No. 47
Planning Advisory Commission, which shall
consist of nine (9) members including a member
of the City Council designated by the City
Council. a member of the Zoning Advisory Com-
mission designated by the Zoning Advisory
Commission and seven (7) residents of the City
appointed by the City Council who shall be
qualified by their knowledge. experience and
ability to contribute to the City's long-range
planning and development efforts.
The City Council shall annually designate a
Council member to serve as an alternate in the
absence of the Council's designated represents-
tive and the Zoning Advisory Commission shall
annually designate a Commission member to
serve as an alternate in the absence of the
Commission's designated representative.
Notwithstanding the foregoing, during the
period from the adoption of this Ordinance until
September 1. 2001. a member of the Zoning
Advisory Commission shall not be a member of
the Long-Range Planning Advisory Commission.

(1) An application form requesting basic
information on the education. training,
experience, expectations and other quali-
fications of the applicant;
(2) Notice to and an opportunity for the
general public to comment in writing on

(3) A formal interview by the City Council to
determine the applicant's qualifications
and ability to effectively serve on the

Sec. 36.6. Termi Filling Of Vacancies; Com-
pensation:
The term of office for a resident member shall
be three (3) years or until a successor is duly
appointed, Two (2) of the initial terms shall be
for a term of one year; tWO (2) of the initial
terms shall be for two (2) years; and two (2) of
the initial terms for three (3) years.
A Commission member may be removed at
any time with or without cause by a vote of two-
thirds ('fa) of all members of the City Council.
A vacancy occurring on the Commission
caused by resignation or otherwise, shall be
filled by appointment by the City Council for
the remainder of the unexpired term,
Members of the Commission shall serve with-
out compensation except for actual expenses,
which shall be subject to approval by the City

Sec, 36-7, Powers:
The Commission shall have the fDllowing
powers, duties and responsibilities:
(1) To provide a leadership role in the plan-
ning, coordinating and sponsoring Df a
periodic community planning process;
(2) To coordinate and supervise the prepara-
tion and maintenance of the Comprehen-
sive Plan;
(3) TD provide input to the City Manager in
the preparation of the City Manager's
recommended multi-year capital im-
provement program (CIP);
(4) To make comprehensive studies of the
present condition and the future growth
of the City to provide input into the
community planning process and to guide
and accomplish a coordinated, consistent
and harmonious development of the City
in accordance with the present and fu-
ture needs thereof to the end that the

health, safety, morals, order, conve-
nience, prosperity and general welfare
may be promoted;
(5) To make or cause to be made such sur-
veys, studies, maps, plans, or charts of
the City with due regard to its relation
to neighboring territory as may be deter-
mined as necessary to carry out the pur-
poses of the Commission;
(6) To recommend amendments to all or a
part of the Comprehensive Plan in re-
sponse to the community planning pro-
cess, upon its own initiative or upon
recommendation presented by the Zoning
Advisory Commission, but Dnly after a
public hearing;
(7) To review proposed urban renewal plans
and urban renewal plan amendments
and urban revitalization plans and urban
revitalization plan amendments fDr con-
sistency with the Comprehensive Plan
for the City;
(8) To undertake public information efforts
to enhance public understanding of the
community planning process generally
and the Comprehensive Plan specifically;
and
(9) To undertake from time to time other
specific long-range planning projects
which may be referred to it by the City
Council.
The City Council shall have the authority to
establish or revise the priorities of the Commis-

Sec.36-8. Organization:
The Commission shall choose annually, at its
first regular meeting of the fiscal year, one of
its members to act as chairperson, and another

issue a license to the applicant upon the pay-
ment of five dollars ($5,00). Such license shall
be in effect for the remainder of the calendar
year. A license for every calendar year thereaf-
ter shall be issued upon the payment of five
dollars ($5.00) unless the license for the preced-
ing year is in suspensiDn or has been revoked,
(b) The license shall be worn upon the cloth-

ity to suspend any driver's license issued under

authority to revoke any driver's license for
failure to comply with the provisions of this
Article. Prior to the suspension or revocation,
the driver shall be given written notice of the
proposed action to be taken and shall have an

which shall affirm or reverse the suspension or
