SUBJECT: Federal Recreational Trails Grant Application for Water Works Park
Water Works Park will be located on the Hawthorne Street Peninsula in Dubuque. The
park will enhance the appearance of the area, serve as a trail head for the Heritage Trail
Riverfront System and provide parking and easy access, especially for the disabled, to
the riverfront trails. Water Works Park is a required construction element of the
America's River project, as part of the Vision Iowa grant agreement.
Planning Services Manager Laura Carstens recommends City Council approval to
submit a $200,000 Federal Recreational Trails grant application for Water Works Park
to the Iowa Department of Transportation.

INTRODUCTION
Enclosed are a resolution and a Federal Recreational Trails grant application for Phase
1 of Water Works Park to the Iowa Department of Transportation, for review and
approval by the City Council.
PROJECT DESCRIPTION
Water Works Park will be located on the Hawthorne Street peninsula in Dubuque. The
park will enhance the appearance of the area, serve as a trail head for the Heritage
Trail Riverfront System and provide parking and easy access, especially for the
disabled, to the riverfront trails. Water Works Park is a required construction element of
the America's River Project as part of the Vision Iowa grant agreement.
The design plan is attached. It includes landscaping, amenities, and related public
improvements for conversion of the peninsula into a new City park. Improvements
proposed are two new trails: one through the park, and one along the shoreline; public
rest rooms; shade and butterfly gardens; landscaping upgrades; water and sewer line
extensions to support festivals; seating and picnic areas; play structure; fishing pier;
improved parking (paving, striping, landscaping); informational signs; council rings;
buried electrical utilities; and upgraded boat ramp and trailer parking. Park
development is budgeted in 2 phases.

BUDGET IMPACT
Water Works Park is budgeted in the City's adopted FY05 - FY06 CIP over two years
with $995,000 in DRA distribution as the funding source, with the balance to come from
private participation. The City Council has offered naming rights for a one million dollar
donation to the project. Private participation includes federal, state, and private grants.
The estimated project budgetfor Phase 1 of Water Work Park is $1,502,400.
The Federal Recreational Trails grant program requires a local match of at least 20%.
The grant request is for $200,000 in federal funds, which Planning Services staff
believes is a competitive amount.
Federal Recreational Trails grant applications are due to the Iowa Department of
Transportation by October 1. Planning Services staff will submit the application by
September 30, 2004 to meet this deadline. If the City Council does not approve the
application at their October 4, 2004 meeting, then staff will withdraw the application.
RECOMMENDATION
I recommend that the City Council approve the enclosed resolution authorizing the
submittal of a Federal Recreational Trails grant application for Water Works Park to the
Iowa Department of Transportation.

RESOLUTION AUTHORIZING A GRANT APPLICATION TO THE IOWA
DEPARTMENT OF TRANSPORTATION FOR FEDERAL RECREATIONAL TRAILS
FUNDS FOR WATER WORKS PARK
Whereas, the City of Dubuque has identified Water Works Park as an important
trailhead facility to be developed as part of the Heritage Trail Riverfront System and
America's River Project; and
Whereas, the Iowa Department of Transportation has Federal Recreational Trails
Funds for the development of trail-related projects; and
Whereas, the City of Dubuque has adopted a Comprehensive Plan and a Riverfront
Plan that include goals for development of trail heads and public parks along the Heritage
Trail Riverfront System.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The Mayor hereby is authorized to sign this resolution authorizing
application to the Iowa Department of Transportation for Federal Recreational Trails Funds
for Water Works Park.
Section 2. The Planning Services Manager is hereby authorized to submit the
application to the Iowa Department of Transportation for Federal Recreational Trail Funds
for Water Works Park.
Section 3. That in the event said application is approved, the City Council hereby
provides its written assurance that the completed project will be adequately maintained for its
intended use for a minimum of twenty (20) years following project completion.

