As City Manager I wish to advise your Honorable Body that all of- ficers and employees who I have power to appoint and are under my supervision, direction and control, and whose appoinmtents continue at the pleasure of the Manager and who are now serving in their respective capacities shall be paid salaries in accordance with the 1970 salary rates plus six per cent, except that members of the fire and police departments shall be paid according to the attached salary rate sheets; and further that the positions of Fire Chief, Police Chief, Foreman and Garage mechanics are adjusted by an ad- ditional pay grade. Outgoing Mayor Meyers ex- pressed appreciation and thanks to all Council members, the Staff, all employees from the top to the lowest for the fine cooperation they have given him during his year as Mayor. Mayor Coucbman read the call and stated that service thereof had been duly made, this being the REGULAR MONTHLY MEET. lNG, of the City called for the purpose of acting upon such busi- ness as may properly come before the meeting. Mayor Couchman recognized two boy scouts Rich Lange and Terry Fisher, commemorating the 61st anniversary of the Boy Scouts of America. The basic theme for scouting during 1971 "Conserva- tion Good Turn" part of project SOAR (Save Our American Re. sources) will be carried out by the boys in their units during tbe entire year. Mayor Couchman was presented with a letter of greeting from the Mayor of Coonabarabran New South Wales, Australia, by Miss Lynden Hawkins, a Rotary Ex- change Student, now attending Hempstead High School. It was suggested that Mayor Couchman confer a citizenship of Dubuque certificate to Miss Hawkins. City Manager Chave- nelle agreed to meet with the union group on Monday, February 8, 1971 at 8 A.M. assuring every- one present that the delay is not in any way an attempt to seek a tactical advantage.
