Julv 14. 2004 . Commissioner Giesen moved to approve the July 14, 2004 meeting minutes with the amendment that Commissioner Shaw was not present. Commissioner Neustadt seconded. Roll call. All present in favor. Motion passed. Public Input None. Old Business None. New Business Visiting Nurses Association - Request to amend FY04 cp2 Grant Nan Colin. Director of the VNA, requested to amend their FY04 cp2 grant for the Elderly Home- based Dental Program. The amendment requested would allow the funds remaining from the travel, printing and contractors categories be moved to salaries and fringe benefits; therefore, expending the entire FY04 grant allocation. Commissioner Giesen moved to approve the request to amend VNA's FY04 cp2 grant. Commissioner Neustadt seconded. Roll call. All present in favor. Motion passed. Proposed Neighborhood Resource Center at Prescott School John Burgart, Superintendent of the Dubuque Community Schools, with Ken Johnson. Straka- Johnson Architects, described that there is approximately 2,000 sq. ft. of available space designated for a Neighborhood Resource Center at the new Prescott School. They asked the public and the Commission for input on the uses that the Center could provide. Representatives from various associations spoke in favor of the Center. Mike Coty, representing the Bluff Street Neighborhood Association, suggested an e-calendar, so that the space could be scheduled and anyone could access a website to check availability. He also mentioned availability of a kitchen/serving area. David Stuart, representing the Downtown Neighborhood Council. stated that the Center would be an excellent place for their regular monthly meetings. Sr. Inez, representing St. Mark Community Center, suggested the Center be used as a place for teens to go after-school and on evenings. Pat Prevenas, representing Leisure Services, described the current services provided by the City at Prescott and emphasized the need for more weekend availability. Their programs include both recreational and instruction (art classes, etc) and could be expanded with additional facilities made available. Also discussed was the possibility of a technology center, as had been previously established at Audubon. Nan Colin, representing the VNA, mentioned an on-site outreach office for health screening or counseling. Commissioner Isenhart arrived at 6:50 p.m. Commissioner Giesen moved to endorse the partnership concept between the City and the Dubuque Community School District as it references the Consolidated Plan that has been part of the CDAC strategy for the past five years. Commissioner Neustadt seconded. Roll call. All present in favor. Motion passed. Consolidated Annual Performance Evaluation Report (CAPER) Set Public Hearing for September 8, 2004 Aggie Tauke requested the Commission set a public hearing for the CAPER Report. Commissioner Isenhart moved to set the public hearing for the CAPER's Report for September 8, 2004. Commissioner Maloy seconded. Roll call. All present in favor. Motion passed. Consolidated Plan Aggie reported that the Planning Committee for the Consolidated Plan met August 3, 2004, and stated that they are planning focus group meetings, in conjunction with Nancy Van Milligen, of the Community Foundation. A short power point presentation will be given to the groups as a brief overview of how Community Development Block Grants funds have been used in the past. These will be public meetings and the Commission will receive notice of these meeting when plans are finalized. Information Sharina Aggie reported that Audubon School has invited the Commission to a celebration on Friday, August 13, 2004, at 11 a.m., for the Summer Reading Program. Adiournment There being no further business, Commissioner Giesen moved to adjourn. Commissioner Maloy seconded. Motion passed by voice vote.
