Van Milligen Dubuque bitd All-erica City 2007 On March 7, 2011, the City Council authorized the issuance of a Request for Proposals to select a consultant to further investigate the attributes of the Historic Millwork District as a site for the Intermodal Transportation Center and to begin preliminary design. The City received eight proposals and a nine member team reviewed the proposals and interviewed four finalists. Heiar, Economic Development Director SUBJECT: Intermodal Transportation Center Consultant for Design Phase DATE: May 3, 2011 Dubuque 11 2007 INTRODUCTION The purpose of this memorandum is to seek City Council authorization to negotiate a contract with Neumann Monson for Phase II (Design Engineering) of an Intermodal Transportation Center. BACKGROUND In July 2010, the City Council hired IIW Engineers partnered with Desman Associates to complete a site selection study and environmental analysis for an Intermodal Transportation Center (ITC). The vision for the ITC is that it will support transit connections, rail connections, vehicular parking, electric vehicle charging, bicycle parking, intercity bus, a passenger waiting area, taxicab stands, public restrooms (including lockers and showers /changing areas), a ticketing office along with the potential for retail space, a daycare facility, and possibly commercial office space. The consultants initially considered 11 potential sites that were quickly narrowed down to two sites. The final two sites were in the Port of Dubuque and the Historic Millwork District. IIW met with the selection committee to review the merits of each site. Both sites still have some unknowns that could possibly create future obstacles. Nonetheless, there is a need to move forward quickly to take advantage of the current funding sources. After weighing the pros and cons of each site, the selection committee unanimously recommended the Historic Millwork District for the Intermodal Transportation Facility. Some of the major factors weighing in favor of the Historic Millwork District are as follows: 1) Fills a need for parking in the Millwork District and will more likely create a facility that can create revenue (parking fees) to make it more self- sufficient. Intermodal Transportation Center Page 2 2) Can better provide a downtown transfer site for the Jule and will provide easier and more reliable access for all buses including RTA and Burlington Trailways. 3) Is consistent with the Historic Millwork District with respect to sustainability, complete streets, air quality and safety. The current momentum in this district creates a greater opportunity for potential future funding for the construction of the facility. On March 7, 2011, the City Council authorized an RFP to select a consultant who would further investigate the site unknowns, and to begin the preliminary design for this facility. The scope of services includes the following: • Site Analysis • PreDesign • Preliminary Programming • Regulatory Coordination • Schematic Design • Design Development The City received eight proposals in response to this RFP from the following lead firms: Firm NORR Architects Engineers Planners Neumann Monson Architects 11W, P. Substance Address Chicago, IL Iowa City, IA Dubuque, IA Minneapolis, MN Dubuque, IA Chicago, IL Minneapolis, MN Des Moines, IA Each lead firm, proposed a team of other consultants with specific areas of expertise. nine member committee established ranking criteria and reviewed the RFP's. The committee included: Chandra Ravada, ECIA David Solberg, Chair — Envision 2010 Rail Passenger Initiative David Heiar, Economic Development Director Barbara Morck, Transit Director Steve Sampson Brown, Engineering Project Manager Laura Carstens, Planning Services Manager Aaron DeJong, Assistant Economic Development Director Tim Horsfield, Parking System Supervisor Teri Goodmann, Assistant City Manager A Intermodal Transportation Center Page 3 Based on the various aspects related to this unique project, the committee agreed that it would be extremely important for the consultant's team to have rail expertise since the proposed Intermodal project will be designed to accommodate passenger rail service. Other factors evaluated included expertise on transit needs, parking structures and other special features that the City may desire to have incorporated into the final project. The local committee narrowed the field to four firms for interviews. These firms were CDM (Chicago, IL), URS Corporation (Minneapolis, MN), Neumann Monson Architects (Iowa City) and IIW, PC (Dubuque). Following the interviews, Neumann Monson was the solid first choice of the committee for the following reasons: • Demonstrated the ability to understand the City's goals for success of the project. • Proposed a project team approach that would address all aspects of the project, with a strong emphasis on rail connection. • Will allow the City to select a local civil engineer to be part of their team. • Demonstrated the best professionalism and competence during the interviews. Neumann Monson Architects has extensive recent experience with parking structures and multi -modal facilities across Iowa. They are currently working with the cities of Ames and Coralville on their Intermodal facilities. Their project team includes Rich & Associates, Design Engineers, and Confluence. Each of these consultants is renowned in their field of expertise. Their firms have partnered with each other on numerous occasions and the individuals from each firm have worked together on countless projects. New to their team is T.Y. Lin, the premier leader in transportation and infrastructure design, whom was selected because of their considerable knowledge in rail services. Rich & Associates located in Southfield, Missouri, is a full service parking consultant providing customized solutions for every type of parking need. Since 1963 they have developed innovative parking facilities designed to meet the specific challenges of private and public owners in the United States. The Company's experience includes the design of over 2,500 parking structures across the country and overseas, including more than 15 parking structures throughout the state of Iowa. T.Y. Lin International (Chicago), is a 28 -year old transportation firm providing engineering and planning consulting