Program Chairpersons and Interested Citizens:
The City of Dubuque is proud to present the Speakers Bureau Program. It includes over 50
speakers and over 100 topics. The topics range from "City Finances" and "Zoning Enforcement"
to "Booktalks" and "Gardening".
The Speakers Bureau is part of our public information and education effort. We believe your City
government does a lot of important and interesting things, but too often we don't tell anybody
about them. We see the Speakers Bureau Program as an effort to reach more citizens about
what City employees and the city government do to maintain the quality of life in Dubuque.
We hope you will take advantage of our Speakers Bureau Program. It is another way we are
Showing The Spirit.

Bob O'Brien was named manager of Dubuque's Regional Airport in July 1989. He
came to the City of Dubuque from Fort Wayne, Indiana, where he served as Operations
Manager for that city's two airport system. He was also responsible for the coor-
dination and supervision of crash/fire/rescue, law enforcement, emergency medical
services, air field maintenance, custodial services and construction coordination.
Bob, the recipient of many military awards, is a family man and sports enthusiast
who iooks forward to the challenge of making the Dubuque Regional Airport the
best it can be.

Prior to being hired to his present position with the City of Dubuque in 1983, Merrill
worked for six years with WMT-TV (Channel 2) in Cedar Rapids and for ten years
at Kirkwood Community College. He is a graduate of the University of Iowa with a
BA in radio-television-film and additional studies in educational administration and
instructional design.
Merrill is a member of the National Association of Telecommunications Officers and
Advisors and the National Federation of Local Cable Programmers. He belongs to
the Dubuque Downtown Kiwanis Club and is an active volunteer leader of the Boy
Scouts of America.

Penny was appointed as the City's Public Information Coordinator on January 30,
1990. Penny holds a Bachelor's Degree in Business Administration from Coe
College, located in Cedar Rapids, Iowa and has eight years of experience in
marketing and public relations.
Prior to her employment with the City of Dubuque, Penny was Assistant Manager
of the Dubuque Convention and Visitors Bureau where she was very active in the
tourism industry. She is currently a member of the Public Relations Society of
America and the League of Women Voters Dubuque Chapter.

Ken Gearhart is a graduate of Grinnell College in Grinnell, Iowa, and The
Pennsylvania State University at College Park, Pennsylvania. He has been in the
field of public administration for more than 25 years and has been Dubuque City
Manager for over 10 years.
Ken is a member of the International City Management Association and received
its 1988 Award for Program Excellence in the category of Organizational
Development. He sits on the boards of the Dubuque Racing Association, the
Greater Dubuque Development Corporation, Operation: New View and the Iowa
Communities Assurance Pool. Ken, who is married with two sons, said his goal for
the future is to serve his city, his profession, and his God.

Stephani Johnson joined the City's administrative team in 1988. In July 1989,
Stephani's responsibilities increased to include supervision of Building and
Planning Services.
She is a graduate of the University of Missouri with a BA in English Literature and
an MPA in Urban Administration. She is a member of the International City
Management Association. From 1979 to 1985, she was the assistant city
administrator for the City of Belton, Missouri, and from 1985 to April of 1988 she
was the city administrator for the City of Belton, Missouri. In her moments of
leisure, Stephani enjoys reading, camping, and walking.

Jim Burke has been the City of Dubuque's Director of Community Development
since 1983. His first position was that of associate planner from 1977 to 1979, and
from 1979 to 1983, he was th.e City's development planner. Prior experience was
gained in the Village of Deerfield, Illinois.
Jim is a member of the American Institute of Certified Planners, the American Pian-
ning Association, an executive member of the Iowa Chapter of American Planning
Association and an associate member of the Urban Land Institute. He also sits on
the administrative board of St. Luke's Church and serves on the executive board of
Dubuque Main Street, Ltd. His other interests are reading, bicycling, cities and
coaching youth soccer.

Randy Peck supervises the Personnel, Human Rights, Heaith Services and Hous-
ing Services activities of the City. He has worked with the City of Dubuque since
1979, with experience in the field of human resources dating back to 1974.
Randy is a graduate of iowa Wesleyan College and the University of Iowa at Iowa
City. He is a member of the Iowa Public Employers Labor Relations Association
and the National Public Employers Labor Relations Association. He served as
president of the Iowa Public Employers Labor Relations Association in 1984 and
1985.
Randy will speak on the subjects of:

Karen Chesterman has been Deputy City Clerk since 1980. Prior to that time, she
held positions as secretary, legal secretary, and clerk typist in the City Manager's
Office.
Karen's club involvement includes active membership and past presidency of
Dubuque Toastmasters Club #1337, past presidency of the Friends of the Library,
charter member of the Professional Women's Network and several years on the
Clerical Advisory Board of Northeast Iowa Community College. Most recently, she
was selected President of the Dubuque Morning Optimists Club.
Her interests include reading, personal growth, Dubuque history, flower gardening,
biking and promoting Toastmasters and Optimists.

