Van Milligen, City Manager SUBJECT: 1104 Riverview Drive - Fire Damaged House DATE: April 26, 2011 Dubuque All- AmedcaCity 2007 The house located at 1104 Riverview Drive was extensively damaged by fire on April 23, 2008. The Housing, Building Services and Legal Departments have been working to cause the home to be repaired or deconstructed since then. During this process, the owner, Larry Conley died, and his son Antonio came into ownership of the property. Neither apparently had the funds to accomplish repairs or deconstruction. Building Services Manager Rich Russell requests City Council approval to purchase the property for $1, satisfy the liens against the property in the amount of $1,800, and begin the process to deconstruct the house and sell the lot to a contractor for redevelopment. I concur with the recommendation and respectfully request Mayor and City Council approval. The Housing, Building Services and Legal Departments have been working to cause the home to be repaired or deconstructed since then. In January of 2011, the Building Services Department offered Antonio $1 for the property and proposed to assume the duty to deconstruct the home. I have attached a copy of the offer for your information. As part of the purchase, the City would need to satisfy approximately $1800 in liens, some of which are for delinquent water, sewer, etc bills. The source of funds is General Building Maintenance (3501428 73210). I have also attached a copy of the records search performed by Dubuque County Abstract & Title Company for your information. At least one contractor is willing to deconstruct the house and rebuild on the site. The contractor would deconstruct the house as part of their project and receive the lot as their compensation for the deconstruction. We will offer this project as an informal bid to several contractors. If this portion of the project becomes more expensive, we will revisit this with you before proceeding. I am requesting permission to purchase the property for $1, satisfy the liens against the property, begin the process to deconstruct the house and sell the lot to a contractor for redevelopment. The City received a bid for $21,700.00 to demolish the building and disconnect utilities and grade lot. We can award this contract and assess the property for this cost plus the cost that we have already incurred to secure property on two different occasions.
