recommendations for the Arts and Cultural Task Force, including submittal of an
application for the downtown to become a Cultural and Entertainment District. Dubuque
Main Street Ltd. has prepared the application and Assistant City Manager Cindy
Steinhauser is recommending City Council endorsement.

Introduction
The purpose of this memorandum is to request City Council support for an application to
the Iowa Department of Cultural Affairs to establish a Cultural and Entertainment District
in downtown Dubuque.
Backaround
On May 10, Christine Rapp of Dubuque Main Street and I attended an ICN workshop
sponsored by IDED and the Iowa Council for Rural Development. The purpose of the
workshop was to discuss the proposed application and timeframe for a new State of
Iowa program entitled Cultural and Entertainment Districts.
The application process is straight forward and requires a narrative, which identifies
community support, management structure of the cultural and entertainment district, a
district marketing plan, a volunteer registration program, identification of cultural assets,
identification of local incentives, an organizational chart, and a description of how the
district will be development and sustained. The process also requires resolutions of
support from the City. A budget must be included, which could be a budget from an
existing organization. If the application is from a non-profit entity, only a three-year
commitment is required. There is a $250 application fee (which is refunded if a city is
not selected). The application deadline is 4:30 p.m. on September 1, 2004.
Applications are accepted annually.
The benefits of establishing a cultural and entertainment district include $1 million in
historic tax credits available ($500,000 per year for FY 2005 and 2006) for eligible
projects in these districts.
Discussion
Attached is the application prepared by Dubuque Main Street Ltd. requesting that a
cultural and entertainment district be established in Dubuque. As indicated in the
attached information, the district would generally encompass the Dubuque Main Street
Ltd. area from the Locust Street Connector on the South, the Port of Dubuque and the
alley east of White Street on the east, 1 ih Street to the North and an area west of Bluff
Street to the west. This area is identified on the attached map. Also attached is a list of
businesses and organizations within the proposed Cultural and Entertainment District
that meet the District criteria.
The Cultural and Entertainment District will be managed by Dubuque Main Street
Program Specialist Christine Rapp, who will allocate 50% of her time to special events
and the remaining 50% spent on public relations, marketing and organizing
stakeholders from the arts, entertainment, education and specialty shopping entities.
The proposed budget for this district will be the existing budget for Dubuque Main Street
Ltd.
At the August 2, 2004 City Council meeting, the City Council adopted three
recommendations from the Arts and Cultural Task Force. One of the recommendations
was the submission of an application to become a Cultural and Entertainment District.
The Arts and Culture Task Force is highly supportive of this application. Task Force
members are currently working with DMSL to obtain letters of support to submit with the
application to the State of Iowa by September 1, 2004.
Reauest
The request is for City Council to adopt the attached resolution endorsing the
submission of an application to establish a Cultural and Entertainment District in
Dubuque.

ESTABLISHING THE DUBUQUE CULTURAL AND ENTERTAINMENT
DISTRICT
Whereas, Dubuque Main Street Ltd. has submitted an application to the
Iowa Department of Cultural Affairs to establish the Dubuque Cultural and
Entertainment District; and
Whereas, the Arts and Cultural Task Force has recommended the
establishment of Cultural and Entertainment District and such recommendation is
consistent with the Downtown Masterplan; and
Whereas, the establishment of a Cultural and Entertainment District will
assist the Downtown District and the community to develop a public-private
partnership to support culture and entertainment.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The City Council of the City of Dubuque endorses the
submission of Dubuque Man Street Ltd.'s application to the Iowa Department of
Cultural Affairs to establish the Dubuque Cultural and Entertainment District and
agrees to participate in the development and support of said Cultural and
Entertainment District.
Section 2. The City Council directs the City Manager staff to actively
support and cooperate with the governing board of Dubuque Main Street Ltd. to
develop and maintain the Cultural and Entertainment District.
Section 3. The Mayor is hereby authorized and directed to sign this
resolution on behalf of the City of Dubuque. .