City Solicitor William Bium has held that post since 1973, along with his duties of
instructor at the University of Dubuque. Previously, he was a contract officer for
the United States Army and legal advisor to the Commander in Panama.
Bill is a member of the Iowa State Bar Association, president of the Municipai
Lawyers' Association, former president of the Morning Optimist Club, past president of
the Dubuque Fighting Saints, and chair of the United Way Budget Committee. He
is a recipient of the Bronze Star and the Army Commendation Medal. Bill has aiso
been recognized for his leadership and professionalism by the Dubuque Search
and Rescue Squad.
Bill will speak on the topics of:

Theatrical involvement has been the focus of Civic Center Director Bob Drury's
career for 20 years. Besides being an actor, he has held the positions of produc-
tion manager, technical director, lighting designer, tour manager and events
coordinator.
Bob's is a member of the IAAM (International Association of Auditorium Managers).
His community interests include the Iowa Special Olympics, and the Dubuque
Convention and Visitors Bureau. In his spare time, he tours his one-man show,
BJueGhost Two-Zero, a show about his experiences as a gunship helicopter pilot in
Viet Nam.

Sandi Hutchcroft is the City's Communications Supervisor with offices in the Law
Enforcement Center. In the past, she was personnel manager of Dubuque's
Montgomery Ward store and performed the voice track for their commercials.
Sandi is a member of Crime Stoppers and Critical Incident Stress Debriefing. Her
interests include flower gardening, camping, and fishing with her husband and two
children. Sandi's career goal is to move up within the City organization and to
expand the Communications Center for E911.

Bob Gooch, Emergency Management Agency Director, spends the majority of his
working hours thinking and planning the City's immediate and long-term response
to unexpected catastrophes, both natural and man-made. His concern for the
physical being is an integral facet of his concern for the spiritual being.
Bob served as director of the Salvation Army for ten years and spent two years in
the Salvation Army's School for Officers Training preparing to be ordained.
Bob's professional and civic affiliations reflect his commitment to others. He is a
member and past president of the Iowa Emergency Management Association, past
chairperson of the Salvation Army Advisory Board and past-president of the
downtown Kiwanis Club. His service to the emergency medical services in our
area has been recognized by an award for Outstanding Achievement from the
State Department of Public Health.

William Miller has served various positions with Dubuque's Fire Department since
1964. He is a member of the International Association of Fire Chiefs and the Iowa
Association of Professional Fire Chiefs. When not fighting fires, he enjoys reading,
walking and watching sporting events.
Chief Miller will speak on:

Wayne Jochum became a member of the City Fire Department in 1962. He has
been a fire equipment operator,lieutenant inspector, acting fire marshal and fire
marshal.
He is a member of the Hawkeye State Fire Safety Association, the Iowa Chapter of
International Association of Arson Investigators (LA.A.I.), and the Iowa Society of
Fire Service Instructors. Wayne has dedicated his life to fire fighting.

Ric has served the City of Dubuque since 1974 as a fire fighter/emergency medical
technician, medicai officer, and was recently promoted to his present position of
Captain, Emergency Medical Services in July of 1990. Ric is also a free-lance
emergency medical services educator, and was recently appointed to the national
faculty for the Pre-Hospital Trauma Life Support training program sponsored by the
American College of Surgeons Committee on Trauma and the National Association
of EMTs.
RiG is the president of the Dubuque County Emergency Medical Services
Association, Vice-President of the Iowa Association of Professional Fire Fighters,
and professional staff representative of the International Association of Fire
Fighters. He is also a member of the Professional Fire Fighters' Association, the
National Association of Emergency Medical Technicians, the National Association
of Emergency Medical Services Instructors, and the National Association of EMT-
Paramedics, Citizens for Dubuque, the Dubuque Musicians' Association, the
American Federation of Musicians, and the National Association for the Advance-
ment of Colored People.
Ric has served as an evaluatc1r for the paramedic testing programs for the National
Registry of Emergency Medical Technicians and the Iowa Board of Medical
Examiners, has coordinated many First Responder and EMT-A classes throughout
the tri-state area, and has been a preceptor and instructor for the paramedic train-
ing programs at University of Iowa Hospitals and Clinics, Mercy Health Center,
NICC, and Hawkeye Technical Institute in Waterloo.
In his spare time, Ric enjoys playing drums for the Upper Main Street Jazz Band,
and acting stage as a member of the Company of the Music Box Players.

