Vice Chairperson Doris Hingtgen called the meeting to order at 7:30 a.m. following staff
assurance of compliance with Iowa Open Meeting Law.

Certification of Minutes: 19 Auaust. 2004 Trust Fund Committee Meeting
Char Eddy moved to approve the 19 August, 2004 Housing Trust Fund meeting minutes.
Harry Neustadt seconded. Roll Call. All present in favor. Motion passed.
Correspondence / Public Input
Joleen informed the Committee that Gateways to Home wished to withdraw their request to
increase the rent at 1503 Bluff Street due to the family size currently in the unit.
Old Business
Re-Appointments: Char Eddy/John Walsh/Jim Holz
Char and Jim must be re-appointed by the Housing Commission. John has applied to the
City Councii for re-appointment.
2004 IFA State Housing Trust Fund Application
Washington Street Neighborhood Revitalization Strategy
David informed the Committee that we received notice from the Iowa Finance Authority
regarding the State Housing Trust Funds. The IFA is recommending giving preference to
newly formed Trust Fund Committees, not previously funded in 2004, and fund them first.
Then if there is money left over, they would do a "second round" to allow the 2004 funded
Trust Funds to apply. The IFA is recommending we hold off on submitting an application
until we are notified of remaining funds. This recommendation has not yet been approved by
the IF A Board.
The Committee discussed a staff-prepared proposal outlining an initiative to accomplish a
comprehensive revitalization strategy for the Washington Street Neighborhood. They further
discussed the potential interest of other organizations/entities to participate in the process
such as Board of Realtors Affordable Housing Committee, DB&T leadership, Trust Fund
endorsement, lender loan pool, Historic Preservation Commission, PATH Program, formation
of a neighborhood association, the Cedar Rapids Metro Area Housing Program (MAHP),
churches, ISU Extension: leadership development, and college interns.
New Business
FY04 Annua! Performance Report
David distributed the Annual Housing Report, part of the Consolidated Annual Performance
Evaluation Report (CAPER), prepared in accordance with the CDBG requirements. This
portion of the report explains the assistance, services and accomplishments provided by the
Housing Department's six primary activities performed throughout the year.
Consolidated Planning Process
David updated the Committee on the Consolidated Planning Process for Community Needs
on behalf of the Community Development Advisory Commission. Three focus group
sessions were held representing non-profit organizations, financial institutions, neighborhood
associations, education, realtors, developers and community residents. Each group created
a list of unmet community needs in which possible solutions were proposed and discussed.
Input will be incorporated into the five year Consolidated Plan currently being prepared by the
Housing Department

Joleen noted as part of the Federal Home Loan Bank PATH application, we agreed to
volunteer time and materials from staff, committee members and suppliers with the plan to
choose 1-2 homes and assist with rehabilitation and/or landscaping of their home.