1. NARRATIVE
A. Level of Community Support
Community support for the Dubuque Cultural Corridor becoming an official Iowa Cultural
district is not hard to evidence. In addition to the public hearing with adequate notice and
publicity, and the copy of the public notice & minutes from the hearing, the resolution from
the governing body and sponsor (Dubuque Main Street, Ltd.) all of which are enclosed with
this application package; we can evidence a relatively mature process toward viewing our
downtown as such a district by the arts, entertainment and education organizations of
Dubuque.
Over ten years ago, a strong majority of the arts & education community organizations, most
of which had a downtown presence, formed the Dubuque Cultural Alliance. In 1997 at one
of the monthly meetings ofthe Alliance, Ruth Nash, one of the key arts advocates statewide
let alone Dubuque, advanced the idea that our community should embrace the fact that on an
ever-growing basis, a cultural corridor was forming along the spine of our city center. We
have since embraced the concept, and have only begun to use our limited resources to
publicize this concept. Very recently the Dubuque's Comprehensive Downtown Masterplan,
a community-wide consensus document, adopted by City Council and many other
organizations called for the formal formation of just such a district in downtown Dubuque.
Thus, this is where C&E District certification will hopefully greatly enhance our fledgling
endeavor as a destination quarter. We will absolutely benefit from the synergy of statewide
promotion of all districts. . . It will be our leadership's mission to piggyback on this
marketing and multiply its impact, partnering especially in this case with the Convention &
Visitors Bureau.
The proposed signage benefit can only assist the fact that we are ahead of the curve by
having already become a prototype community with a unique way finding system in
partnership with the City of Dubuque, the Chamber of Commerce, and the Iowa DOT.
Within the last two months we have now taken the next step in taking this signage system to
micro-manage pedestrian traffic throughout downtown, our Cultural District/Corridor.
There is no doubt that Main Street and the City of Dubuque are on a constant quest to glean
as many financial advantages to preservation and restoration of our abundant inventory of
significant buildings throughout the corridor. Consistently listed as the number one reason
tourists enjoy visiting Dubuque, our historic showpieces will only be helped by this
designation. The too small, but none the less added financial carrot of the $500,000 in tax
credits will be added to our array of financial programs used to tilt the often daunting
problem of gap-closing in our favor.
We will certainly leverage the statewide notoriety/publicity locally, so that a broader base of
the Dubuque area citizenry recognizes the relatively rare cultural opportunities that are
available in our district.
As hopefully a charter member of this statewide fraternity, we fully expect to join with our
sister communities in continuously petitioning government bodies, foundations and other
groups to help us further enhance the certification and growth of the cultural district
programs of the state of Iowa and its department of cultural affairs. More grants, tax
advantages, marketing, educational opportunities, and things we have not thought of will
surely emerge from this seeding program.

Management Structure of C&E District Steering Committee
The proposed structure of our local C & E District leadership/management team has been in the
works for one to two years, and we have to applaud this state program offer for lighting an
accelerant to this process. The district will be governed and guided by the City's recently
council-authorized Arts and Cultural Advisory Commission. Paid staff will be led by the
Program Specialist at Dubuque Main Street, Ltd. As the district is in its infancy, it stands to
reason that this full-time position be in charge of the organization of the district. The position-
holder already spends over 50 percent of his/her time on the management of downtown festivals
and promotions. The remainder of time will be spent (and is backed by a college degree) in the
field of marketing and public relations, as well as organizing stakeholders from the arts,
entertainment, education & specialty shopping constituencies.
The Program Specialist reports directly to the Executive Director of Dubuque Main Street, and
further management oversight will be provided by City Staff in the City Manager's office,
Planning and Economic Development Departments, along with a representative from the
Convention and Visitors Bureau.
Ultimate responsibility for the district will be under the control of the Main Street board of
directors, as part of the purchase of service agreement the downtown advocate has with the City
of Dubuque. Greater backing for this function will be asked of the private sector with a stake in
the health and well-rounded vitality of the City's cultural center, as well as more resources
dedicated by the not-for-profits engaged in the arts and entertainment. Enclosed is an
organization chart for the proposed function.
Marketing Plan: While a marketing plan is nearly impossible to detail in such limited space, it
should be noted that the marketing plans for both Dubuque Main Street, Ltd. and the Dubuque
Area Chamber of Commerce have already integrated the publicity of this corridor for fiscal
2005. The plan to market the Corridor/District has been committed to by all major Dubuque
cultural organizations through newsletters. All 7000 downtown Dubuque businesses and
employees, as well as a broad base of the rest of area citizens will be reached through Main
Street's Main Stream and the Chamber's Edge newsletters. A budget for an all-inclusive
brochure is being formulated, with space already dedicated in many culture venues for literature
from areas within the corridor (Cable Car Square, Historic Old Main, & America's River/Port
of Dubuque) Tourists will be reached through these efforts, and the Convention & Visitors
Bureau will engage/plan further promotion of the initiative in its many marketing tools for
fiscal 2006.
Gang print, television and radio ads promoting the synergy of this joint effort are in the
planning stages; and a continuation of already strong in-kind broadcast media sponsorship
programs will be broadened and strengthened with the combined power of all the organizations
within the corridor. Plans are already well underway for an inaugural holiday season (I" week
of December) "culture fest" to involved interested groups district-wide.
The state designation will be recognized in all publications, news releases and other marketing
efforts for the corridor.
Voluntary Registration Procedure: Since 1985, Main Street has been one of the City's most
reliable sources for economic data through voluntary information sharing/registration of a wide
range of economic development, preservation, public improvement and cultural stakeholders
and businesses. Monitoring growth is a required function of the Main Street group, and this will
necessarily continue in the C&E District/Corridor, with only minor fine-tuning of the Access
database that exists. The administration staff member of Main Street has over 15 years of
experience in data collection of this sort, and has the reputation for confidentiality and accurate
reporting.

