Dear Dubuque Racing Association Executive Committee,
Recently the ORA announced its plans to review and revise the current grant
program, which has provided millions of dollars to charitable organizations
throughout the Dubuque community, This funding continues to make a
tremendous impact on the quality of life enjoyed by area residents, and the ORA
is to be commended for its vision,
On behalf of the Dubuque City Council, I am writing to update you on the
Council's progress in funding cultural organizations. You may recall the City
Council included arts and culture funding as a priority during last year's goal-
setting session and set aside $35,000 for this fiscal year. Additionally, the
Council established an Arts and Culture Task Force to develop policies and
recommendations for on-going funding of arts and cultural activities. On
Monday, August 2, 2004, the City Council received four recommendations from
the task force, including a $250,000 request for operational funding for eligible
arts and cultural organizations. While this funding would provide much-needed
dollars to sustain valued community organizations such as the Dubuque Museum
of Art, the Dubuque Symphony Orchestra, Dubuque Cultural Alliance and others,
it represents a substantial increase in funding.
The Dubuque City Council respectfully requests the ORA consider allocating a
portion of the anticipated increase in grant dollars toward annual operating
support of arts and cultural organizations. It is the Council's request that this
allocation would not preclude any of these organizations from individually
applying for capital improvement dollars through the annual grant process.
Thank you for your consideration of this request. The arts and cultural
organizations in Dubuque are valuable community asset and offer programs,
