The message center would actually be placed on the Iowa Street side of the ramp. Background During design meetings that have been held for this facility, it was requested by City staff that a double sided message center be placed on the Iowa Street side of the parking ramp for display of City related issues and also as a message center for the parking ramp itself. As indicated in the information presented by Planning Services, the sign is a double sided electronic message board very similar to the one located at the entrance to the Port of Dubuque Parking Facility. Discussion On April 21, 2001, the Historic Preservation Committee met to review the design and placement of the sign. A presentation was made by Marty Johnson of Straka Johnson the architects on the project. At the meeting, the commission expressed concern on whether we needed a sign in this location and also could not agree on the design of the sign as presented. At the conclusion of their discussion, the commission voted regarding the approval and the result was a vote 3 in favor and 3 against the sign. The Historic Preservation Commission has written a report to the City Council regarding their findings on the matter. Planning Services is submitting all of that information for your review. Funding Project funding is budgeted in the current ramp project. Project funding is through general obligation Urban Renewal Bonds. The proposal, staff report, and related materials are enclosed. Discussion Planning Services Staff noted the parking ramp is in the Downtown Design Guidelines area and public funds are involved in the project. Staff noted the Downtown Design Guidelines for signs, and then suggested that consideration be given in that the proposed signage is for a new parking ramp that is located in an area of downtown greatly affected by urban renewal. Marty Johnson, Straka Johnson Architects, 3555 Digital Drive, reviewed the message center sign on Central Avenue, and clarified the integrated message center sign will be flush with the brick wall, and not protrude two inches out as depicted in the applied drawings. He noted the freestanding monument sign on the west side of the ramp was designed to pull in materials of and tie into the parking ramp facility. Tim Horsfield, Parking Division Manager, explained the messages on the wall- mounted signs are intended primarily for ramp users. He noted the sign would advise ramp users that a level was full or other similar issues, but also noted it may be used to publicize City events. He explained the freestanding sign is intended to advertise civic events as well as direct ramp users. He noted it is intended to be used similar to the sign at the Historic Federal Building. The Commission expressed concern that the signs do not follow the Downtown Design Guidelines, and asked if other options were considered. Marty Johnson indicated that Innovation Teamwork Proposed Signs for City of Dubuque Parking Ramp, 975 Central Avenue Page 2 the two signs at the Historic Federal Building and Prescott School are successful in advertising City events, and the ramp signs presented a similar opportunity. Mr. Horsfield noted that the Iowa Street side of the ramp is a plaza area, and he has been directed to design a sign to convey information to the public. The Commission noted that their charge is to review projects on a case -by -case basis in accordance with the Downtown Design Guidelines or applicable standards. Commissioners opposed to the design disagree on principal with the electronic message components as they are inconsistent with the Downtown Design Guidelines. Recommendation By a vote of 3 to 3, the Historic Preservation Commission was not able to reach consensus on our advisory design review for the proposed electronic message center signs for the City of Dubuque Parking Ramp at 975 Central Avenue. The parking ramp was reviewed and recommended for approval at the January 14, 2010 HPC meeting. The minutes are enclosed. Monument Sign: The monument sign is two sided and will be located in the southwest corner of the plan. The sign will measure 7' -7" x 5' -4" with the electronic message center portion measuring 6' -9" x 3 1 /4 " . The sign border is anodized aluminum with trellis elements to match the ramp. The sign base is buff colored precast concrete and anodized aluminum. Integrated Sign: The integrated sign will be built into the lowest level utility room's wall along Central Avenue. It will be integrated into the red brick architectural precast wall. The electronic message area will measure 5' -3" x 2' -5" and have a 4" black aluminum wrap. The property is located in the Downtown Design Guidelines area. The role of the Historic Preservation Commission in reviewing this project is to serve as an advisory design review body to the City Council for projects in the Downtown Design Guidelines area that utilize a source a public