Arson investigation and emergency medical treatment rate high among the many
interests of Fire Department Captain, Michael Burds. Michaei is a graduate of
Loras College, the Iowa Law Enforcement Academy's Fire Arson Detection Unit,
the Iowa Fire Institute and Mercy Hospital's EMT-II and EMT-P Programs.
To keep abreast of the changes in fire safety and EMT, Michael is a member of the
International Association of Fire Fighters, International Association of Arson
Investigators, Iowa Hawkeye Fire Safety Association, EMT National Registry and
the Dubuque Ambulance Committee. Michael enjoys his hobbies of running, mixed
volleyball and weight lifting.

Mary Rose Corrigan, Public Health Specialist in the City's Health Services Division,
is a native Dubuquer and a Registered Nurse. She received her Bachelor of
Science Degree from Mount Mercy College in Cedar Rapids.
Mary Rose is a member of the Iowa Public Health Association, Iowa Public Health
Directors Association, State Aids Task Force Committee, Dubuque Regional AIDS
Coalition and an executive board member of the Iowa Environmental Health
Association. She is also active in the League of Women Voters and is currently
serving as scholarship chairman for Women in Management.

Ellen Stewart loves animals and enjoys her position as the City's Animal Warden.
Ellen's preparation to work in the field of animal control was acquired through her
experience as an animal health technician for a veterinary clinic and studies in
animal health technology regulations in Iowa. Further training was received from
the Animal Control Academy.
Ellen will speak on the subjects of:
"The Duty of Responsible Pet Owners"
"Safety for People and Pets"
Kathleen Weber, AIDS Educator, works with the Health Services Division. She is
an executive board member of the Dubuque Regional AIDS Coalition and provides
AIDS education and resources to businesses, schools, organizations and
individuals within the community.
Kathleen has a Master's Degree in Nursing from the University of Dubuque. She
has worked as a school nurse with the Dubuque Community Schools, a nurse
practitioner with Medical Associates and a teaching assistant at the University of
Dubuque,
Since 1986, she has been an independent consultant with Health Education
Services. Her responsibilities include researching and developing continuing
education workshops for professionals and conducting human sexuality classes in
cooperation with community schools for elementary and secondary students and
their parents. She also speaks on various health-related topics.
Kathleen will speak on the topic of:

David Harris, Manager for the Housing Services Division, moved to Dubuque from
Wisconsin in 1987. He received his graduate and undergraduate degrees from the
University of Wisconsin, at Madison.
David has 14 years experience in community development, housing rehabilitation,
Block Grant administration, neighborhood planning, job training administration and
real estate development. His hobbies include restoring old houses, camping and
raising small children.
David will talk on any subjects relating to:

Louise Wozniak Lorenz is concerned about all facets of human rights. Prior to her
current position, she served as a probabie cause hearing officer, an executive
director for a sheltered workshop working with handicapped people, a vocational
supervisor, and an agency housing supervisor for the handicapped in California.
She is currently operating a family-life home.
Louise is a past member of the Dubuque Mental Health Association, the
Sunnycrest Human Rights Committee, and a current member of the Care Review
Committee of the Julien Care Facility. She enjoys music and working with persons
with disabilities.

Chris Kohlmann has managed the City's complex network of computer generated
information since 1984. The foundation of her experience is a Computer Science
and Mathematics Degree from Clarke College, graduate studies at the University of
Dubuque, internship in the City's Information Services Department and work as a
programmer/analyst for the Meredith Corporation in Des Moines and for the City of
Dubuque.
Chris is a member of the Data Processing Management Association, Tri-State Data
Processing, Data Processing Advisory Board of S.W. Technical School and the first
woman member of the Dubuque Downtown Kiwanis Club. She spends her time
away from computers enjoying fishing, reading, playing golf, gardening and spoon
collecting.
Chris' presentation will be on:

Library Director, Nicky Stanke, has an extensive background in library services.
From 1980 to 1988, she was the administrator of the East Central Regional Library
in Cedar Rapids, and was a regional consultant in that system from 1979 to 1980.
Prior to that, she was a library director in Wisconsin from 1972 to 1977.
Nicky is a member of the American Library Association, Public Library Association,
Iowa Library Association, Iowa Library Friends, American Association of University
Women, and the Dubuque Chapter of Women In Management. From 1983 to 1987
she was an American Library Association Councilor and she has been recognized
by Beta Phi Mu, the Honorary Society for Library Science. She is currently president
of the Iowa Library Association,
Away from work, Nicky enjoys being a baseball and basketball spectator and
walking her three year old German Shepherd. Her goal is to help offer the best
possible library service to the residents of Dubuque.

