Program Chairpersons and Interested Citizens:
The City of Dubuque is proud to present the Speakers Bureau Program, It includes
a wide range of City employees and topics, ranging from "City Finances" and
"Zoning Enforcement" to "Recycling" and "Crime Prevention."
The Speakers Bureau is part of our public information and education effort. The
program is an effort to provide citizens with information about what City employees
and Dubuque's City government do to maintain the quality of life in Dubuque.
There is no charge for a speaker. To make a request, use the form in the back of
this book and return it to the Public Information Office, 1300 Main Street, Dubuque.
We hope you will take advantage of our Speakers Bureau Program. It is another

Bob O'Brien was named manager of Dubuque's Regional Airport in July, 1989. He came
to the City of Dubuque from Fort Wayne, Indiana, where he served as Operations
Manager for that city's two airport system. As Operations Manager, Bob was also
responsible for the coordination and supervision of crash/fire/rescue, law enforcement,
emergency medical services, air field maintenance, custodial services and construction
coordination.
Bob, the recipient of many military awards, is a family man and sports enthusiast who
looks forward to the challenge of making the Dubuque Regional Airport the best it can be.

Merrill E. Crawford - Cable Franchise Administrator
Prior to being hired to his present position with the City of Dubuque in 1983, Merriil
Crawford worked for six years with WMT-TV (channel 2) in Cedar Rapids and for ten years
at Kirkwood Community College. He is a graduate of the University of Iowa with a BA in
radio-television-film and additional studies in educational administration and instructional
design.
Merriil is a member of the National Association of Telecommunications Officers and
Advisors and the National Federation of Local Cable Programmers. He belongs to the
Dubuque Downtown Kiwanis Club and is an active volunteer leader of the Boy Scouts of
America.

Penny A. Gronen - Public Information Coordinator
Penny Gronen was appointed as the City's Public Information Coordinator on January 30,
1990. Her responsibilities include the development and implementation of the City's
public information program including media relations, public relations and public
education. Penny holds a BA degree in business administration from Coe College,
located in Cedar Rapids, Iowa.
Prior to her empioyment with the City of Dubuque, Penny was Assistant Manager of the
Dubuque Convention and Visitors Bureau where she played a vital role in developing and
promoting Dubuque's tourism industry. She is a charter board member of the Greater
Dubuque Chapter of the Public Relations Society of America and member of that national
organization. Additional community volunteer involvement includes working with the
Barn Community Theater, Dubuque Council for Diversity, Hoover School Booster Club,
co-leader of Girl Scout Troop #146 and past board member of the Dubuque League of
Women Voters.

Stephani Johnson joined the City's administrative team as Assistant City Manager in 1988.
In July 1989, Stephani's responsibilities increased to include supervision of the Building
and Planning Services Divisions.
She Is a graduate of the University of Missouri with a BA in English Literature and an MPA
in Urban Administration. She is a member of the International City Management
Association. From 1979 to 1985, she was the assistant city administrator for the City of
Belton, Missouri, and from 1985 to April of 1988 she was the city administrator for the City
of Belton, Missouri. Stephani enjoys reading, camping and walking.

James D. Burke, AICP - Director of Community and
Economic
Jim Burke has been the City of Dubuque's Director of Community Development since
1983. His first position with the City was Associate Planner from 1977 to 1979. From 1979
to 1983, he worked as the City's Development Planner. Prior experience was gained in
the Village of Deerfield, Illinois. He received his graduate and undergraduate degrees
from Loyola University of Chicago.
Jim is a member of the American Institute of Certified Planners, the American Pianning
Association, the Iowa Chapter of American Planning Association, the National Association
of Housing and Redevelopment Officials and is an associate member of the Urban Land
Institute. He also serves on the executive board of Dubuque Main Street, Ltd. His
interests include reading, bicycling, cities and working with church youth groups.

