Chairperson Reiss called the meeting to order at 4:05 P.M.
There were no minutes from the April 19, 2004 and May 17, 2004 meetings because there
was no quorum and no meeting held.
The board members that had missed the previous meetings reviewed the applications that
were reviewed by those members who were at the last two meetings, resulting in
confirmation of issuing a contractor license to Chuck Carpenter (EC221), and journeyman
licenses to Mike Schmelzer (EJ474) and Mike Young (EJ473).
The board proceeded with review of applications and interviews for licensing and the
results were as follows:

Brad Staner's application was tabled and he was advised to continue to build on his
experience and education since he was short of the experience requirement.
Brice Lubben was approved for Journeyman License EJ483 on the condition that he
provide more information on the education indicated on his application.
The Board thanked the applicants for their cooperation and participation and advised them
the approved licenses would be mailed to them.
All the applicants left the meeting at this time.
Other Business:
Some discussion started about the changes in the exam and a perceived lowering of
passing scores.
Dave Pregler moved that the Board should raise the required passing score. Kevin Pfohl
seconded the motion.
The discussion moved around the fact that what had been a 6 hour, 3 part exam open and
closed book test was now a single 3 hour open book exam. Hammel suggested that going
to 80% as a passing score would be a way to maintain the level of electrical knowledge
Dubuque had become accustomed to.
Reiss called for a vote on the motion on the floor and it was all in favor.
Staff person Neyens announced the next regular scheduled meeting would be in Room A
of City Hall at 4:00 P.M. on November 8,2004.
As there was no other business, Dixon moved to adjourn, Hammel seconded.
The vote to adjourn was all yes. Meeting adjourned at 4:55 P.M.