funds. The Commission's recommendation will go on to the City Council with the application materials for their review and approval of the project. Drawings, renderings and a site plan have been provided for the Commissions review. Compliance with Guidelines: The Downtown Design Guidelines may be used as a standard for review of the project. The Downtown Design Guidelines address exterior architectural design as well as streetscape and landscape design. They provide guidance for property owners planning exterior alterations, additions, or the rehabilitation of existing buildings as well as new structures and parking Tots. Design Review — 975 Central Avenue, Parking Ramp page 2 The guidelines seek to manage change so the traditional character of the area is respected while accommodating compatible improvements. They reflect the City's goals to promote economic development, _enhance the image of the area, and reuse historic resources. The document is designed to be compatible with The Secretary of the Interior's Standards for the Treatment of Historic Properties, while expanding on the basic rehabilitation principles as they apply in Dubuque. Commissioners Excused: Commissioners Mary Loney Bichell, Bob McDonell, and John Whalen. Staff Members Present: David Johnson and Laura Carstens. CALL TO ORDER: The meeting was called to order by vice Chairperson Wand at 5:33 p.m AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the meeting was being held in compliance with the Iowa Open Meetings Law. MINUTES: Motion by Olson, seconded by Wand to approve the minutes of the December 17, 2009 meeting as written. Motion carried by the following vote: Aye — Klavitter, Olson, Rapp, Wand and Stover; Nay — None. DESIGN REVIEW: Application of Greg Welp /Opening Doors, for a Certificate of Appropriateness to replace the front entrance with a new entrance door, side lights and transom and use AZEK columns in place of the previously approved cedar columns for property located at 1111 Bluff Street in the Jackson Park Historic District. Michelle Brown, Executive Director of Opening Doors, 1561 Jackson Street, was present. Staff Member Johnson reviewed the staff report, highlighting the differences from the previous Certificate of Appropriateness and this request. Commissioners discussed the texture of the siding. Ms. Brown clarified the texture is smooth per the manufacturer. She noted the color would be Tight mahogany with Tight texture. The Commission discussed omitting the transom. Ms. Brown noted the transom was to gain more light. Commissioners asked about previously approved siding. Staff confirmed it will match in color, texture and profile. Motion to approve the Certificate of Appropriateness as submitted, with the specification that there be no transom. Motion carried by the following vote: Aye — Klavitter, Olson, Rapp, Wand and Stover; Nay — None. DESIGN REVIEW: Application of the City of Dubuque to construct a parking ramp and fire station addition at 10 Central and Iowa streets located in the Downtown Design Guidelines area. Marty Johnson and Justin McCarthy, Straka Johnson Architects, were present. Tim Horsfield, Parking System Supervisor was also present. Staff Member Johnson reviewed the staff report, lack of historic significance of the fire station, the Commission's advisory role, and the Downtown Design Guidelines. Marty Johnson reviewed the project in detail. He reviewed the site context, site plan for new ramp and fire station addition, ramp ingress /egress, and ramp layout. Chairperson Knight arrived at 5:46 p.m. Marty Johnson reviewed the various elevations of the ramp and fire station addition, discussing materials and design elements. He highlighted various architectural features. He then reviewed the detailed plan elevations of the fire station. He provided a 3 -D model view of the two projects. Commissioners discussed the material for the canopy. Marty Johnson said it will be metal with some texture. Commissioners discussed with Marty Johnson where the ramp canopy will be open to allow light. He noted where open louvers are proposed, and where it would be solid relative to entry points and storm water control. Commissioners discussed the ramp's overall storm water control with Marty Johnson. Commissioners discussed the metal trellis pieces on the ramp. Marty Johnson clarified these are aesthetic. He further clarified the rails at the top are also aesthetic. Marty Johnson discussed the architectural details of the ramp in response to Commissioners' questions. He then noted the transformers and other equipment in the space between the two buildings. Commissioners asked about any design or texture considerations for the brick areas at the entrances. Marty Johnson noted the Parking Ramp Design Committee had discussed opportunities for decorative elements there and in the stairwells. Commissioners discussed the colors of the