Van Milligen, City Manager /) ~ Gus Psihoyos, Acting Public Works Director - Vj~ TO: SUBJECT: 2004 Curb Ramp Installation - CDBG Project No.2 (ADA Curb Ramp Construction Project #210-339) INTRODUCTION The enclosed resolution provides for the award of the 2004 Curb Ramp Installation - CDBG Project No.2. DISCUSSION This project continues a systematic program for the installation of curb ramps throughout the City and consists of 38 ramps in various areas of the City of Dubuque. Sealed bids were received on September 14, 2004. A summary of the bids is as follows: Skyline Construction Fondell Excavating Kluck Construction $31,830.00 $33,634.00 $33,850.00 Skyline Construction of Zwingle, Iowa, submitted the low bid in the amount of $31,830.00, which is 10% under the engineer's estimate. RECOMMENDATION I recommend that the contract be awarded to Skyline Construction in the amount of $31 ,830.00. BUDGET IMPACT The summary of the project is as follows: Bid Award Construction Contract $35,380.00 $31,830.00 Contingency $ 3,538.00 $ 3,538.00 Engineering $ 5.837.70 $ 5.837.70 Total Project Cost $44,755.70 $41,205.70 The project will be funded through the Community Development Block Grant Funds for Fiscal Year 2005 which consists of a balance of $55,000.00. ACTION TO BE TAKEN The City Council is requested to adopt the attached resolution awarding the 2004 Curb Ramp Installation - CDBG Project No.2 to Skyline Construction. Whereas, said sealed proposals were opened and read on the 14th day of September, 2004, and it has been determined that the bid of Skyline Construction of Zwingle, Iowa, in the amount of $31,830.00 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to Skyline Construction and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BACKGROUND The American with Disabilities Act (ADA) requires that curb ramps be installed at intersections in all areas of the City by January, 2005. The City has been installing ramps on all street resurfacing and reconstruction projects as well as on all sidewalk inspection routes. DISCUSSION This project continues a systematic program for the installation of curb ramps throughout the City and consists of 38 ramps in various areas of the City of Dubuque.
