RE: Appointment of Maureen Quann as Assistant City Attorney
At the City Council goal setting session last Fall, we told you we thought our biggest
challenge for the coming year was finding a replacement for Assistant City Attorney Tim
O'Brien. Tim has been with the City Attorney's Office since 1983 and has been an
invaluable member of the team.
Assistant City Attorney Crenna Brumwell and I spent many hours last Fall reviewing
resumes and interviewing a number of well - qualified candidates for the Assistant City
Attorney position. We were also fortunate to receive an inquiry about the position from
Maureen Quann, a Dubuque native and Clark College graduate, practicing law with a
firm in Chicago, Illinois. A copy of Maureen's resume is attached.
Following meetings with Maureen, which included everyone in the City Attorney's Office,
the City Manager, Economic Development Department Manager David Heiar, and
Personnel Manager Randy Peck, we concluded that Maureen was a right fit for our
office and for the position. We offered her the position and she accepted. A copy of the
offer is also attached.
Maureen's appointment will commence July 1, 2011. However, she has agreed to
attend an important conference in Detroit for us in June, during which time she will be a
part-time employee. Tim has agreed to stay on until August 1 to give Maureen the
benefit of his 28 years of municipal law experience.
Although it is with great regret that Tim will be leaving, we are very excited at the
opportunity of working with Maureen. We think she will be a valuable addition to the City
Attorney's Office, the City family, and the community.

Unfortunately because Maureen is in the process of closing out her responsibilities in
Chicago, she is unable to be at the May 16, 2011 meeting when her appointment will be
considered.
I respectfully request your approval of this recommendation and the attached resolution
regarding the appointment of Maureen Quann, Esq. as Assistant City Attorney.

APPROVING THE APPOINTMENT OF MAUREEN A. QUANN AS ASSISTANT
CITY ATTORNEY FOR THE CITY OF DUBUQUE
WHEREAS, Assistant City Attorney James (Tim) A. O'Brien has announced
his retirement effective August 1, 2011 after honorably serving as legal counsel for
the City of Dubuque for twenty -eight years; and
Whereas, City Attorney Barry A. Lindahl has recommended that his
appointment of Maureen A. Quann as Assistant City Attorney be approved by the
City Council.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
The appointment of Maureen A. Quann as Assistant City Attorney for the City
of Dubuque effective July 1, 2011 is hereby approved.

am very pleased to extend to you this offer of employment as an Assistant City
Attorney in the City of Dubuque City Attorney's Office. Your appointment is subject to
City Council approval and successfully passing the Iowa Bar Exam in July, 2011. I will
not make the recommendation for your appointment to the City Council without your
consent because of your present employment.
If you accept this offer, on the effective date of your employment, you will be placed on
Step B of Salary Grade GE -42 of the Wage Flan for Non- bargaining Unit Employees.
This step and grade level represents an annual salary of $84,052. You will be eligible
for Step C after twelve months of employment. Eligibility for succeeding step increases
will occur at twelve month intervals.
Your group insurance plans will go into effect on the first of the month following your first
day of work. You will accrue vacation at the rate of 2 weeks per year. Your accrued
vacation will appear on each pay check and can be taken as earned. You will also
receive the benefits outlined in the Personnel Manual for Non - bargaining Unit
Employees. As part of our offer, we will pay up to $5,000 for moving expenses, which
will include expenses associated with corning to Dubuque to look for a residence.
Should you accept this offer and choose to use a commercial mover, at least one of the
quotes you obtain needs to be from a commercial mover who does business in the City
of Dubuque.
As an Assistant City Attorney, you are required to reside within the corporate limits of
the City of Dubuque.