Maeve Clark is the Assistant Director and head of Adult Services at the Carnegie-
Stout Public Library. She has served as a reference librarian for both the Ames
and Iowa City Public Libraries and as a director for ICAN University of Iowa
Libraries.
Maeve is a member of the American Library Association, Iowa Library Association
and Beta Phi Mu. Maeve is a member of the League of Women Voters and away
from the job, she enjoys her cat and outdoor activities,
Maeve's topics include:

Cate Howard began working as Coordinator of Children's Services for the
Carnegie-Stout Public Library on May 1, 1990. Cate has a Bachelor's Degree in
English from Wooster College, a Master's Degree in Library Science from Emory
University, and a PH.D. in Library and Information Science from Indiana University.
Previous to her employment with Carnegie-Stout Public Library, Cate worked as
the Children's Librarian and Branch Head for the Public Library in Dayton, Ohio,
Coordinator of Children's Services at the Wake County Public Library in Raleigh
North Carolina, and was Assistant Professor at the Kent State University School of
Library Science. She is currently a member of the American Library Association -
Children's Division. Her hobbies include swimming, reading and needlework.

Juvenile Diabetes - 25 years of living with a specific medical condition (for parents

Ann Straley's current position as Adult Services Librarian and Coordinator of
Extension Services keeps her abreast of the reading materials and needs for the
Library's adult patrons, However, she has worked with young adults and young
people in the academic levels of 8-12, college and seminary education.
Ann is a member of the Iowa Library Association. She enjoys reading, knitting and
her cats.
Ann will speak on:

Leisure Services Manager, Gil Spence, has been employed by the City for 14
years. Before coming to Dubuque, Gil was a recreation supervisor in Des Moines
and camp manager at Barter's Ranch.
Gil is a member of the National Recreation and Park Association and the Iowa Park
and Recreation Association. He has received the Iowa Park and Recreation
Association's Outstanding Professional and Past President's Awards. He has also
received an award for Distinguished Service in Education.
GiI's time away from work is spent with the Dubuque County Association for
Retarded Citizens, the Elks Club and St. Joseph's Parish. He also enjoys golf is a

John Hail has worked with the Park and Recreation Department since 1974 and
has been the City's Park Division Manager since 1983.
He is a member of the National Recreation and Park Association, Iowa Park and
Recreation Association, and American Park and Recreation Society. John is active
in parish organizations at St. Anthony's Church and enjoys yard work.
John will speak about:

Pat Prevenas began his recreation career in 1974 when he was hired as the City's
Recreation Department Supervisor. From 1979 to 1986, he was the assistant
recreation director in Cedar Falls, Iowa.
Pat is a member of the National Recreation and Park Association and the Iowa
Park and Recreation Association, He has been recognized by the Iowa Park and
Recreation Association with the "Richard J. Slattery Award" and the "Past
President's Award". Away from work, he enjoys sports car racing, volleyball and
working with the American Red Cross.

Michael Horsfall, City Gardener, has held that position since 1986. Away from
work, he is a member of the Tri-State Garden Club and enjoys working on cars and

Steve Pregler is a graduate of Hempstead High School and went on to become a
self-educated horticulturist and arborist. He is certified as an arborist by the
National Arborist Association. Steve started working for the City in the Park
Department in 1975 and became City gardener in 1977. In January of 1986 he
joined the tree crew as an equipment operator and was promoted to City forester in
December of 1987.
Steve is a member of the International Society of Arborculture, Iowa Urban
Foresters and the American Forestry Association. His work has been recognized
and featured by the Des Moines Register, Julien's Journal and the Telegraph
Herald. Steve's hobbies include arborcultural consulting, fishing and gardening.

Gary Schroeder began his career as a City employee in 1968. He is a graduate of
Senior High School and the Iowa Law Enforcement Academy.
He maintains membership in the Iowa State Policemen's Association, Iowa Police
Combat League, and the National Rifle Association. Gary enjoys traveling, bowling
and police combat pistol shooting, Gary's goal is to see the park patrol activities
continue in the professionalism that they have worked to attain.

