Five Flags Commission Meeting
June 21, 2004
PRESENT: Rod Bakke, Cindy Fuller, Mike Brannon and Mark Nauman
STAFF PRESENT: Gil Spence, Paula Wolfe and Mary Hunt

The Commission meeting convened at 4: 15 p.m. in the Orpheum Room at Five Flags
Center. Chairperson Rod Bakke presided.
Approval of Minutes: Cindy Fuller moved to approve the May 17, 2004 Five Flags
Commission Minutes. Seconded by Mark Nauman. Motion carried.
Manager's Report: Manager Wolfe presented the commissioners with an update on
the departments activity during the month of May. Stating that in the month of May,
thousands attended graduations for Hempstead and Senior High Schools, Loras
College and NICC. Five Flags hosted the DSO Arena Pops Concert and Tony Danza
brought a hint of Broadway to the theatre. The last-minute booking of the concert
featuring Sevendust, Cold and Atomship produced good revenues. The stage crew
worked very hard to turn the arena around in time for the High School graduation
practice the morning after the concert. Other June events included the Dubuque Dance
Studio Annual Dance Recital and the State Trooper Concert, which featured Joe Diffie.
The end of June will give opportunities to see the Historic Five Flags Theater when Fly-
By-Night productions present "Tales of Mark Twain", in conjunction with the Grand
Excursion, which will be in Dubuque from June 27 - 29. It is estimated that 60,000
people will be visiting Dubuque.
Financial Report: Manager Wolfe presented May Year-To-Date revenue, and the May
Concession report.
New Business: Gary Dolphin has taken residence outside of the City limits, and
submitted his resignation due to the City residency requirement for Commissioners.
Mike Brannon, Mark Nauman and Rod Bakke's terms have expired, but each of these
commissioners have committed to another term.
Old Business: Mike Brannon moved to accept the wording of the Five Flags Historic
Plaque, and to purchase the granite from Brannon Monument, not to exceed $300.00.
Mark Nauman seconded the motion. Motion carried. It is also noted that Mike Brannon
is donating the engraving of the plaque, estimated at $200 to $300.
Gil Spence stated that each commissioner was given a copy of the contract with SMG
regarding private management of Five Flags. Gil Spence said everything from the
original RFP is addressed in the contract. SMG management of the facility begins on
July 1, 2004, with the transition of employees to SMG employment over the course of
two years. Commissioners asked questions regarding insurance; Gil Spence said all
insurance is in place. Glen Mon of SMG told commissioners that they would be offering
to users general liability insurance for event planners to purchase if needed. Cindy
Fuller asked about unveiling SMG management to the media and chamber. She
suggested hosting a business reception for customers, possibly a business p.m. Glen
Mon said that was an excellent idea, and they would attend whenever the unveiling
takes place.
Rod Bakke told the SMG representatives that the Manager, Staff, and his fellow
Commissioners have done a fantastic job, are proud of their accomplishments at Five
Flags and hoped for great successes in their new positions.
With no further business to discuss, Mike Brannon moved to adjourn,
Cindy Fuller seconded. Motion carried. Meeting adjourned at 5:00 p.m.
