Van Milligen, City Manager SUBJECT: Villa Street Retaining Wall 2004 Reconstruction Project Sealed bids were received for the Villa Street Retaining Wall - 2004 Reconstruction Project. Acting Public Works Director/City Engineer Gus Psihoyos recommends award of the contract to the low bidder, WC Stewart Construction Company, in the amount of $283,952.79, which is 8.5% under the engineer's revised estimate. Due to the Presidential Disaster Declaration for Dubuque County, the Villa Street Retaining Wall Reconstruction Project will be eligible for FEMA funding. FEMA funding will provide 75% Federal reimbursement, 10% State reimbursement, with the remaining 15% as the City's cost share. Van Milligen, City Manager Gus Psihoyos, Acting Public Works Director -:Jj Q TO: SUBJECT: Villa Street Retaining Wall 2004 Reconstruction Project INTRODUCTION The enclosed resolution provides for the award of the construction contract for the Villa Street Retaining Wall - 2004 Reconstruction Project. BACKGROUND Over the past several years, staff has monitored the deteriorating condition of the limestone retaining wall adjacent to Villa Street, between Rush Street and Cleveland Avenue. As a result of the rain events on the weekend of May 22nd, staff observed a large sink hole and additional movement develop in the Villa Street Retaining Wall. As a result of significant movement at the top of the wall and in the interest of public safety, staff made the decision to take down the retaining wall before a possible failure could occur. The wall has been dismantled and the embankment slope excavated to a safe condition. BID RESULTS Sealed bids were received on the project on August 26, 2004. WC Stewart Construction Company of Dubuque, Iowa submitted the low bid in the amount of $283,952.79. This amount is 8.2% under the engineer's revised estimate. A summary of the bid proposals received are as follows: Contractor Name Bid Amount WC Stewart Construction Fondell Excavating Tschiggfrie Excavating Taylor Construction Portzen Construction $ 283,952.79 294,355.00 314,134.95 318,774.50 479,894.50 DISCUSSION During the final design phase, it was determined that a conventional gravity limestone retaining wall was not a cost-effective construction option due to the overall height of the wall, the poor loose embankment material, and the uncertain condition of the stone wall foundation and the existing wall tie-in sections to the north and south. To address these design and construction challenges, the wall reconstruction will incorporate a reinforced concrete foundation grade beam which will be anchored to the existing bedrock shelf and a conventional reinforced concrete stem wall will be constructed. The concrete stem wall will be faced with limestone block to match the remaining wall sections to the north and south and will be in conformance with the City's native historic bluffs and character of the neighborhood. The project will also reconstruct the storm sewer system and the asphalt roadway along the top of the wall, which was removed during the wall and embankment slope excavation. Additionally, once the contractor is hired, staff will initiate discussions to determine if there are some value-engineering improvements that could be incorporated into the project and potentially reduce the overall cost of the project. One value-engineering alternative is to reduce the size of the limestone veneer wall stone on the concrete stem wall; however, this is not yet determined until staff can discuss the anticipated means and methods of construction with the contractor and how this may affect the wall tie-in sections to the north and south. The existing wall has limestone piers with cable guardrail, which extends the entire length of the wall top. Under a separate contract to be bid after the wall reconstruction has been completed, staff will prepare plans to reconstruct and replicate the pier caps with the installation of ornamental wall top railing. RECOMMENDATION I recommend that the contract be awarded to WC Stewart Construction Company in the amount of $283,952.79. BUDGET IMPACT Due to the Presidential Disaster Declaration for Dubuque County, the Villa Street Retaining Wall Reconstruction Project will be eligible for FEMA funding. Staff has completed working with FEMA representatives on project documentation and submittals to secure funding. FEMA funding will provide 75% Federal reimbursement, 10% State reimbursement with the remaining 15% as the City's cost share. Prior to initiating the public bidding process, staff had not yet completed the reconstructions plans for the Villa wall and thus had not completed a detailed project cost estimate for the Villa Street Retaining Wall Reconstruction Project. However, based on historical costs from prior limestone retaining wall projects, the "Preliminary" estimate to reconstruct the Villa wall was approximately $250,000. Upon completing the construction documents for the Villa Wall, a detailed project cost estimate was prepared and the following is a summary of the "Revised" cost estimate and updated project cost information for the Villa Street Retaining Wall - 2004 Reconstruction Project. Whereas, notice of hearing on plans, specifications, form of contract, and estimated cost was published as required by law. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the said plans, specifications, form of contract and estimated cost are hereby approved as the plans, specifications, form of contract and estimated cost for said improvements for said project. Whereas, said sealed proposals were opened and read on the 26111 day of August, 2004, and it has been determined that the bid of WC Stewart Construction of Dubuque, Iowa, in the amount of $283,952.79 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to WC Stewart Construction and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders.