Randy Peck supervises the Personnel, Human Rights, Health Services and Hous-
ing Services activities of the City. He has worked with the City of Dubuque since
1979, with experience in the field of human resources dating back to 1974.
Randy is a graduate of Iowa Wesleyan College and the University of Iowa at Iowa
City. He is a member of the Iowa Public Employers Labor Relations Association
and the National Public Employers Labor Relations Association. He served as
president of the Iowa Public Employers Labor Relations Association in 1984 and
1985.

Karen Chesterman has been Deputy City Clerk since 1980. Prior to that time, she
held positions as secretary, legal secretary, and clerk typist in the City Manager's
Office.
Karen's club involvement includes active membership and past presidency of
Dubuque Toastmasters Club #1337, past presidency of the Friends of the Library,
charter member of the Professional Women's Network and several years on the
Clerical Advisory Board of Northeast Iowa Community College. Most recently, she
was selected President of the Dubuque Morning Optimists Club.
Her interests include reading, personal growth, Dubuque history, flower gardening,
biking and promoting Toastmasters and Optimists.

Bob Gooch, Emergency Management Agency Director, spends the majority of his
working hours thinking and planning the City's immediate and long-term response to
unexpected catastrophes, both natural and man-made. His concern for the physicai
being is an integral facet of his concern for the spiritual being.
Bob served as director of the Salvation Army for ten years and spent two years in the
Salvation Army's School for Officers Training preparing to be ordained.
Bob's professional and civic affiliations reflect his commitment to others. He is a member
and past president of the Iowa Emergency Management Association, past chairperson of
the Salvation Army Advisory Board and past-president of the downtown Kiwanis Club.
His service to the emergency medical services in our area has been recognized by an
award for Outstanding Achievement from the State Department of Public Health.

Sandi J.
Sandi Hutchcroft is the City's Communications Manager with offices in the Law
Enforcement Center. Previously, she worked as a dispatcher with the Dubuque Fire
Department and has been in the field of dispatching for 18 years.
Sandi is a member of Crime Stoppers and Critical Incident Stress Debriefing. Her
Interests include flower gardening, camping and fishing with her husband and two
children. Sandi's career goal is to move up within the City organization and to expand the
Communications Center for E911.

William T. Miller - Fire Chief
William Miller has served various positions with Dubuque's Fire Department since 1964,
and has served as Dubuque's Fire Chief since September 28, 1983. He is a member of
the International Association of Fire Chiefs and the Iowa Association of Professional Fire
Chiefs. When not fighting fires, he enjoys reading, walking and watching sporting events.

Wayne F. Jochum - Assistant Fire Chief and Fire Marshal
Wayne Jochum became a member of the City Fire Department in 1962. He has been a
fire equipment operator, lieutenant inspector, acting fire marshal and fire marshal.
He is a member of the Hawkeye State Fire Safety Association, the Iowa Chapter of
International Association of Arson Investigators (I.AAI.) and the Iowa Society of Fire
Service Instructors. Wayne has dedicated his life to fire fighting.

Richard W. Jones - Fire Department Captain, Emergency
Ric Jones has served the City of Dubuque since 1974 as a fire fighter/emergency medical
technician, medical officer and was promoted to his present position of Captain -
Emergency Medical Services in July of 1990. Ric Is also a free-lance emergency medical
services educator and has traveled throughout North America as a nationai faculty
member for the Pre-Hospital Trauma Lffe Support Training Program sponsored by the
American College of Surgeons Committee on Trauma and the National Association of
EMTs.
Rlc is past president of the Dubuque County Emergency Medicai Services Association,
Vice-President of the Iowa Association of Professional Fire Fighters and professional staff
representative of the International Association of Fire Fighters. He is vice-president of the
Dubuque Downtown Kiwanis Club, and member of the Dubuque Professional Fire
Fighters' Association, the National Association of Emergency Medical Technicians, the
National Society of Emergency Medical Services Instructors, the National Society of EMT-
Paramedics, the National Society of EMS Administrators, the Dubuque Musicians'
Association, the American Federation of Musicians and the NAACP.
Ric has served as an evaluator for the paramedic testing programs for the National
Registry of Emergency Medical Technicians and the Iowa Board of Medical Examiners
and has coordinated many First Responder and EMT-A classes throughout the tri-state
area. He has instructed paramedic training programs at University of Iowa Hospitals and
Clinics, Mercy Health Center, NICC and Hawkeye Technical Institute in Waterloo. He is
also an adjunct faculty member at the Uniformed Services University of Health Sciences
in Bethesda, Maryiand. In his spare time, Ric enjoys playing drums for the Upper Main
Street Jazz Band and performing with the Barn Community Theatre.

