ike Van Milligen has served as Dubuque's City Manager since January, 1993. His
extensive experience includes working as Assistant Village Manager for the City
of Skokie, Illinois from May 1987 - January 1993; Assistant to the Village
Manager in Skokie ¡¡-om September] 986 - May] 987; Administrative Assistant to the Skokie
Police Chief from 1984
1986; Administrative Assistant to the Sheriff in Murphysboro,
Illinois in 1984, and serving as a Police Officer for the Carbondale, Jllinois
Police Department from 1977 - 1984,
The City of Dubuque operates under the council-manager form of government,
combining the effectiveness of an elected mayor and six council members with a
professional manager and staff. This form of govenunent has operated in Dubuque since
1920. The City Manager is appointed by and reports directly to the Mayor and City Council.
The Mayor and City Council set policy and the City Manager, as the chief
administrative omeer, supervises the City's day-to-day operations. Of the six Council
members, two are elected at-large and one is elected tram each oftèmr wards. The Mayor is
also elected at-large. The Mayor and Council members serve four-year, staggered tenTIS.
The City of Dubuque employees 550 employees and operates a $68 million budget.

native of the northwest Iowa eommunity of Sioux Center, Jowa, Tim graduated
from high school in 1975 and attended Dordt College in Sioux Center. He and his
wife, Sherri, managed a variety store business in Sioux Center from 1977 - 1986. Tim
began a career in city government in 1986 as the Finance Officer for the City of Jefferson,
Iowa. He served as the City Administrator of Sibley, Iowa from 1988 - 1989 and returned to
Jet1èrson in 1990 when he was appointed as City Administrator. He held this position until
November, 1995, when he accepted the position of Assistant City Manager tè)r the City of
Dubuque.
Tim attended eo lIege on a part-time basis heginning in 1981 and graduated from Dordt
College in 1986 with degrees in business administration and accounting, He attended Iowa
State University on a pari-time basis from 1990 - 1995 and graduated with a Masters Degree
in Public Administration.
As Assistant City Manager, Tim works closely with the City Manager and handles a
variety of projects working with citizens, community organizations, employees, and
outside agencies.
Tim is married and has three teenage daughters. Bicycling, sports, and listening to musie are

andy Peck supervises the City's Personnel activities. He has worked with the City
of Dubllque since 1979, and has experience in the field of human resources dating hack
to 1974.
Randy is a graduate ofIowa Wesleyan College and the University onowa at Iowa City. He
is a member of the Iowa Public Employers Labor Relations Association and the National
Publie Employers Labor Relations Association. He served as president ofthc lowa Public

Regional Airport, Ken is responsible for overall administration, financing,
operation, marketing, maintenance, and development of the Airport and the Airport's
fixed base operation.
Prior to joining the Dubuque Regional Airport, Ken served as Airport Business Manager of
the McCarran Intel11ational Airport in Las Vegas Nevada.

rior to accepting his present position with the City of Dubuque in 1983, Merrill
Crawford worked for six years with WMT-TV (Channel 2) in Cedar Rapids and tor
ten years at Kirkwood Community College. He holds a BA in Radio-TV-Film from the
Universityoflowa.
Merrill is a member of the National Association of Telecommunications Omcers and
Advisors and the National Federation of Local Cable Programmers. He belongs to the
Dubuque Downtown Kiwanis Club and is an active volunteer leader in the Boy Scouts of
America.

1979 to 1983, he worked as the City's Development Planner. Prior experience was gained
in the Village of Deer field, Illinois. lIe received his graduate and undergraduate degrees from
Loyola University of Chicago.
Jim is a member of the American Institute of Certified Planners, the American Planning
Association (and its Iowa Chapter), the National Council for Urban Economic

Kramer has worked with the City of Dubuque since 1979. As Community
Specialist, her responsibilities include oversight, monitoring,
negotiation, and administration of community and economic development projects and
grant monitoring of the Community Dcvelopment Block Grant (CDBG) programs. She
previously worked with the Planning Services Department as an Assistant Planner and
Planning Technician, working with the Zoning Commission, Development Review
Committee, and thc Zoning Board ofAdjustmcnt.
Aggie attended the University of Northel11 Iowa and is a graduate of Loras College, with a
degree in Finance. She is currently a member ofthc American Planning Association and has
received the City's S.P.I.R.I.T. Action Awards tor her involvement with the City's Customer
Rclations Task Force and S.P,l.R.I.T. Service Award for being responsive to customers. She
has also been involvcd in the Greater Dubuque Health and Wellness
Challenge, the City's PermitTracking Employee InvolvementTeam and was a facilitator for