Laura Carstens has worked as City Planner for the City of Dubuque since October
of 1989. Laura has a Bachelor of Science Degree in Environmental Studies from
Millikin University and a Masters Degree in Environmental Planning from Sangamon
State University. She has received many awards, including membership in Out-
standing Young Women in America - 1984, Who's Who Among Students at
American Colleges, and the Dean's list from 1978 - 1983. Previously, Laura
worked as Planner and Community Renewal Coordinator for the City of Decatur,
Illinois, and as Economic Development Director for the City of Maquoketa, Iowa.
Professional memberships indude the American Planning Association and Professional
Developers of Iowa. Laura is also a member of many community organizations,
including Professional Women's Network, Dubuque Audubon Society, Sierra Club
and Dubuque Main Street, Ltd. Her interests and hobbies include hold houses, gar-
dening, boating, fishing, science fiction, artwork, traveling, nature and space travel.

Aggie Kramer has worked with the Planning Services Division of the City of
Dubuque since 1979. She was a Planning Technician until March 1990 when she
promoted to Assistant Planner. Her responsibilities include working with the
Planning and Zoning Commission and Zoning Board of Adjustment.
Aggie has attended the University of Northern Iowa and is currently majoring in
Finance at Loras College. She is currently a member of the American Planning
Association and has received the City's S.P,I.R.I.T. Action Award for her involve-
ment with the City's Customer Relations Task Force. Goals for the future include a
management position in economic community development or City Management.

Brent Nelson was appointed to the position of Assistant Planner on April 8, 1990.
Brent has a Bachelor's Degree in Political Science and History and a Masters
Degree in Community and Regional Planning from the University of Nebraska at
Lincoln.
Previous to working with the City of Dubuque, Brent worked as Planning Assistant
for the City of Lincoln, Nebraska and as Planning Technician for the City of Rock
Island, Illinois. He is a member of the American Planning Association and the
National Trust for Historic Preservation.

Chief John Mauss has been in law enforcement since 1966. He is a graduate of
Loras College and Drake University, with studies at the University of Wisconsin-
Platteville, and the University of Virginia. When not on the receiving end of educa-
tion, John has taught police science and police administration courses at the
University of Wisconsin-Platteville.
Chief Mauss has worked his way up through the ranks in the City's Police
Department. He was a patrol officer, master patrol officer, detective, patrol
sergeant, training captain and field operations commander. He is a member of the
International Association of Chiefs of Police and the Iowa Police Executive Forum,
and a board member of the Dubuque Sierra Club. Chief Mauss' hobbies are
camping, jogging and reading.
His goal is Micah's: to act justly, to love mercy and to walk humbly with his God.

Terry Driscoll, Crime Prevention Officer, has worked with the City of Dubuque
Police Department since 1974 and has headed the crime prevention program since
1987.
Dubuque's crime prevention program includes the Neighborhood Watch Program,
Crime Stoppers, personal safety and home safety. Driscoll speaks to area busi-
nesses regarding employee safety programs and citizens regarding home safety,
suggesting cost effective measures to make homes less attractive to burglars. He
also participates in the DAR.E. program, educating 6th grade children about the
dangers of drugs.

John Galle has worked with the Dubuque Police Department since 1969 and has
enjoyed working with children as School Liaison Officer since 1974. He attended
Loras College and is a graduate of the Juvenile Officers Institute at the University
of Minnesota and the Iowa State Law Enforcement Academy.
John is a member of the Iowa State Police Association and the Dubuque
policemen's Protective Association. He is also active in the American Legion Post
6 and the Independent Baseball League. His interests include coaching baseball
and basketball, playing softball, bowling, darts, fishing and reading.
Officer Galle will present:

Kyle Johnson has worked with the Dubuque Police Department since 1984. He
holds an Associate Arts Degree in Law Enforcement from Clinton Community Col-
lege, is a graduate from the Iowa Law Enforcement Academy and has also studied
the impacts of drugs and alcohol.
Teaching is one of Kyle's talents. He has instructed sobriety, C.P.R. and OW.I. up-
date courses. He was awarded the City of Dubuque's "SPIRIT" award in 1989 for
coordinating the Police Department's participation in the American Red Cross One-
A-Week Club Blood Donor Program. He also enjoys guiding Dubuque's youth
through the Police Department's D.A.R.E program.

forcement Association, National and Iowa DARE. Associations, Dubuque
policemen's Protective Association, American Legion and the Eagle's Club.