Arson investigation and emergency medical treatment rate high among the many
interests of Fire Department Captain, Michael Burds. Mike is a graduate of Loras College,
the Iowa Law Enforcement Academy's Fire Arson Detection Unit, the Iowa Fire Institute
and Mercy Hospital's EMT-IÎ and EMT-P Programs. He is currently enrolled in the
University of Cincinatti's Fire Service Open Learning Program.
Michael is a member of the International Association of Fire Fighters, International
Association of Arson Investigators, Iowa Hawkeye Fire Safety Association, EMT National
Registry and the Dubuque Ambulance Committee. Michael enjoys his hobbies of
running, mixed volleyball and weight lifting.

Mary Rose Corrigan - Public Health Specialist
Mary Rose Corrigan, Public Health Specialist In the City's Health Services Division, is a
native Dubuquer and a Registered Nurse. She received her BSN degree from Mount
Mercy College In Cedar Rapids.
Mary Rose is a member of the Iowa Public Health Association, Iowa Public Health
Directors Association, Dubuque Regional AIDS Coalition, Dubuque Environmental Task
Force and is an executive board member of the Iowa Environmental Health Association.
She is also active in the League of Women Voters and Women in Management.

Joleen Jansen - Environmental Sanitarian
Joleen Jansen has worked as Dubuque's Environmental Sanitarian within the Health
Services Division since December of 1989. Previously, she worked as a medicai
technologist for United Clinical Labs and at St. Luke's Hospital in Davenport.
Joleen received her BA degree in general science from Coe College in Cedar Rapids,
Iowa. She is a member of the National and Iowa Environmental Health Associations and
her interests include environmental issues, fishing and other outdoor activities.

Frank lovera - Assistant Environmental Sanitarian
Frank Lovera joined the City of Dubuque's Health Services Division in June of 1989 as
Assistant Environmental Sanitarian. His responsibilities include enforcement of state and
local laws concerning food establishments, swimming facilities, hotels and motels, septic
system inspections and handling environmental concerns.
Frank's education includes a BS degree in engineering and public policy, and a Bachelor
of Special Studies in general studies.

Ellen lovera - Animal Warden
Ellen Lovera loves animals and enjoys her position as the City's Animal Warden.
Ellen's preparation to work in the field of animal control was acquired through her
experience as an animal health technician for a veterinary clinic and studies In animal
health technology regulations in Iowa. Further training was received from the Animal
Control Academy.

David Harris - Housing Services Division Manager
David Harris, Manager for the Housing Services Division, moved to Dubuque from
Wisconsin in 1987. He received his graduate and undergraduate degrees from the
University of Wisconsin, at Madison.
David has 14 years experience in community development, housing rehabilitation, Block
Grant administration, neighborhood planning, job training administration and real estate
development. His hobbies include restoring old houses, camping and raising small
children.
David will talk on any subjects relating to:

Kathy Lamb has worked as Dubuque's Senior Housing Inspector since 1989, where she is
responsible for housing education and enforcement to improve the quality of housing in
the City of Dubuque.
Kathy is a graduate of Iowa State University, the Iowa Law Enforcement Academy and the
National Fire Academy. She is a member of the Iowa Fireman's Association, Hawkeye
State Fire Safety Association and the Iowa Association of Housing Inspectors. Kathy is
very active member of St. Luke's United Methodist Church and serves as a certified lay
speaker for the United Methodist Church. She also enjoys singing, violin, music,
needlework and sewing.

