PROCLAMA TION
WHEREAS, cornstalks, Indian corn, pumpkins and a golden moon will herald the
cool weather of autumn and the entertaining holiday of Halloween;
and
WHEREAS, Halloween is the fun time of year when young and old become
creative and emerge as ghosts, Devils, witches, Barney, Winnie the
Pooh, Mickey Mouse, Minnie Mouse, Batman and many other
bewitching creatures; and
WHEREAS, all manner of these delightful costumed individuals go from house to
house on their annual pilgrimage for candy, gum and other treats,
heralding their arrival with a jesting "Trick or Treat"; and
WHEREAS, those at home will anxiously await the return of boys and girls with
their bags of goodies and enjoy sharing in the collected treats.
NOW THEREFORE, " TERRANCE M. DUGGAN, MA YOR OF THE CITY OF
DUBUQUE, IOWA, DO HEREBY PROCLAIM SUNDA Y, OCTOBER 31, 2004,
DURING THE HOURS OF 5:30 TO 7:30 P.M. AS:
"TRICK OR TREA T NIGHT"
IN THE CITY OF DUBUQUE, IOWA AND URGE EVERY MOTORIST TO BE EVER
WA TCHFUL OF OUR YOUNGSTERS MAKING THEIR ANNUAL ROUNDS.
IN WITNESS THEREOF, I have hereunto set
