APPROVAL OF MINUTES Bemis called the meeting to order at 4:15 p.m. Stedman
OF MAY 11,2004 made a motion to accept the minutes of the March 11,
BOARD MEETING 2004, meeting as circulated. Lightcap seconded. Motion
Carried.
UPDATE ON ADA
PARATRANSIT
FINALIZED TROLLEY
ROUTE, SCHEDULE
& OPERATION
Munson told the Board that a complaint against the minibus
service had been filed with the Human Rights Department,
for noncompliance and discrimination. A review of the
service is being made with an audit of para transit and fixed
services to see how they comply with ADA regulations.
The review needs to be completed before fare increases, as
discussed at the March meeting, can be considered.
A possible increase in state funding may make a fare
increase unnecessary.
Stedman asked if there was any validity to the ADA
complaint. Munson responded that all ADA regulations
were being followed and that the policy needs to be in
writing. Human Rights is evaluating our compliance with
ADA rules.
Munson handed out copies of the map and schedule for the
new trolley service. Something still needs to be done to
differentiate Trolleys of Dubuque from the City of
Dubuque trolleys. Signage is being designed and shelters
are being ordered.

Stedman asked if passengers could transfer from the trolley
to the fixed route and vice versa. Munson said that they
could.
Discussion followed regarding all day passes and shelter
locations, as well as scheduled days of operation and fares.
MANAGERS COMMENTS Munson reported that be was hoping to redirect funds to
buy signs and also, to expand the waiting area for
Greyhound, and possibly construct a shelter for Greyhound
passengers. An automated ticket system is another
possibility for the future.
BOARD COMMENTS
Stedman asked about the Asbury Plaza service. Munson
replied that it was doing okay, but the opening of the
Kohl's Store should generate much more ridership.
ADJOURNMENT
Hearing no comments from the public, Bemis called for a
motion to adjourn. Stedman so moved. Lightcap
seconded. Meeting adjourned at 5:10 p.m.
