His extensive experience includes working as Assistant Village Manager for the City of Skokie, Illinois from May 1987 - January 1993; Assistant to the Village Manager in Skokie ¡¡-om September] 986 - May] 987; Administrative Assistant to the Skokie Police Chief from 1984 1986; Administrative Assistant to the Sheriff in Murphysboro, Illinois in 1984, and serving as a Police Officer for the Carbondale, Jllinois Police Department from 1977 - 1984, The City of Dubuque operates under the council-manager form of government, combining the effectiveness of an elected mayor and six council members with a professional manager and staff. This form of govenunent has operated in Dubuque since 1920. The City Manager is appointed by and reports directly to the Mayor and City Council. The Mayor and City Council set policy and the City Manager, as the chief administrative omeer, supervises the City's day-to-day operations. Of the six Council members, two are elected at-large and one is elected tram each oftèmr wards. The Mayor is also elected at-large. The Mayor and Council members serve four-year, staggered tenTIS. The City of Dubuque employees 550 employees and operates a $68 million budget. He and his wife, Sherri, managed a variety store business in Sioux Center from 1977 - 1986. Tim began a career in city government in 1986 as the Finance Officer for the City of Jefferson, Iowa. He served as the City Administrator of Sibley, Iowa from 1988 - 1989 and returned to Jet1èrson in 1990 when he was appointed as City Administrator. He held this position until November, 1995, when he accepted the position of Assistant City Manager tè)r the City of Dubuque. Tim attended eo lIege on a part-time basis heginning in 1981 and graduated from Dordt College in 1986 with degrees in business administration and accounting, He attended Iowa State University on a pari-time basis from 1990 - 1995 and graduated with a Masters Degree in Public Administration. As Assistant City Manager, Tim works closely with the City Manager and handles a variety of projects working with citizens, community organizations, employees, and outside agencies. Tim is married and has three teenage daughters. Merrill is a member of the National Association of Telecommunications Omcers and Advisors and the National Federation of Local Cable Programmers. He belongs to the Dubuque Downtown Kiwanis Club and is an active volunteer leader in the Boy Scouts of America. Aggie attended the University of Northel11 Iowa and is a graduate of Loras College, with a degree in Finance. Previously, she worked as a dispatcher with the Dubuque Fire Department and has been in the tield of dispatching for 19 years. As a member of the Dubuque Critical Incident Stress Debrietïng Team, she traveled to Oklahoma with 20 other Iowa members to assist after the bomb exploded at the Federal Building. Sandi is also active with the State on networking Iowa's 99 counties with a support system to address situations of potential liability. She also works with the State Emergency Medieal Services Group to set standards for Emergency Medical Dispatching. He was appointed Fire Chief in 1996 and has a wide range of experience including working as a firefighter, tire equipment operator, and serving in leadership positions of lieutenant and captain. Hc enjoys spending time outdoors and likes to go snow skiing, water skiing, and hunting. Rie is past president of the Dubuque County Emergency Medical Services Association and past viee-president of the Iowa Professional Fire Fighters. He is the past president of the Dubuque Downtown Kiwanis Club, and member of the International Association of Fire Chiefs, the EMS Section of the IAFC, the National Association of Emergency Medical Technicians, the National Society of Emergeney Medical Services fnstructors, the National Society ofEMT-Paramedics, and the National Society of EMS Administrators. Prior to his employment with the City, Duane worked as a treasury analyst with Citibank from 1987-1992 and was a Navy Supply Corps Officer from 1983-1987. Prior to joining the City, Elizabeth clerked as a legal intern for the City of Dubuque and lielped revise the City's Housing Code to establish substantial equivalency with the Federal Agency of Housing and Urban Development.
