Council Met at 7:30 p.m., Public Librooy Auditorium. Present: Mayor Brady, Council Members Deich, Heckmann, Kluesner, Nicholson, Pratt, City Manager W. Ken. neth Gearhart, Corporation Counsel Barry A. Lindahl. Absent at roll call: Council Member Voetberg. Mayor Brady read the call and stated this is the REGULAR MONTHLY MEETING of the City Council called for the purpose to act upon such business which may properly come before the Council. Invocation was given by Pastor Woody Allabough, Pastor of The Third Presbyterian Churcb. PROCLAMATIONS: September 9-15 as "YOUTH LEADERSHIP WEEK". September 13 as "D.A.R.E. DAY" re- ceived by Police Officer Steve Eastvedt. Mayor Brady swore in Council Member Loras Kluesner as Mayor Pro.Tem. Council Member Deich moved thet the rules be suspended to allow anyone pre- sent to address tbe Council if they so desire. Seconded by Council Member Pratt. Whereas, said sealed proposals were opened and read on the 23rd day 01 Angnat, 1990 and it has been determined that the bid of Tschigglrie Construction Company 01 Dubuque, Iowa in the amount of $979,387.53 was the lowest bid for the furnishings of all labor and materials and perfonning tbe work as pr0- vided for the plans and specifications.