Patrol Officer, Shane O'Brien, joined the City's Police Department on August 6,
1979, has received 9 commendations for outstanding job performance and has
been involved in over 1,000 drunken driving arrests. Shane is a member of the
Iowa State Policemen's Association and the Experimental Aircraft Association.
Shane is currently involved in the Officer Friendly Program, and has been a
speaker in driver education classes at Hempstead, Senior and Wahlert high
schools since 1986. Shane is a pilot, former Marine, and enjoys boating and deer
hunting.

John Swanton, patrolman, has worked as a Dubuque Police Officer since 1971 and
has attended the Iowa Law Enforcement Academy, Military Police Leadership
School and Military Police School.
He has also worked as a military police officer, critical incident debriefing inves-
tigator, and security investigator. Currently, John is a member of the Dubuque
Policemen's Protective Association.

Francis (Frank) Murray was recognized by the Iowa American PUbliC WOrKS
Association as Man of the Year in 1981, and as Distinguished Citizen of the Year
by the Dubuque Chamber of Commerce in 1985. Frank was the Assistant City
Manager for Dubuque from 1973 to 1976, and has been the Public Works Director
since 1976.
He is a graduate in Mechanical Engineering from Iowa State University and
received his MBA from the University of Chicago. He is a member of the American
Public Works Association, currently president of its National Institute of Administra-
tive Management, and is a director for Dubuque Junior Achievement. Frank's
hobbies are photography, bridge and golf.

Don Vogt is a graduate of Loras College and the University of Iowa and has
worked with the City of Dubuque since 1975. He was promoted to the City's Public
Works Operations and Maintenance Division Manager in 1990. His current respon-
sibilities include supervision of street maintenance, street cleaning, snow and ice
control, sanitary and storm sewer maintenance, refuse collection, yard waste collec-
tion, landfill operations, street and traffic lighting, street signs and markings, vehicle
maintenance, and dock and shoreline maintenance.
Don enjoys golf, tennis, softball, boating, landscaping and reading.

William Kohler has been a Transit employee for 39 years and plans to continue as
such untii he retires. He has worked his way up through the ranks from a transpor-
tation clerk, transportation cashier, office manager, assistant transportation
superintendent, to his present position as transit manager.
Bill is a member of the Iowa Public Transit Association and enjoys singing in his
church choir, playing the organ and golf.
Bill's topics will be:

Craig Olson was hired as Utilities Manager for the City of Dubuque in June of 1989.
He is responsible for managing the City's Water Plant, Water Pollution Control
Plant and Water Distribution System. These three divisions make up the Utilities
Department and employ 59 individuals.
Craig holds a Bachelor of Science Degree in Fisheries and Wildlife Biology and a
Master of Science Degree in Water Resources from Iowa State University in Ames,
Iowa. Before coming to Dubuque, he held the positions of Director of Water
Pollution Control Facilities in Muscatine and Superintendent of the Water Pollution
Control Plant in Marshalltown.

John North has been the Water Plant Manager since July 1985. Prior to that, he
was the City's Chief of Environmental Monitoring Laboratory. He and his fellow

John's undergraduate degree is in chemistry. He maintains membership in the
Water Pollution Control Federation, American Water Works Association and Iowa
Ground Water Association to keep abreast of water treatment and quality issues.

Paul Horsfall has been the Water Pollution Control Plant Supervisor since 1982.
Prior to that time he was an U.S. Army missile technician, water pollution control
plant operator and plant operations supervisor.
He is a member of the Water Pollution Control Federation, Iowa Water Pollution
Control Association, and Region I Operators Association. He has been recognized
for his work in wastewater treatment by the WPCF National Safety Committee and
the Iowa WPCA Safety Committee. Paul's hobbies are canoeing, model airplanes,
wood working and camping.

Assistant Plant Supervisor, Tom Walz, was a research technician with the
Department of Energy for one year and laboratory supervisor at the Water Pollution
Control Plant in Dubuque for seven years, before becoming Assistant Plant
Supervisor.
He is a member of the Water Pollution Control Federation. Tom enjoys carpentry
and furniture building.
Tom is available to speak on the subject of "Wastewater Treatmenf'.

Jonathan Brown spends his days concerned about the analysis of water and
wastewater at the City's Water Pollution Control Plant. Jon holds a Bachelor of
Science Degree in Chemistry and Math.
He is a member of the American Chemical Society, Iowa Water Pollution Control
Association and Dubuque Sailing Club, and enjoys music, theater and sailing.
Jon's topic is "Cities and Environmental Control".
