SUBJECT: RISE Application for Chavenelle Road
The City Council recently approved the selection of IIW Engineers to provide design and
engineering services for the development of the Bergfeld Farm. This 3rd Addition to
Dubuque Industrial Center West includes the design and construction of Chavenelle
Road, which will connect the two industrial parks.
IIW has prepared the information for a Revitalize Iowa's Sound Economy (RISE)
application to the Iowa Department of Transportation for the extension of Chavenelle
Road from Dubuque Industrial Center to Dubuque Industrial Center West.
Economic Development Director Bill Baum is recommending City Council approval of
the submission of a RISE grant to the Iowa Department of Transportation in the amount
of $1 ,283,262. The City's share of the roadway is estimated to be $1,456,031.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memo is to request City Council approval of a resolution endorsing the
submission of a Revitalize Iowa's Sound Economy (RISE) application to the Iowa
Department of Transportation for the extension of Chavenelle Road from Dubuque
Industrial Center to Dubuque Industrial Center West.
BACKGROUND
The City Council recently approved the selection of IIW Engineers to provide design and
engineering services for the development of the Bergfeld Farm. This 3rd Addition to
Dubuque Industrial Center West includes the design and construction of Chavenelle Road,
which will connect the two industrial parks.
The budget for the development of this industrial park is $5.2 million. The project is
budgeted in the CIP for FY 06. A RISE grant is proposed to help pay for the cost of the
Chavenelle Road.
RISE applications are due September 1 and February 1. Because these grant applications
often take months to negotiate, I have instructed IIW Engineers to prepare the cost
estimates and other engineering information for the RISE application.
DISCUSSION
IIW has prepared the information for the RISE application. The total estimated cost of the
roadway is $2,739,293. lOOT eligible RISE costs are $2,566,523. We are preparing an
application for 50% of the eligible cost, or $1 ,283,262. The City's share of the roadway is
estimated to be $1,456,031.
In order to meet our schedule of bidding this project in early 2005, we need a commitment
of lOOT funding prior to the bid letting. Therefore, a September 1 submission of the RISE
application is appropriate. I have prepared a resolution for adoption by the Council at the
August 16, 2004 meeting
RECOMMENDATION
I recommend the City Council adopt the attached resolution endorsing the submission of a
RISE grant to lOOT for Chavenelle Road.

A RESOLUTION ENDORSING THE SUBMISSION OF A REVITALIZE IOWA'S SOUND
ECONOMY (RISE) APPLICATION TO THE IOWA DEPARTMENT OF TRANSPORTATION
FOR THE EXTENSION OF CHAVENELLE ROAD WEST FROM DUBUQUE INDUSTRIAL
CENTER TO DUBUQUE INDUSTRIAL CENTER WEST
Whereas, the City of Dubuque believes that economic development opportunities require
developable industrial land with adequate public infrastructure in order to retain and attract new
job creating businesses and industries to this community; and
Whereas, the City of Dubuque is subdividing approximately 125 acres of industrial
development land located in the Dubuque Industrial Center West; and
Whereas, the improvement of this property requires new primary access into the site
from Dubuque Industrial Center to Dubuque Industrial Center West;
Whereas, the Iowa Department of Transportation, through its Revitalize Iowa's Sound
Economy (RISE) program's Competitive Rating Funding, has monies available for the
development of public roadways to support future economic development opportunities.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City of Dubuque hereby endorses the application to the Iowa
Department of Transportation for RISE funding to provide access into this industrial area via an
extension of Chavenelle Road west from Dubuque Industrial Center.
Section 2. That the City of Dubuque hereby certifies that the roadway improvements will
be dedicated to public use and will remain so dedicated to public use.
Section 3. That the City of Dubuque hereby assumes responsibility for the ongoing
maintenance of these improvements and ensures that they will be adequately maintained in the
future.
Section 4. That the City of Dubuque has budgeted for the development of the additional
acres, the utilities required to support the development, and local match for the street extension
as identified in the application.
Section 5. That the City Manager is authorized to sign, on behalf of the City Council, the
application for RISE funding.
PASSED, APPROVED and ADOPTED this 16th day of August 2004.
