The City of Dubuque Zoning Advisory Commission has reviewed the above -cited
request. The application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, reviewing that he wanted to split his
property, but Lot 2 would have only 46 feet of frontage, where 50 feet is required.
Staff reviewed the submitted plat, noting that the north lot line of Lot 2 is dictated by
existing structures and the need to maintain the required setback. Staff noted that Lot A
will be dedicated to the City at a future date as public right -of -way for Peru Road.
There were no public comments.
The Zoning Advisory Commission discussed the request, and felt it was appropriate.
Recommendation
By a vote of 7 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request, and waive lot frontage requirements for Lot 2.
A simple majority vote is needed for the City Council to approve the request.

INTRODUCTION
The submitted Plat of Survey of Youtzy Subdivision subdivides an existing 6.35 acres of
property into three Tots. The property is located east of the Peru Road/Tanzanite Drive
intersection.
DISCUSSION
The submitted Plat of Survey of Youtzy Subdivision facilitates the sale of Lot 2 and
provides for the future dedication of Lot A to the City of Dubuque for right -of -way.
Currently, the City of Dubuque only has an easement for Peru Road as the roadway
was originally built when the property was in the County.
Lot 2 is substandard in that it only has 45.67 feet of frontage on Peru Road where 50
foot minimum is required. Planning staff does not object to the reduced lot frontage, as
the 45.67 feet will still provide adequate area to gain access to Peru Road with a new
driveway. The sight visibility along this stretch of Peru Road is also sufficient for an
additional access point in the proposed location.
RECOMMENDATION
Planning staff recommends that the Plat of Survey of Youtzy Subdivision be approved,
subject to waiving lot frontage requirements for Lot 2.

RESOLUTION APPROVING THE PLAT OF SURVEY OF YOUTZY SUBDIVISION IN
THE CITY OF DUBUQUE, IOWA.
Whereas, there has been filed with the City Clerk the Plat of Survey of Youtzy
Subdivision in the City of Dubuque, Iowa; and
Whereas, said Plat of Survey provides 45.67 feet of frontage for Lot 2 on a public street,
where 50 feet is required by Section 11 -14 of Title 16 of the City of Dubuque Code of
Ordinances, Unified Development Code; and
Whereas, said Plat of Survey has been examined by the Zoning Advisory Commission
and had its approval endorsed thereon; and
Whereas, said Plat of Survey has been examined by the City Council and they find that it
conforms to the statues and ordinances relating to it.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Section 11 -14 of Title 16 of the City of Dubuque Code of Ordinances,
Unified Development Code, is waived to allow 45.67 feet of frontage on a public street for Lot 2.
Section 2. That the Plat of Survey of Youtzy Subdivision is hereby approved and the
Mayor and City Clerk are hereby authorized and directed to endorse the approval of the City of
Dubuque, Iowa upon said Plat of Survey.