I. Charles Azebeokhai - Human
Director
Charles Azebeokhai joined the Dubuque Human Rights Commission on June 17, 1991.
As Director, he administers the City's Human Relations Ordinance, manages the activities
of the Human Rights Division and directs the City's Equal Employment Opportunityi
Affirmative Action Program.
Charles has a Bachelor of Science degree in Finance, Master of Social Science degree in
Human Resources Administration and a Master of Science degree in Economics.
Previously, he worked as a Labor Market Economist with responsibility for labor market
information and affirmative action for the state of Utah and an Intake/Case Manager for
the department of Human Services for the state of Utah.
He is currently a member of the NAACP, United Way Diversity Committee, United Way
Board of Trustees and Dubuque Heritage Center Division and Diversity Committee. He
enjoys traveling, reading, and listening to jazz, blues and soft rock music.
Charles' goal is to promote human rights and civil rights throughout the City of Dubuque
through education, outreach, conciliation, persuasion, conflict prevention and resolution
and other affirmative measures.

louise Wozniak Lorenz - Civil
Louise Wozniak Lorenz has worked in the area of civil rights since 1974. She has served
as an investigator, probable cause hearing officer (administrative law judge) and as acting
director of the Dubuque Human Rights Commission. Also, she administered a sheltered
workshop for persons with disabilities, was a lead teacher for adult persons with
disabilities, supervised a housing program for adult maies with disabilities, taught special
education classes for the County of Dubuque for 3 years and supervised summer
programs for children with disabilities.
Louise has a Bachelor of Arts degree in Languages and has a secondary education
certificate. She also has completed most courses for an elementary education and
special education certificate for the State of Iowa. In 1986, Louise finished coursework for
a Masters degree in Human Development with a gerontology emphasis.
Louise has been a member of the Dubuque Mental Health Association, the Sunnycrest
Human Rights Committee, the Multi-Cultural Non-Sexist Community Advisory Commit1ee
for the Dubuque Schools and is a current member of the Care Review Committee of the
Julien Care Facility. She enjoys music, reading, planting trees and having a good time
interacting with children and persons with disabilities.

WilHam G. Blum -
Solicitor
City Soiicitor William Blum has held that post since 1973, along with his duties of
instructor at the University of Dubuque. Previously, he was a contract officer for the
United States Army in Viet Nam and legal advisor to the United States Army Commander
in Panama.
Bill is a member of the Iowa State Bar Association, past president of the Municipal
Lawyers' Association, former president of the Morning Optimist Club and past president
of the Dubuque Fighting Saints. He is very active In the United Way and is past chair of
the United Way Executive Committee. He is a recipient of the Bronze Star and the Army
Commendation Medal. Bill has also been recognized for his leadership and
professionalism by the Dubuque Search and Rescue Squad.

Chris A. Kohlmann - Information Services
Chris Kohlmann has managed the City's complex network of computer generated
information since 1984. The foundation of her experience is a Computer Science and
Mathematics degree from Clarke College, graduate studies at the University of Dubuque,
internship in the City's Information Services Department and work as a programmer/
analyst for the Meredith Corporation in Des Moines and for the City of Dubuque.
Chris is a member of the Data Processing Management Association, Tri-State Data
Processing, Data Processing Advisory Board of S.w. Technical Schooi and the first
woman member of the Dubuque Downtown Kiwanis Club. She spends her time away
from computers enjoying reading, gardening and participating as a member of the
Grandvlew Avenue United Methodist Church vocal and hand bell choirs.

