SUBJECT: Davis-Bacon Labor Standards Requirements-
Municipal Service Center Facility
The Municipal Service Center Facility project requires that the City comply with the
monitoring of the Davis-Bacon Labor Standards and prevailing wage requirements
associated with the construction of this facility. City staff has reviewed this mandated
requirement with support from other departments. It has been determined that this
project is too time-consuming and complicated for City staff to perform.
Water Department Manager Bob Green recommends City Council authorization to
contract with East Central Intergovernmental Association in an amount not to exceed
$10,000 to perform services associated with the Davis-Bacon Labor Standard for the
New Municipal Service Center Facility.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Davis-Bacon Labor Standards Requirements/New Facility
INTRODUCTION
The purpose of this memorandum is to request your approval to outsource the
monitoring requirements associated with the Davis-Bacon Labor Standard
Requirements with the construction of the new Municipal Service Center Facility.
DISCUSSION
This project requires us to comply with the monitoring of the Davis-Bacon Labor
Standards and prevailing wage requirements associated with the construction of this
new facility.
Staff has reviewed this mandated requirement with support from other departments.
The response was that this project was too time consuming and complicated for city
staff.
In receiving this response, staff solicited the help and support from East Central
Intergovernmental Association (ECIA) in providing us with a proposal for these services.
Mark Schneider with ECIA submitted a proposal in the amount of $10,000 in providing
the services we need to be in compliance with this requirement.
I have reviewed this proposal with Economic Development Director, Bill Baum. It is
Bill's and my position that the proposal that ECIA provided for these services is very
reasonable. The monies to support these services in the amount not to exceed $10,000
will come from the project's contingency fund balance of $576,642 (CIP Fund Code
010669).
ACTION
Staff and I are requesting through your authorization to proceed in hiring East Central
Intergovernmental Association (ECIA) in performing these services.

Thank you for the opportunity to provide a proposal to assist the City of Dubuque with the
monitoring of the Davis-Bacon Labor Standards and Prevailing Wage Requirements on the new
Dubuque Operations Building construction project. I understand that Portzen Construction is the
general contractor on this $11.5 million project with a 14-month schedule and they have 38 sub-
contractors. Our proposal is based on this information.
ECIA is very familiar with the Davis-Bacon federal legislation and its requirements. In addition,
ECIA has staff available to immediately begin the monitoring of the payroll reports, conduct on-
site employee interviews, etc.
Based on our understanding of the project, ECIA will meet with the general contractor to
establish reporting procedures, receive and review payroll reports, conduct on-site employee
interviews, review contract documents for compliance (if requested) and verify that Davis-Bacon
posters are posted at the jobsite. ECIA proposes to perform these services at a cost not exceed
$10,000. We invoice the Citynionthlyfor our actual cost. The amounts are a "will not exceed"
figure because they may be less, depending upon the actual cost.
