Sealed bids were received for the Kaufmann Avenue Utility Project (John F. Kennedy
Road to Chaney Road). City Engineer Gus Psihoyos recommends award of the
contract to the low bidder, McDermott Excavating, in the amount of $227,693.10, which
is 2.63% under the estimate of probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the Kaufmann
Avenue Utility Project (John F. Kennedy Road to Chaney Road).
BACKGROUND
The Kaufmann Avenue Utility Project (John F. Kennedy Road to Chaney Road) will include the
following:
• John F. Kennedy Road to Martin Drive
o Watermain replacement.
• Martin Drive to Carter Road
• Carter Road to Chaney Road
o Spot watermain replacement.
• John F. Kennedy Road to Chaney Road
o Spot sanitary sewer repair.
• Intersection of Chaney Road and Kaufmann Avenue
o Spot storm sewer repair.

Sealed bids were received on the project on April 26, 2011. McDermott Excavating of
Dubuque, Iowa, submitted the low bid in the amount of $227,693.10. This amount is 2.63%
under the estimate of probable cost. A summary of the bid proposals received is as follows:

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE KAUFMANN AVENUE
UTILITY PROJECT
Whereas, sealed proposals have been submitted by contractors for the
Kaufmann Avenue Utility Project (the Project) pursuant to Resolution No. 120 -11 and
Notice to Bidders published in a newspaper published in the City of Dubuque, Iowa on
the 7 day of April, 2011.
Whereas, said sealed proposals were opened and read on the 26 day of April,
2011 and it has been determined that McDermott Excavating of Dubuque, Iowa, with a
bid in the amount of $227,693.10, is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to
McDermott Excavating and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
