This is a claim in which the claimant alleges that as she was stopped in her vehicle in the
Kennedy Mall parking lot waiting for pedestrians to cross in front of her, a City of Dubuque
KeyLine bus pulled away from the curb and struck her vehicle.
This claim has been referred to Public Entity Risk Services of Iowa, the agent for the Iowa
Communities Assurance Pool.