ob Gooch, Emergency Management Agency Director, spends the majority of his
working hours in planning and implementing the strategy for the City's immediate
and long-term response to unexpected catastrophes, both natural and man-made.
Bob served as director of the Salvation Army for ten years and spent two years in the
Salvation Anny's Sehool for Officers Training, preparing to be ordained.
Bob's professional and civic amliations reflect his commitment to others. He is a member and
past president of the Iowa Emergency Management Association, past chairperson of the
Salvation '\1111Y Advisory Board, and past-president of the downtown Kiwanis Club. His

Sandi Hutchcroft is the City's Emergency Communications Manager with oftlces
located in the Law Enforcement Center. Previously, she worked as a dispatcher with
the Dubuque Fire Department and has been in the tield of dispatching for 19 years.
As a member of the Dubuque Critical Incident Stress Debrietïng Team, she traveled to
Oklahoma with 20 other Iowa members to assist after the bomb exploded at the Federal
Building. Sandi is also active with the State on networking Iowa's 99 counties with a support
system to address situations of potential liability. She also works with the State Emergency
Medieal Services Group to set standards for Emergency Medical Dispatching.

He was appointed Fire Chief in 1996 and has a wide range of experience including

uane Pitcher was appointed director of the Finance Department in September, 1992.
He is responsible for overseeing the operations of the Finance Department inclnding
accounting, payroll, purchasing, accounts payable and receivable, utility billing,
treasUJY, risk management and the parkiug activity. Duane holds a Bachelor's degree in
Business Administration from Iowa State University and a Master of Business
Administration/Finance tram Califomia State University.
Prior to his employment with the City, Duane worked as a treasury analyst with Citibank from
1987-1992 and was a Navy Supply Corps Officer from 1983-1987. Membership in
professional and community organizations include the Government Finance Officer's
Assoeiation, National Institute of Government Purchasing, and U.S. Naval Reserve as
Commanding Omcer of the Yokosuka, Japan Supply Center unit at the Dubuque Naval
Reserve Center.

Carnegie-Stout Public Library in May 1995. .lean earned Bachelor's degrees in
Library Media and English: Mass Media from Chadron (Nebraska) State College and a

Previous to her employment at the Camegie-Stout Public Library, Jean worked at the Tyler

Horticulturist and Arborist. Steve began working for the City Park Department in
1975 atrer graduating from Hempstead High School, and soon became City Gardener.
Through his studies, Steve became intrigued with trees and in January of 1986 joined
the City's tree crew and was promoted as Dubuque's first City Forester in 1987,
In MayoI' 1993, Steve earned the Certified Arborist designation through the lntemational
Society of ArboricuJtures arborist certification program. Steve's work has earned him
recognition in his field. In April, 1994, Steve was presented the Iowa Outstanding Urban
Forestry Professional of the Year Award by Governor Teny E, Branstad. ln 1996, he earned
the Gold Leaf Award trom the Midwestern Chapter of the International Society of Aboriculture.
Steve is a member of the lntel11ational Society of Arboriculture, Muuieipal Arborists and
Urban Foresters Society, American Forestry Association, National Arbor Day Foundation,
and is Nortbeast Iowa's representative to the lowa Arborist Association.

Who's Who Among Students at American Colleges, and the Dean's list from 1978 - 1983.

a Police Officer and was promoted to School Liaison in August, 1991, and to Corporal in

Francis Schultz has been the City's SQlid Waste Management Supervisor since
1995, He is responsible for designing and implementing programs to assist
the city in achieving a 50% reduction in solid waste by the year 2000. He completed his
post graduate studies at Loyola University and the University of Saint MaIY of the Lake.
Before becoming part ofthe City's staff, he was a sustainable economic development specialist,
coordinated area activities for the first Earth Day, helped establish the Francis of Assisi
Catholic Worker House, taught Urban Studies for the Associated Colleges of the Midwest,
co-founded the Michigan Land Trustees of America, organized the Organic Growers of
Michigan Coop, established Sun shower Farm Fruit Juice Company, and managed
Environmental Recycling Corporation.
Paul received the 1993 Iowa Governor's Volunteer Award, Dubuque Key City 1993
