SUBJECT: Heron Pond Fishing Pier
Sealed bids were received for the Heron Pond Fishing Pier Project. leisure Services
Manager Gil Spence recommends award of the contract to the low bidder, Dubuque
Barge and Fleeting Service Company (d/b/a Newt Marine Service), in the amount of
$49,021.02.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Heron Pond Fishing Pier
INTRODUCTION
The purpose of this memorandum is to request the City Council award a contract to
Dubuque Barge and Fleeting Service Company (dba Newt Marine Service) for
installation of the Heron Pond Fishing Pier.
DISCUSSION
This is a joint project between the City of Dubuque, the Iowa Department of Natural
Resources, Watchable Wildlife, and the Dubuque Walleye Club.
On August 26, 2004 bids were received for installation of the walkway and fishing pier.

The alternate calls for used steel to be used for the pilings and insert piles to support
the walkway and pier. Staff recommends the used material be used and the alternate
be accepted.

The walkway and fishing pier have been purchased separately from Wahoo Docks at a
cost of $35,582. With installation of $49,021.02, total project cost is $84,603.
Funding for the project will come from the following sources:
IDNR Grant $ 61,500
Watchable Wildlife 3,000
White Tails Unlimited 1,000
Dubuque Walleye Fishing Club 9,103
City of Dubuque funds 10,000
$ 84,603
I recommend the City of Dubuque funds come from savings from the following park
division projects: Avon Park Lights ($2,000), Renovate Park Headquarters Boiler
($5,000), and Replace Nine Garage Doors at Park Headquarters ($3,000).
The IDNR Grant is funded from the U.S. Fish and Wildlife Services Sports Fish
Restoration Project.
RECOMMENDATION
I recommend that a contract be awarded to Dubuque Barge and Fleeting Services
Company in the amount of $49,021.02 for installation of the Heron Pond Fishing Pier.
ACTION STEP
The action requested is that the City Council adopt the attached resolutions awarding
the contract to Dubuque Barge and Fleeting in the amount of $49,021.02.

RESOLUTION NO. 355-04
RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
WHEREAS, on the 2nd day of August, 2004, plans, specifications, form of contract
and estimated cost were filed with the City Clerk of Dubuque, Iowa for the HERON POND
FISHING PIER INSTALLATION PROJECT.
WHEREAS, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are hereby
approved as the plans, specifications, form of contract and estimated cost for said
improvements for said project.

RESOLUTION NO. 356-04
AWARDING CONTRACT
WHEREAS, sealed proposals have been submitted by contractors for the HERON
POND FISHING PIER INSTALLATION PROJECT pursuantto Resolution No. 318-04, and
notice to bidders published in a newspaper published in the City of Dubuque, Iowa, on the
27th day of August, 2004.
WHEREAS, said sealed proposals were opened and read on the 26th day of
August, 2004, and it has been determined that the bid of DUBUQUE BARGE AND
FLEETING (DBA NEWT MARINE SERVICE) in the amount of $49,021.02 was the lowest
bid for the furnishings of all labor and materials and performing the work as provided for in
the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the contract for the above improvement be awarded to DUBUQUE BARGE
AND FLEETING (DBA NEWT MARINE SERVICE), and the Manager be and is hereby
directed to execute a contract on behalf of the City of Dubuque for the complete
performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's bond, the
City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful
bidders.