services to both the public and private sectors. TYLI's major engineering focus has been in the planning, design, and construction inspection of transportation facilities. This includes civil, structural, environmental, drainage and construction engineering for a wide variety of railroad, highway, road, airport, transit, and bicycle and pedestrian facilities, including bridges and parking lots. Their rail experience includes recent work as prime design consultant for the Metra 153 Street Station and Parking Lot Design Services in Orland Park, Illinois and the 80 Avenue Metra Train Station in Tinley Park, Illinois. Intermodal Transportation Center Page 4 Although the team presented as part of the Neumann Monson proposal appears very capable and competent, they want to include a local civil engineer to complete the team. They have asked the City for a recommendation. The interview committee suggested that we propose IIW. This will provide continuity between Phase I (Site Selection) and Phase II (Preliminary Design) for the Intermodal project. In addition, Neumann Monson Architects is recognized as the leader in sustainable design with more LEED Certified and Registered projects than any other Iowa firm. Nearly 90% of the company's design professionals are LEED Accredited Professionals and understand the benefits that sustainable architecture provides and will design the project to be long lasting, healthful, and one that reduces operational costs. Neumann Monson Architects are known innovators and have been recognized with many local, state, and regional design awards, including four American Institute of Architects Sustainable Design awards. The company has also been honored with other general architecture and interiors awards, which recognize innovative problem solving abilities. This team provides extensive experience with intermodal facilities, sustainable design, and a wide array of municipal projects. They are committed to a collaborative approach and are dedicated to providing innovative problem solving to the Dubuque Intermodal project. The entire proposal from Neumann Monson which more thoroughly describes the team is attached. References were checked on the main team members and the feedback was extremely complimentary. Based on the proposal, it is anticipated that the final study report shall be delivered to the City within 8 -12 months. BUDGET IMPACT The work completed in Phase I (site selection) and Phase II (design) is being funded by two grants received by the City. The state of Iowa committed $300,000 from transportation funds which will be matched by $236,000 of federal transit funding. No local match will be required. These funds were committed over the past three years and must be committed soon to avoid the loss of funding. $59,670 has already been spent for Phase I which provides the remainder of $476,329 for Phase II. The scope of the project described in the RFP may need to be modified, to allow a portion of the proposed Intermodal Facility to be located in the National Register of Historic Places District. The negotiations with the consultant for a final cost will be based on changes to the Scope of Work. RECOMMENDATION Based on review of the proposals, presentations, interviews and reference checks, the consultant selection committee recommends that the City negotiate an agreement and execute a contract with Neumann Monson for Phase II of the Intermodal Facility preliminary design. The facility will provide parking for the neighborhood with a combination of permit and pay -on -foot spaces, in addition to providing regional bus, city bus and airport shuttle services. The terminal space includes ticketing, management offices, and 24 -hour lobby and restroom facilities for off -hour use. A setback on Hayward Street allows for future retail development. The ramp is designed to expand vertically or horizontally. The design uses the natural slope of the site, which minimizes the overall height of the structure. Cantilevered walkways along the east side provide increased safety and visibility for pedestrian, while screening parked cars from view. Glass stair towers on the east and west also provide increased visibility. A multi -use trail will be developed along the north side of the site and will connect to the larger city trail system. Covered bike storage and bike lockers will be located at the north end of the terminal. Coralville Intermodal Coralville. Iowa The Coralville Intermodal facility is part of the much larger Iowa River Landing, a mixed -use development in Coralville adjacent to the Iowa River and Interstate -80. The intermodal facility will serve autos, buses, bicycles, and potentially a light rail system. At the edge of town, the main intent of the project is to serve as a park and ride where commuters can use the facility, then use bus transit or future light rail to The University of Iowa. It will also support other functions within the larger development. The Iowa River Landing Development will be home to the UIHC Ambulatory Care Clinic Facility and commercial, retail, entertainment, recreation, and sports venues. Staff parking for the University of Iowa Medical Office Building will also be included. It is a cast -in- place, post tension structure which includes the ground level with two elevated levels above. The facility is designed to withstand the 500 -year flood level. Several measures have been taken to reduce the visual scale of the large structure. The structure is sunk into the surrounding landscape so the overall profile is lessened. A green screen trellis system encloses the perimeter of the structure. Plantings at the base of the trellis will grow up the side to soften the appearance and mask the vehicles parked within. Extended, cantilevered walkways on the east overlook the wetlands and river. The facility operates with two -way traffic. It is designed with one entrance and exit lane each and a third lane which can alternate as necessary. The schedule for the project was aggressive with 45 days for design, 45 days for construction documents, two weeks for bidding and 12 months for construction, including complex site modifications. Melrose Avenue Ramp Expansion The University of Iowa, Iowa City, Iowa An 800 -car expansion to a previous 800 -car parking structure designed by this