interior surfaces, and if the concrete will be integrally colored. Marty Johnson noted this could be considered to reduce maintenance. Staff clarified that if signs meet the City Ordinance and the Downtown Design Guidelines, the Commission will not review them, in response to a question from the Commission. Commissioners discussed decorative elements and materials as well as color along the north elevation brick area and other areas of the ramp with Marty Johnson. Marty Johnson noted a future transformer at the Iowa Street entrance may be screened with a brick wall. Commissioners discussed ramp colors, materials and trellis articulation. Justin McCarthy further reviewed the trellises and clarified the most recent plans depict three trellises on the Central Avenue elevation as suggested by the Commission. Marty Johnson clarified mortar color. Commissioners discussed texture and lighting forthe canopy. Marty Johnson also reviewed the proposed LED lighting. He clarified the ramp design has bike parking, but does not have retail at this site as was proposed for the ramp at 5 Street due to the size of site. He reviewed samples of proposed materials for the fire station addition and ramp. Commissioners discussed the facades of the fire station addition. Marty Johnson further explained the rationale for the simpler design on the Iowa Street side beyond the corner bay. Commissioners discussed the impact on parking meters. Marty Johnson reviewed where meters will be removed, and where they will be added. Motion by Wand, seconded by Stover to recommend approval of the design for the fire station as submitted. Motion by Wand, seconded by Stover to recommend approval of the design forthe parking ramp with the following recommendations: 1) Precast concrete panels have color on the back, especially at top level; 2) Face of the canopy have a smooth finish if a satisfactory design cannot be determined; 3) Explore if articulation and detail can be added to the brick areas; and 4) Three -part trellis separation on Central Avenue. ITEMS FROM COMMISSION: Update on Proposed Boarded -Up Windows and Doors Ordinance: Commissioners discussed the direction of the draft Boarded -up Windows and Door Ordinance. Staff Member Carstens noted Commissioners Wand and Bichell have met with City Manager to Signs Policy: A sign typically serves two functions: to attract attention and to convey information. All new signs should be developed with the overall context of the building and of the area in mind. Sign Character Policy: A sign shall be in character with the materials, colors and details of the building. The integration of the sign with the building or building facade is important and should be a key factor in its design and installation. Guideline: 2.31 Signs should be subordinate to the overall building composition. • Design a sign to be simple in character. • Scale signs to fit with the facade of the building. • Locate a sign to emphasize design elements of the facade it- self. • Mount signs to fit within existing architectural features using the shape of the sign to help reinforce the horizontal lines of the building. • Rooftop signs are inappropriate. • Animated signs and message boards are not appropriate. Sign Materials Policy: A sign should exhibit qualities of style, permanence and compatibility with the natural and built environment. Guideline: 2.32 Use sign materials that are compatible with the building facade. • Use colors, materials and details that are compatible with the overall character of the facade. • Permanent, durable materials that reflect the Dubuque context are encouraged. • Avoid highly reflective materials. Use sign colors, materials and details that are compatible with the overall character of the buildings facade. Chapter 2 81 Sign content shall be designed to be visually interesting and clearly legible. Direct lighting at signage from an external, shielded lamp. Sign Color Policy: Color shall be used both to accentuate the sign design and message and also to integrate the sign or lettering with the building and its context. Guideline: 2.33 Use colors for the sign that are generally compatible with those of the building front. • Limit the number of colors used on a sign. In general, no more than three colors should be used, although accent colors may also be appropriate. Sign Content Policy: Sign content shall be designed to be visually interesting and clearly legible. Guideline: 2.34 A simple sign design is preferred. • Typefaces that are in keeping with those seen in the area tradi- tionally are encouraged. • Avoid hard -to -read or overly intricate typeface styles. Sign Lighting Policy: The sign illumination source shall be shielded to minimize glare. Light intensity shall not overpower the building or street edge. Small and discreet modern light fittings may provide an unobtrusive alternative to traditionally styled lamp units. Guidelines: 2.35 Use shielded lighting source on a sign. • Direct lighting at signage from an external, shielded Tamp is ap- propriate. • A warm light, similar to daylight, is appropriate. • Strobe lighting is not appropriate. Internal illumination is not appropriate. 