Buol and Members of the City Council DATE: May 4, 2011 RE: Appointment of Maureen Quann as Assistant City Attorney At the City Council goal setting session last Fall, we told you we thought our biggest challenge for the coming year was finding a replacement for Assistant City Attorney Tim O'Brien. Tim has been with the City Attorney's Office since 1983 and has been an invaluable member of the team. Assistant City Attorney Crenna Brumwell and I spent many hours last Fall reviewing resumes and interviewing a number of well - qualified candidates for the Assistant City Attorney position. We were also fortunate to receive an inquiry about the position from Maureen Quann, a Dubuque native and Clark College graduate, practicing law with a firm in Chicago, Illinois. A copy of Maureen's resume is attached. Following meetings with Maureen, which included everyone in the City Attorney's Office, the City Manager, Economic Development Department Manager David Heiar, and Personnel Manager Randy Peck, we concluded that Maureen was a right fit for our office and for the position. We offered her the position and she accepted. A copy of the offer is also attached. Maureen's appointment will commence July 1, 2011. However, she has agreed to attend an important conference in Detroit for us in June, during which time she will be a part-time employee. Tim has agreed to stay on until August 1 to give Maureen the benefit of his 28 years of municipal law experience. Although it is with great regret that Tim will be leaving, we are very excited at the opportunity of working with Maureen. We think she will be a valuable addition to the City Attorney's Office, the City family, and the community.
