APPROVAL OF MINUTES Bemis called the meeting to order, asking for a motion to

UPDATE ON ADA
PARATRANSIT
FIXED ROUTE UPDATE
The ADA Paratransit Review, distributed to the Board
earlier in the week, was discussed at length. The review
deals with minibus compliance with ADA laws. Dealing
with a 26% increase in ridership and buses within the last
year, plus trip denials and long waits were some of the
issues addressed. In FY2004, 62,000 rides were provided,
up 16,000 from the previous year. After a lengthy
discussion, it was determined that a fare increase of 50
cents for ADA rides and an increase of$2.00 for elderly
non-ADA rides was appropriate. It was also suggested that
rides outside the % mile corridor pay $3.00. The ADA card
system needs to be redone so that ADA riders can better be
identified, and the Board felt the Iowa City form in the
report should be used. Munson asked that a public meeting
be held two weeks before the final rate increase
recommendations are to be presented to the City Council.
Stedman moved to hold a public hearing to discuss fare
recommendations and recertification of ADA eligibility on
September 30, 2004. Sand seconded. Motion carried.
Munson reported that the new trolley service is now
operating Friday, Saturday and Sunday only. During the

week, he reported that the Orange Line would do a route
deviation to the Port on a request basis, as the trolley bus
will no longer be available.
The Green line going to Asbury Plaza will need to deal
with the opening of Kohl's in October. At some point,
Munson would like to implement a west end circulator
route to deal with the west end shopping areas. JARC
funds could be used to pay for a portion of the cost of this
circulator. Munson will work on this for the next several
weeks with recommendations to go into effect before the
holiday season. The opening of Kohl's and the new
Goodwill facility will need to be covered with this
circulator.
It was reported that by the end of August, 9766 rides were
provided on the trolley buses. There were several special
events, such as the Grand Excursion, the Taste of Dubuque,
the credit union convention and the President's visit, which
contributed to this number. Revenue covered
approximately half of the expense. Some of the events
were "donation" only.
UPDATE ON SERVICE BY Munson reported that Burlington Trailways took over the
BURLINGTON Greyhound schedule in mid August. It is not as organized
TRAIL WAYS and not as accessible as Greyhound. There are one or two
private businesses interested in taking over the service and
Burlington is meeting with these individuals. We must not
compete with private industry, so if they are capable of
doing the service, Burlington will terminate the contract
with the City of Dubuque.
MARKETING/PUBLIC
RELATIONS FUNDS
Munson reported that he is working with Jan Powers, a
public relations specialist, to promote the bus service.
Funds were received from an estate, and after visiting with
the City Manager, it was decided that the nineteen thousand
plus dollars, could be used for that purpose. Munson said
the Board would hear more on this as a prograrn is
developed.
BOARD COMMENTS
Stedman asked about the possibility of bus service to the
Peosta NICC campus. Munson said RT A did at one time
provide this type of service. Munson is meeting with ECIA

Lightcap asked about using the city web site for a ride
locator. Munson said this was a good idea and he will
check into it.
Schlickman stated that he would like to be on the
committee to develop the west end circulator. Stedman
asked if it would be just a weekend service or available all
week. Munson thought it should be all the time.
Hearing no further comments, Bemis called for a motion to
adjourn. Lightcap so moved. Stedman seconded. Motion
carried. Meeting adjourned at 5:40 p.m.