firm. Due to concern about light pollution and a contextual presence onto the surrounding residential neighborhood. a scrim of terra cotta blades was utilized to either block light from inside or allow daylight into the structure depening on location. The terra cotta also builds on the existing red brick vernacular of this section of the University of Iowa campus. Pedestrain circulation is treated as a procession and externalized on the structure. The stairs are sheathed in an innovative system of fritted, shingled glass panels. The fritted glass mitigates solar gain while allowing unobstructed vision for security purposes. The shingled nature of the panels creates a stack effect on the various stair levels to naturally ventilate and cool the towers during the summer months. Completed in 2008, this $10.4 million facility functions as a transit headquarters and bus transfer facility, and provides 636 automobile parking spaces on five levels. The Cherry Street Intermodal Facility project is a partnership of the City of Terre Haute, Indiana State University and the local business community. The intermodal center provides positions for nine (9) bus stops on the ground floor, a 2,000 sf transit center with an office and waiting room, bicycle parking areas and restrooms. Prominently sited at a main entrance to Indiana State University, parking is provided for faculty and staff of the University, and local business owners and customers of the adjacent downtown business district. The facility also accommodates special event parking at the adjacent Hulman Center. This intermodal garage was 80% funded through FTA grants. City of Traverse City, Michigan Old Town Parking Structure Traverse City. Michigan Rich & Associates recently led a team of local consultants in the design and engineering of a new 510 space parking structure in downtown Traverse City, Michigan. The Old Town Parking Deck provides much needed general parking to this area of the City as well as monthly spaces to support the expansion of a local insurance company. Working closely with the City, we conducted several public design charrettes to gather input from the general public and the gain support for the project. Through this process several ideas were presented by the community to provide more amenities in the parking structure to support the community. Our team worked quickly to provide design approaches that could accommodate these public amenities while maintaining the City's goals and budget. As a result the Old Town Parking Structure features several sustainable design elements as well as functions desired by the community. These features include a green roof over a portion of the roof level parking and atop the stair/ elevator towers, 18 spaces equipped with power for electrical hybrid vehicles, solar panels to generate electrical power, snow melt systems bicycle storage in two areas, and public washrooms. The parking structure is set back from the two main streets at both ends to accommodate future development of low rise commercial development. The parking structure towers are designed to connect into these two buildings. Lin International (TYLI) was selected by the Union Pacific Railroad (UPRR) to provide field verification services for the improvement of track between Godfrey and Lincoln, Illinois to accommodate high speed rail service. The Class of Track is being improved from its current condition to a FRA Class 6 standard (110 mph Freight & Passenger). To accomplish this, the Union Pacific is utilizing its Track Renewal Group working with a Track Renewal Train (TRT) to reconstruct 85 miles of track on its Springfield Subdivision from MP 249.3 (Godfrey, IL) to MP 160.0 (Lincoln, IL). Daily production includes over 18,000 feet of rail and 4600 ties installed. The track renewal operation involves a total consist length of nearlyl0 miles. including the TRT, and follow —on Union Pacific production equipment. TYLI, as the Oversight Contractor, will provide verification and documentation of all project activities, including all materials placed and labor utilized for the benefit of the project on a daily basis, project schedule, budget status, project expense verification, and review of invoice accuracy. The goal of the assignment is to ensure that all work progresses in compliance with the requirements of all State and Federal funding agencies, and the flow of funds to the UPRR begins early, continues throughout the process, and payments are made in -full at the end of the project. Engineering Design Services for the 80th Ave. Metra Train Station Tinley Park, Illinois TYLI was retained by Legat Architects for site civil and structural design associated with the new Metra station at 80th Avenue in the Village of Tinley Park. Legat Architects was selected by the Village for design of a new station to replace the existing station building and associated facilities. The current station is located on the Rock Island District (RID), and has the greatest ridership of all stations on the RID. The station currently consists of a small station building, platforms, and over 2,000 parking spaces. The existing platforms have settled over the years, and will be replaced and lengthened. The project is being designed under the direction of the Village of Tinley Park and Metra. We maintain a system of periodic peer review for all aspects of the work at various project milestones. When working in a team -based situation quality control increases with reciprocal peer reviews between the firms. No work products or deliverables are released without an appropriate peer review. Quality We implement a detailed Quality Control program that reviews and steers the project at key milestones in the process. The Q/C process, by design, includes review by third parties to give the benefit of `fresh eyes' on the work. Comprehensive checklists are employed throughout the project and built into the project delivery process and schedule. Strict document control is essential for keeping the project on time and on budget, for facilitating communication and decision - making among individual members of the project team, and for effective coordination within the overall project team and with the Client. Inherent in the schedule, we allocate sufficient time for Q/C procedures and quality assurance reviews.