Nicky Stanke - Library Director
Library Director, Nicky Stanke, has an extensive background in library services. From
1980 to 1988, she was the administrator of the East Central Regional Library in Cedar
Rapids and was a regional consultant in that system from 1979 to 1980. Prior to that, she
was a library director in Wisconsin from 1972 to 1977.
Nicky is a member of the American LIbrary Association, Public LIbrary Association, Iowa
Library Association, Dubuque Rotary, Dubuque County Historical Society Board,
American Association of University Women and the Dubuque Chapter of Women In
Management. From 1983 to 1987 she was an American LIbrary Association Councilor
and she has been recognized by Beta Phi Mu, the Honorary Society for Library Science.
She is the immediate past president of the Iowa Library Association and president-elect of
the Iowa OCLC Users Group.
Away from work, Nicky enjoys being a baseball and basketball spectator and walking her
German Shepherd. Her goal is to help offer the best possible library service to the
residents of Dubuque.

Cate Howard - Coordinator of Children's Services
Cate Howard began working as Coordinator of Children's Services for the Carnegie-Stout
Public Library on May 1, 1990. Cate has a Bachelor's degree in English from Wooster
College, a Master's degree in Library Science from Emory University and a PhD in library
and information science from Indiana University.
Previous to her employment with Carnegie-Stout Public Library, Cate worked as the
Children's Librarian and Branch Head for the Public Library in Dayton, Ohio, Coordinator
of Children's Services at the Wake County Public Library in Raleigh North Carolina and
was Assistant Professor at the Kent State University School of Library Science. She is
currently a member of the American Library Association - Children's Division. Her
hobbies include swimming, reading and needlework.

Elizabeth Ann Straiey - Adult Services librarian
Ann Straley's current position as Adult Services Librarian and Coordinator of Extension
Services keeps her informed of the reading materials and needs for the Library's adult

Gil D. Spence - leisure Services Manager
Leisure Services Manager, GII Spence, has been employed by the City for 14 years.
Before coming to Dubuque, Gil was a recreation supervisor in Des Moines and camp
manager at Bortell's Ranch.
Gil is a member of the National Recreation and Park Association and the Iowa Park and
Recreation Association. He has received the Iowa Park and Recreation Association's
Outstanding Professional and Past President's Awards. He has also received an award
for Distinguished Service in Education.

John Hail has worked with the Leisure Services Department since 1974 and has been the

Patrick J. Prevenas - Recreation Division Manager
Pat Prevenas began his recreation career in 1974 when he was hired as the City's
Recreation Department Supervisor. From 1979 to 1986, he was the assistant recreation
director in Cedar Falls, Iowa.
Pat is a member of the National Recreation and Park Association and the Iowa Park and
Recreation Association. He has been recognized by the Iowa Park and Recreation
Association with the "Richard J. Slattery Award" and the "Past President's Award". Away
from work, he enjoys sports car racing, volleyball and working with the American Red
Cross.

Forester
Steve Pregler is a graduate of Hempstead High School and is a self-educated
horticulturist and arborist. He Is certified as an arborist by the National Arborist
Association. Steve began working for the City in the Park Department in 1975 and
became City Gardener in 1977. In January of 1986, he joined the tree crew as an
Equipment Operator and was promoted to City Forester in December of 1987.
Steve is a member of the International Society of Arborculture, Iowa Urban Foresters and
the American Forestry Association. His work has been recognized and featured by the
Des Moines Register, Julien's Journal and the Telegraph Herald.
Learning more about trees and how they grow is a passion of Steve's. He enjoys talking
about trees and the challenges associated with being a Arboricultural Consultant, along
with teaching tree care. He is actively involved with the Dubuque Trees Forever
Association and the Freeway Corridor Landscape Committee. His hobbles inciude
fishing, hunting, camping, canoeing, rappeling, horse-back riding and gardening.

Gary Schroeder began his career as a City employee in 1968. He is a graduate of Senior
High School and the Iowa Law Enforcement Academy.

League and the National Rifle Association. Gary enjoys traveling, bowling and police
combat pistol shooting. Gary's goal is to see the park patrol activities continue in the
professionalism that they have worked to attain.