2.36 Halo illumination may provide an effective and subtle form of lighting which can be used to accentuate both sign and building. This form of lighting can be used with either wall or sign panels or individual letters. The light source shall not be visible. 82 Design Guidelines Sign Installation Policy: The installation of a sign is an integral aspect in the retention of key architectural features and in minimizing damage to the building. Guideline: 2.37 Avoid damaging or obscuring architectural details or features when installing signs. • Minimize the number of anchor points when feasible. Appropriate Sign Types Policy: Sign types that are considered generally to be appropriate are defined here. While selecting a sign, an important design principle to consider is that signs should not overwhelm the• architecture of the building. Consistent placement of signs according to building style, type, size, location and materials creates a sense of visual continuity. Canopy and Awnings Sign This is a sign located on the face of a canopy or awning. Guideline: 2.38 A sign located on or under a canopy or awning may be considered. • These are most appropriate in areas with high pedestrian use. • Consider sign lettering centered on a building canopy where a flush- mounted sign would obscure architectural details. Window Sign This is a sign painted on the surface of, or located on the interior of, a display window. Guideline: 2.39 Design a window sign to: • Minimize the amount of window covered • Be painted on the glass or hung inside a window Chapter 2 Canopy and awning signs are most appropriate in areas with high pedestrian use. Locate small projecting signs near the business entrance, just above the door or to the side of it. 84 Wall Sign This is an attached sign painted on or attached to the wall or surface of a building or display surface which is parallel to the supporting surface. Guidelines: 2.40 Flush mounted wall signs may be considered. • Place wall signs to align with nearby buildings. • Determine if decorative moldings exist that could define a sign panel. If so, locate a flush- mounted wall sign to fit within a panel formed by moldings or transom panels. • Do not obstruct character - defining features of a building with signage. 2.41 Design a wall sign to minimize the depth of a sign panel or letters. • Awall sign shall be relatively flush with the building facade. • Design a wall sign to sit within, rather than forward of, the fascia or other architectural details of the building. Projecting or Hanging Sign This is an attached sign which projects and has one end attached to a building, and which does not employ ground support in any matter. Guidelines: 2.42 Design a projecting sign to be similar in character to those seen traditionally. • Design the sign bracket as a decorative or complementary ele- ment of the sign. The bracket should appear as part of the sign composition and design. 2.43 Projecting or blade signs may be considered. • Locate small projecting signs near the business entrance, just above the door or to the side of it. • Mount large projecting signs higher on the building, centered on the facade or positioned at the corner. • Small hanging signs are appropriate under a canopy on com- mercial building types or from the inside of a porch on residential building types. Design Guidelines Symbol Signs This refers to a symbol displayed on a sign that portrays a certain word, name, or idea. This may be located on the interior of a display window and may also be installed on an exterior facade. Guideline: 2.44 Using a symbol for a sign is encouraged. • A symbol sign adds interest to the street, can be read quickly and is often remembered better than written words. Directory Sign This is a small scale sign located on the primary first -floor wall of any building containing multiple tenants to display the tenant name and location. Guideline: 2.45 Consider a directory sign for larger buildings with nu- merous occupants. • Consolidate small, individual signs and place them on a single panel as a directory to make them easier to locate. Interpretive Sign An interpretive sign may refer to a sign or group of signs that provide information to visitors on natural resources, cultural resources, historic resources or other pertinent information. Guideline: 2.46 Design interpretive signs to have a consistent design character. Interpretive signs should stand alone, and not be attached to streetscape furnishing or buildings. Interpretive signs should not disrupt or block views. Chapter 2 Consider a directory sign for larger buildings with numerous occupants.
