Minutes Human Rights 7 12 04 DUBUQUE HUMAN RIGHTS COMMISSION MINUTES OF July 12, 2004 Judy Giesen called the meeting of the Dubuque Human Rights Commission to order at 4:15 p.m. on Monday, June 7, 2004, in Conference Room 2 at the City Hall Annex. Roll Call: Present: Staff: Sarah Davidson Penny Ehlinger Lou Oswald Evelyn Jackson Patricia Foster Corrine Murray Bill Ross Judy Giesen Vincent Vanden Huevel Kelly Larson Bill Blum Carol Spinoso Approval of Minutes Motion by Commissioner Ross, seconded by Commissioner Ehlinger, to approve the minutes of June 7,2004 as submitted. Motion carried unanimously. Review Plan of Action for Established Goals 1) Welcoming New Residents -Corine, Patricia Kelly discussed immigrant eligibility for public benefits at the last subcommittee meeting. The next meeting is scheduled for 8:00 a.m. on July 23rd 2) Human Rights in the Schools - Evelyn, Lou Kathy Stevens, a teacher at Central Altemative, spoke to Commissioners on a program entitled, "A Teaching Moment" that is part of their disciplinary system. 3) Sexual Orientation - Bill, Judy, Vince The group has met with five city council members, and are scheduled to meet with Mike Van Milligen on Wednesday. Currently they are getting information out to the business community. Commissioner Ross relayed information regarding two incidents at One Flight Up. Charges have been filed against one person. Bill suggested that he and Judy, on behalf of the Commission, speak to Chief Wadding about these incidents. Commissioners concurred with Bill's suggestion. 4) Disability AwarenesstEducation - Penny, Lou, Sarah At the next meeting scheduled for 9:30 a.m. July 16th at Five Flags, the group will train recruited volunteers on how to use the survey and assessment tool. Commissioners were encouraged to attend. Caseload Report Carol summarized the June Caseload Report. There were fifty-one intakes, three new cases were filed, eleven cases are currently in investigation, three cases in backlog, one case in mediation, two cases are in administrative review, two cases is in ALJ review, and four cases were closed. The case synopsis involves an allegation of age and disability discrimination in the area of employment. Chairperson's Report Judy informed Commissioners that the human rights article on diversity on non-profit boards would be in the July 18th TH. Director's Report Kelly provided a written report highlighting past and future initiatives. Kelly added that it was last call for those wanting to attend the ICRC training for local commissions on July 22 & 23, 2004 in Des Moines. Lou, Patricia and Evelyn will be attending. Set Date for Goal Setting It was the consensus of the commission to postpone a goal setting session as they are currently heavily engaged in their current goals. They will discuss possible options in the future. New Business Adjournment Commissioner Murray moved and Commissioner Ross seconded to adjourn the meeting. All in favor.