Laura Carstens has worked as City Planner for the City of Dubuque since October of
1989. Laura has a Bachelor of Science degree in environmental studies from Millikin
University and a Masters degree in environmentai planning from Sangamon State
University. She has received many awards, Including membership in Outstanding Young
Women in America - 1984, Who's Who Among Students at American Colleges and the
Dean's list from 1978 -1983.
Previously, Laura worked as Planner and Community Renewal Coordinator for the City of
Decatur, Illinois and as Economic Development Director for the City of Maquoketa, Iowa.
Professional memberships include the American Planning Association and Professional
Developers of Iowa. Laura is also a member of many community organizations, including
Professional Women's Network, Dubuque Audubon Society, Sierra Club and Dubuque

Kyle Kritz - Associate Planner
Kyle Kritz joined Dubuque's Planning Services Division on July 1, 1991. His
responsibilities Include serving as staff to the Zoning Commission, Zoning Board of
Adjustment and Development Review Committee.
Kyle has a Bachelor's degree in geography and a Master's degree in urban and regional
planning from the University of Iowa. He was an Intern with the City of Liberty, Missouri,
Johnson County Council of Governments and City of Iowa City. Before coming to
Dubuque, Kyle was a planner with the Village of Skokie, Illinois.
Kyle's hobbies include golf, basketball and radio control ship models.

since 1979. She was a Planning Technician until March 1990 when she promoted to
Assistant Planner. Her responsibilities include zoning and signage interpretation, and

she worked with the Zoning Board of Adjustment and enforced the zoning ordinance.
Aggie attended the University of Northern Iowa and is a graduate of Loras College. She
is currently a member of the American Planning Association and has received the City's
S.P.I.R.I.T. Action Award for her involvement with the City's Customer Relations Task
Force. Goals for the future include a management position in economic community

John J. Mauss - Chief of Police
Chief John Mauss has been in law enforcement since 1966. He is a graduate of Loras
College and Drake University, with studies at the University of Wisconsin-Platteville and
the University of Virginia. When not on the receiving end of education, John has taught
police science and police administration courses at the University of Wisconsin-Platteville.
Chief Mauss has worked his way up through the ranks In the City's Police Department.
He was a patrol officer, master patrol officer, detective, patrol sergeant, training captain
and field operations commander. He is a member of the International Association of
Chiefs of Police and the Iowa Police Executive Forum and a member of the Dubuque
Serra Club. Chief Mauss' hobbies are camping, jogging and reading.

Dubuque's crime prevention program includes the Neighborhood Watch Program, Crime
Stoppers, personal safety and home safety. Driscoll speaks to area businesses regarding
employee safety programs and citizens regarding home safety, suggesting cost effective
measures to make homes less attractive to burglars.

Brian Jobjen began his career with the Dubuque Police Department on April 2, 1979 as a
Police Officer and was promoted School Liaison in August, 1991 and to Corporal in
February, 1992. His responsibilities include interaction between the Police Departrnent,
juvenile court services and juvenile court. As school liaison, he develops and presents
school safety programs to elementary schools and assists the school district with criminal
matters. He also oversees bike licensing, school safety patrols, the shoplifting diversion
program and maintains juvenile records.

Officer Steve Eastvedt joined the Dubuque Police Department on February 29, 1988. He
is responsible for the coordination of the DARE. program with the Dubuque Community
School System and also has patrol, administrative and investigative duties.
Drug Abuse Resistance Education (DARE.) is a 17 week comprehensive drug education
program with primary emphasis given to Dubuque sixth graders.
Steve is 2nd Vice President of the Iowa DARE. Association, Committee Chairman for
Boy Scout Troup #17, volunteer paramedic for Asbury Rescue and is an explorer post
advisor for Asbury's Fire Department.

