Support for Dubuque's cultural organizations!
Dear Mayor Duggan:
I am writing in support of Dubuque's cultural and arts community in hopes
that your city council will approve $250,000 in funding to establish an
annual Arts and Culture Operating Grant Program for Dubuque's arts and
cultural organizations at the Council's goal-setting session on September 13
- 14.
As a ten year veteran of museum work, eight of those at the State Historical
Society, and now as the Executive Director of the Iowa Museum Association, I
can attest that funding for many cultural organizations have become greatly
restricted in the recent decade.
Members of the Iowa Museum Association from the Dubuque area currently
include: The Dubuque Museum of Art and the National Mississippi River Museum
and Aquarium.
Cultural organizations preserve local history, provide historical context a
quality of life to local inhabitants. They also are a draw for tourism
dollars providing a destination stop to your city. Passing motorist not
only spend money at the original destination site, but also spend money at
various businesses in your community.
Please consider helping those organizations in your city sustain themselves
by offering them the ability to acquire grant money to continue to operate
their organizations. Often the expense of paying heating and cooling bills,
electric and maintenance costs cut into the organization's ability to
provide programming, events, pay staff and ensure quality care for their
collections so that they are here for years to come.

Hi,
I'm responding to a note about a recommendation for $250,000 in City support for Dubuque arts and cultural
organizations. I'm an author of several books including Artist in Overalls: The Life of Grant Wood. I've had the
pleasure of appearing three different times in Dubuque at the Museum of Art, Carnegie-Stout Library and several
schools. I've enjoyed my appearances immensely, and have always been impressed that Dubuque has shown a
greater commitment to arts and cultural affairs than many cities far larger in size.
I've been fortunate that the venues where I've appeared have received funding from supporters such as
corporations and PTAs. I also know that many other places in Dubuque, particularly schools, would like to host
my programs but currently lack the funding. A commitment the size of the one the City Council is considering
could go a long way in helping bring cultural affairs events such as my Grant Wood program to an even broader
group across your entire community.
You should be proud of the support for the arts your community has already shown. I hope you'll have the
opportunity to be even prouder after approving your commendable new funding proposal.

insure the Citizens of Dubuque will have the necessary Arts and Culture
available to them for the foreseeable future.

Funding of the Arts

I normally hesitate to contact any of you but I view the issue of funding for the arts to be a critical issue not only
for the arts but for the city of Dubuque as well.
Historically the city has relied on a relatively few to fund the arts and fortunately these relative few have
succeeded. Unfortunately over the years with movement of many business headquarters out of Dubuque the
pool of this relative few has become even fewer. It's this issue which has caused our collective financial
dilemma.
At the same time the need for the arts has become even more critical as we seek to attract potential employee
and employers to Dubuque. And for those already here, the interest in the arts remains at a very high level
(the Dubuque Museum of art for instance has more members then the Davenport museum of art).
Additionally, while I haven't spent a tremendous amount of time with City financials it would seem that we
(Dubuque) is as well positioned to fund the arts as we've ever been. I point specifically to the recently negotiated
DRA lease which at a minimum doubled the amount of revenue flowing to the city. We ask for a relative small
amount of this increase.
You as a City Council have taken some critical first steps with the formation of the arts commission. Please take
the critical next step and fund the arts!

Arts and Culture Funding
Terry,
I am highly in favor of approving the fourth recommendation of the Arts and Culture Policy
Task Force and fund $250,000 for operating fund support of our vital cultural institutions,
which are trying to provide quality programming without direct municipal support at this time,
an exception in Iowa, especially for art museums, of which I am most aware.
These organizations are providing vital programs that ARE A MUST in any American city
and which enhance quality of life, economic development, employment, job recruitment and
retention, tourism and as well cultural education available to all Dubuquers.
This appropriation will keep Dubuque moving in a positive direction and will pay dividends
many times over.

Arts and Culture in Dubuque
Dear Mayor Duggan:
I want to thank you for approving three of the recommendations from the Arts
and Culture Policy Task Force. The creation of a Dubuque Arts and Culture
Commission, in particular, is a great step forward for our city.
As you know with a daughter involved at the Grand, the arts organizations in
Dubuque provide important educational opportunities for youth and adults.
In my own experience, playing in a youth symphony growing up in Southern
California helped me to develop as a critical thinker, taught me lessons
about teamwork and discipline, built my confidence, and generally cultivated
a desire to exceed in life. In fact, I went on to college, graduating with
honors from Princeton University, then ultimately got a masters and doctoral
degree in music.
Looking back on it, my 4.0 GP A, student government activities, and community
service, did not get me into Princeton--it was my music, my oboe playing,
that separated me from so many other outstanding applicants. Think of how
that experience in youth orchestra, then, led me to Princeton, enriching and
changing my life!
I mention all this because the Dubuque Symphony Orchestra operates three
separate youth orchestras right here in Dubuque. For a city of our size,
that is remarkable. Those kids are learning so much more than just music.
Each young person in our city deserves the chance to cultivate whatever
interest, talent, or passion they might have. Our city has organizations
that provide opportunities for youth in music, art, theater, and many other
areas.
These organization will be able to thrive with the ongoing support of the
City Council. Thanks to your leadership, Dubuque is no longer one of the
only cities of its size not to have an arts commission. This support will
have a great impact on future generations of children. Adults, too, will
be impacted by your support. If these organizations can thrive in the
future, they will continue to attract people and businesses to relocate to
our community. They will continue to attract tourists, provide local jobs,
impact our local economy, and enhance our overall quality of life.
With great respect, I ask you please to consider approving the fourth
recommendation of the Arts and Culture Policy Task Force. Approving
$250,000 in annual operating support for our arts organizations will
solidifY the message that the City Council values the arts and culture, that

they value the contributions that our citizens make to express their
humanity and enhance our quality oflife.
There has been a real shift in our river city in the past years, and I
believe Dubuque is ready for these steps. A recent editorial in the
Telegraph Herald is an example of this shift in thinking about civic support
of the arts. That editorial also indicates the level to which the general
community values the arts, and it bespeaks the broad support that such a
recommendation would receive, if it were adopted by the City Council.
I know your time is extremely valuable, and I thank you for taking the time
to read this long email request. As a citizen of Dubuque, I am proud of our
civic accomplishments in so many fields, and I get passionate about this
topic because I want to see good things continue to happen for Dubuque. I
want to see us try our best to allow our young people to have every
opportunity possible for growth and learning.
