lamping of the Iowa Street parking ramp.

Attached you will find for your approval and signature, the agreement with TwistHDM
(LimeLight) for the installation of the new system. This is the same system installed in the 5th
Street Ramp, Locust Street Ramp and the 10 and Central Street Ramp.
The contract has come in under budget as you can see. Prior to the proposal being
submitted, I asked that TwistHDM again bid out the electrical work and they received bids
from both Paulson Electric and Westphal Electric. Westphal gave the lower installation cost
for the project to TwistHDM. They are a subcontractor of TwistHDM.
I have spoken with Jenny Larson, Budget Director, and due to the energy reduction given by
this project, she has approved proceeding with this phase prior to the beginning of the FY 12
Budget year.
If you approve, please sign the attached agreement and return to the Parking Division. If you

5th Street Stairwell Lighting Retrofit

For the investment figure presented below, TwistHDM, LLC will provide the following products and services to the City of
Dubuque, Iowa in support of the 5th Street stairwell lighting retrofit project:
Limelight Turnkey Investment: $17,653.08 (any applicable tax not included)
Full LimeLight installation and disposal of existing fixtures to be
contracted through Westphal & Company as low bidder. Installation to take
place during regular business hours.
• 36 LLT4 -R LimeLight 4 foot T8 HO, 3 -lamp fluorescent fixtures for stairwells with radios
and integrated motion sensors attached to each fixture
• System software and associated user interface addition
TwistHDM Commissioning Services Include:
• Development of graphic user interface to include stairwell layout and fixture location
• Calibration of light harvesting schedules
• Project management services for fixture installation
Annual Maintenance /Support Services:
• Included in current LimeLight support agreement
5 years from date of manufacture
5 years from date of manufacture
16,000 hours from date of manufacture (full replacement)
