City of Dubuque Code of Ordinances § 15 -2 -1 is amended to read as follows: 15 -2 -1: COMMISSION CREATED; COMPOSITION: There is hereby created a city long range planning advisory commission, which shall consist of seven (7) residents of the city appointed by the city council who shall be qualified by their knowledge, experience and ability to contribute to the city's long range planning and development efforts. Memo May 2, 2011 To: City Council Members From: Karla Braig Re: Long Range Planning Advisory Commission This item on the agenda tonight asks you to consider removing the requirement that a city council member be appointed to the Long Range Planning Advisory Commission. I am currently the city council member appointee, and after one meeting, I felt that there were a few reasons a council member should not be on this board: 1. This commission was set up as a citizens' advisory board to advise city council members. So what is a city council member doing on a board advising the council? 2. A citizen could be appointed to replace the council member position, thereby giving Dubuque citizens more of a chance to get in on city government at the grassroots level. 3. As a council member, I do not feel comfortable giving the LRPAC any "insights" on how the council might feel about something. I do not, and will not, speak for the entire city council. 4. Times change. When this commission was established, perhaps careful oversight by the council was necessary, but I do not think that is the case any more. This commission works just fine under the auspices of the city planning department. 5. I don't think any ordinance or board rules cannot be changed as circumstances change. To keep doing things the way they were always done is not what got our city to where it is today. Thank you for your consideration of these reasons as you vote. If the council agrees to remove the requirement that a city council member be on the LRPAC, then we must decide if we want this seat for a citizen, and if we do, direct the acting city clerk to publish that we are accepting volunteers for the LRPAC. If the council votes to keep a council member on this commission, then I would ask you to accept my resignation from the LRPAC and appoint another council member in my place.
