Lead Hazard and Healthy Homes ProgramMasterpiece on the Mississippi
TO: The Honorable Mayor and City Council Members
FROM: Michael C. Van Milligen, City Manager
SUBJECT: Amendment to Lead Hazard Reduction and Healthy Homes Program
Awards
DATE: April 26, 2011
The U.S. Department of Housing and Urban Development (HUD) recently approved
awards of $3,099,948 and $999,973, respectively, for the Lead Hazard and Healthy
Homes grants. The matching funds required for the combined applications totaled
$901,098. Because Dubuque received both awards, and because grant activities will
be combined in many cases for delivery of services, the required match has been
reduced to $683,586. For this reason, an amendment to both grants must be executed
to reflect that reduction.
Housing and Community Development Department Director David Harris recommends
City Council approval of the execution of the amendments to the contracts for the lead
Hazard Reduction and Health Homes Program awards.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Amendment to Lead Hazard Reduction and Healthy Homes Program
Awards
DATE: 14 April 2011
Introduction
The purpose of this memorandum is to request the City Council to authorize the Mayor
to sign the attached amendments to the contracts for the Lead Hazard Reduction and
Healthy Homes Program awards.
Discussion
HUD recently approved awards of $3 099 948 and $999 973, respectively, for the Lead
Hazard and Healthy Homes grants. The matching funds required for the combined
applications totaled $901 098. Because Dubuque received both awards, and because
grant activities will be combined in many cases for delivery of services, the required
match has been reduced, to $683 586. For this reason, an amendment to both grants
must be executed, to reflect that reduction.
Action Step
The action required of the City Council is to authorize the Mayor's signature on the
attached form HUD 1044, to reduce the required matching funds amount to $683 586.
