Whereas, Postal proposals to change over- night delivery standan!s would result in reduced service to Dubuque residents and businesses; and Whereas, plans would also include taking all outgoing mail from Dubuque to Cedar Rapids with no local postmark and further delays of mail; and Whereas, this plan could result in a shifting from Dubuque of upwards of 30 jobs further depressing the job market here; and Whereas, reduced mail service will hamper Dubuque's economic recovery and development plans hy further discouraging busineases from locating in Duhoque; and Whereas, area mail processing implemen- tatioo as poposed is not in the best interest of the City.