Shane K. O'Brien - Police Department Patrol Officer
Officer, Shane O'Brien, joined the City's Police Department on August 6, 1979. He has
received 11 commendations for outstanding job performance and has been involved in
over 1,000 drunken driving arrests. Shane is a member of the Iowa State Policemen's
Association, the Experimental Aircraft Association and is an active member of his church.
Shane is currently involved in the Officer Friendly Program, has been a speaker on safe
driving in driver education classes at all three Dubuque high schools since 1986 and is an
instructor for the Drug Abuse Resistance Education program (DARE.). Shane is a pilot,
former Marine and enjoys flying, boating and deer hunting.

John Swanton - Police Department Patrolman
John Swanton, patrolman, has worked as a Dubuque Police Officer since 1971 and has
attended the Iowa Law Enforcement Academy, Military Police Leadership School and

security investigator. Currently, John is a member of the Dubuque Policemen's Protective

Tom Bylund holds a Bachelor of Science degree from Iowa State University and has
worked in City and County Government for 14 years. He has held the positions of Water

Tom is a member of the Iowa Society of Solid Waste Operators, Water Pollution Control
Federation, American Waterworks Association and the Masonic Lodge.

Don Vogt is a graduate of Loras College and the University of Iowa and has worked with

William Kohler has been a Transit employee for 41 years. He has worked his way up
through the ranks from Transportation Clerk, Transportation Cashier, Office Manager,
Assistant Transportation Superintendent, to his present position as Transit Manage[
Bill is a member of the Iowa Public Transit Association and enjoys singing in his church
choir, píaying the organ and golf.

Craig Olson was hired as Utilities Manager for the City of Dubuque in June of 1989. He is
responsible for managing the City's Water Piant, Water Poliution Control Plant and Water
Distribution System. These three divisions make up the Utilities Department and employ
59 Individuals.
Craig hoids a Bachelor of Science degree in fisheries and wildiife biology and a Master of
Science degree in water resources from Iowa State University in Ames, Iowa. Before
coming to Dubuque, he held the positions of Director of Water Poliution Control Facilities
in Muscatine and Superintendent of the Water Poliution Control Plant in Marshalltown.

Paul J. Horsfall - Water Pollution Control Plant Supervisor

Paul Horsfall has served as the Water Pollution Control Plant Supervisor since 1982.
Previously, he worked as a missile technician for the U.S. Army, wastewater treatment
plant operator and plant operations supervisor.
He is a member of the Water Environment Federation, Iowa Water Pollution Control
Association and Region I Operators Association. Paul has been recognized for his work
in wastewater treatment by the Water Environment Federation National Safety Committee
and the Iowa Water Pollution Control Association Safety Committee. Paui's hobbies
include canoeing, model airplanes, wood working and camping.

Marvin Vosberg has worked with the City of Dubuque's Water Pollution Control Piant

Marvin is active in his church and served as president of St. Pat's Booster Club. He is a

Jonathan R. Brown - Chemist, Chief of Environmental
Jonathan Brown spends his days concerned about the analysis of water and wastewater
at the City's Wastewater Treatment Piant. Jon holds a Bachelor of Science degree in
chemistry and math.
He is a member of the American Chemical Society, Iowa Water Poilution Control
Association and Dubuque Sailing Club. Jon enjoys music, theater and sailing.

Robert Green - Water Plant Manager
Robert Green was appointed as the City of Dubuque's Eagle Point Water Plant Manager
on July 1, 1992. Bob previously served as Assistant Superintendent of Water Distribution
for Orange County Public Utilities in Orlando, Florida, serving 60,000 customers, and also
worked as Water Distribution Supervisor in Mason City, Iowa. The employees of the
Eagle Point Water Piant take great pride in the high quality water they provide to Dubuque
residents and businesses.
Bob's community involvement includes membership in the Masonic Lodge, Elks Lodge,
Scottish Rite Lodge and Davenport's Kaaba Shrine Club. In 1992, he was inducted as a
member of the Who's Who Environmental Registry. Bob's interests include sports,
fishing, hunting, auto racing and chess. He also enjoys coaching little league basebail.