The attached map and location listing legend of over 100 venues is likely the best
description tool of the proposed Dubuque C&E District. Geographical border anchors
for the Downtown Dubuque Cultural Corridor include, but are not limited to:
. The Alliant Amphitheater to the East (less than two years old and already home
to local Swing, Blues, Rock/Soul, and teenage-targeted intimate music festivals
and nature demonstrations), with the Grand River Education & Conference
Center, as well as the Grand River Resort and WaterPark.
. The Mississippi River Museum & Aquarium and the Diamond Jo Casino and
Grandstand Under The Stars to the Southeast.
. Saint Raphael's Cathedral, Cable Cars Square and the National Registered
Fenelon Place Incline elevator to the Southwest.
. The Carnegie-Stout Public Library and Historic Ryan House to the Northwest.
. Jackson Park (home of recently initiated culturally diverse celebrations) and the
history-laden Irish (St. Patrick's) and German (St. Mary's) Catholic churches
within a block of one another to the northeast
. In the center is the Town Clock and its Plaza festival area (home to a half dozen
music and art oriented festivals) . , . The Town Clock is surrounded by the four
major art/cultural venues within two blocks, The Grand Opera House (home to
the major community theater), the Five FlagslMajestic Theater (home to the
symphony orchestra, another community theater and a variety of touring
events), the Dubuque Museum of Art, and the Old Jail Museum (soon to be the
home of the Dubuque History Museum)
Running from 1 5t to 17th Street and including the architecturally rich treasured runs of
Bluff, Locust, Main, Iowa, Central and White Streets; as well as our developing Port of
Dubuque, the region is relatively broad, but easy to navigate by foot, car, trolley bike or
horse-drawn carriage. The corridor contains all or part three National Registered
Historic Districts. More than 50 specialty retail shops, over two dozen restaurants,
another two dozen entertainment venues, a half dozen art galleries, churches of almost
every faith representative of Dubuque's religious history, and even more tourist
attractions are also detailed on the attached.

Local Incentives
Due to the aggressive pursuit of incentive programs by both the City of Dubuque and Dubuque
Main Street, Ltd. the limited space allotted does not leave room for much more than a "Iaundry-
list" of incentive programs available within the Dubuque Cultural Corridor.
This list must start with a couple crucial programs that particularly enhance the presence of
culture in Dubuque's City Center. They include the newly introduced and funded local $35,000
Cultural Grant program. A design assistance program through the IDED's Main Street Iowa
program is offered. A similar assistance module and a construction/renovation/restoration
guideline manual are offered through our Historic Preservation Commission.
Other programs include, but may not be limited to:
Tax Increment Financing - For properties located within Urban Renewal District boundaries (a
majority of the Cultural Corridor), IS-year, 3% loans, up to $300,000 per building, are available.
Interest-only payments are made for the first 3 years. Income and rent restrictions do not apply.
A TIF-funded façade improvement matching grant program, up to $10,000.
The Dubuque Main Street Loan Interest Loan program through any of five city banks. Amortized
over 10 years, the rate on this program is fixed for five-year periods at a below market rate and has a
maximum commitment of $250,000. There are few restrictive requirements for this rehab program.
Also offer the opportunity to apply separately for the IFA's Main Street Iowa Loan program;
however at this point the local program is more attractive.
Enterprise zone incentives
City property tax rebate of any increased property values for up to ten years. Real estate taxes, based
on assessed value at purchase, are "fiozen" for a 10-year period, providing certain property
improvements are made.
A general Rehabilitation Guideline Packet.
Assistance with the series of potential tax credit programs including, the 20 percent Federal Tax
CREDIT for National Register rehabs, the 10 percent Federal Tax CREDIT on rehabilitation costs
for buildings built prior to 1936, the 25 percent competitive State Tax CREDIT rehab program, and
the 10% ADA compliance tax credit.
We also assist projects pursue Historic Site Preservation Grants (HSPG).
Other programs that are sometimes more associated with housing projects, but may apply
particularly in regard to the live/work space initiatives and/or warehouse rehabilitation projects
include: the HOME Rental Rehabilitation Program, the Community Development Block Grant
Program (CDBG), Moderate Income Rental Program, the Affordable Housing Program (AHP), Low
Income Housing Tax Credits, the Housing Assistance Fund (HAF), the State ofIowa HOME
Program, the HUD Section 108 Loan Guarantee Program, a Local Housing Assistance Program
(providing annual funding competition for municipalities to access for a variety of housing
development or rehabilitation programs.), and the Lead Paint Hazard Reduction Program.
Through the Comprehensive Downtown Masterplan, Dubuque adjusted as mainy zoning and
building code ordinances as possible to encourage live/work space for artists, and other cultural
corridor ventures. The local Arts Commission is also pursuing a program with the City,
Dubuque Racing Association and Foundations to provide a pool of up to $250,000 in operation
grants.