A. NARRATIVE assessing existing conditions, outlining the concept of the
proposed project and providing adequate project justification.
Existing Conditions
Water Works Park will serve as a major trailhead for the Heritage Trail Riverfront
System, a 14-mile bike/hike trail system of on-street routes and off-road paved trails,
linking Dubuque's north end neighborhoods with the riverfront, Downtown, and the
Mines of Spain State Recreation Area. The park site is a prominent river promontory
that provides an excellent point to watch the river and boating activity.
Water Works Park will be located in the city of Dubuque on the Hawthorne Street
peninsula. The site is 3.4 acres, and surrounded by the main channel of the Mississippi
River on the east, a pleasure craft harbor on the west, and boat ramp at the southern
tip. It is at the juncture of the Mississippi River and Peosta Channel, and is bordered by
Hawthorne Street, Lake Street, and Harbor Drive.
The Hawthorne Street peninsula has some existing resources, facilities, and public
improvements in place. They include shallow well fields, a well pumping station, asphalt
streets, gravel parking areas, and power lines. A public boat ramp was reconstructed in
1996 at the southern tip of the peninsula. The site is partially landscaped, and includes
a number of established trees. There are no bicycle or pedestrian facilities on the
peninsula.
The project site is centrally located within the Upper Mississippi National Wildlife and
Fish Refuge, which was established in 1924, and is the nation's longest refuge,
spanning 261 miles. It is on the Mississippi River Trail (MRT) that will run through
Dubuque on the Heritage Trail Riverfront System. To the north of Water Works Park
are a bowling alley, a municipal swimming pool, Lock and Dam # 11, and Eagle Point
Park. To the south is Schmitt Island, which is home to the Dubuque Greyhound Park
and Casino, Heron Pond Wetlands, and Miller-Riverview Park, a picnic and camping
park. To the west are the Dubuque Marina, a pleasure craft harbor, the Dubuque
Jaycees Trail, and the Kerper Boulevard Industrial Park. To the east is the main
channel of the Mississippi River.
The Mississippi River is Dubuque's greatest natural resource and the most definitive
aspect of our geography. According to the Mississippi River Trail website,
"Northeastern Iowa contains some of the most spectacular scenic views along the
northern stretches of the Mississippi River Trail, and perhaps nowhere are these views
as magnificent as Dubuque County. Steeply rolling hills and long-settled farm country
form the landscape. The City of Dubuque lies along the river among the hills of the
region."

Water Works Park will enhance the appearance of the area, and serve as a major
trailhead for the Heritage Trail Riverfront System, a component of the Mississippi River
Trail (MRT). The Dubuque community residents and visitors will benefit from a link to
the Eagle Point Park route of the Heritage Trail Riverfront System, and the Dubuque
Jaycees Trail along Peosta Channel.

Concept of Proposed Project
The Dubuque City Council commissioned a design study for Water Works Park in
August of 1995 to transform Hawthorne Street peninsula from a gravel area a'l.d boat
launch to a major riverfront park with trails, amenities, and trail linkages for people of all
ages and abilities.
As a combined trailhead for the Dubuque Jaycees Trail along the Peosta Channel, and
the Heritage Trail Riverfront System, Water Works Park will be a place of multi-use
activities and amenities for visitors of all ages. People can gather for concerts or
festivals, bike, hike, jog, walk, fish, and enjoy nature trail activities. The park will also
provide a picnic and rest area for residents and visitors, and feature interpretive
signage. Water Works Park will also give Dubuque residents and visitors access to
aquatic activities for motorized and non-motorized watercraft.
The park will offer easy access for persons with disabilities, and families with young
children in strollers as well as bicyclists. Water Works Park will also serve residents
who work or live in the area as well as tourists who are on their way to other attractions
in the city.
Water Works Park will feature two bike/pedestrian trails: the 930 feet long Riverfront
Trail that runs through the park and the 460 feet long Shoreline Trail along the
Mississippi River that will link to the Heritage Trail Riverfront System.
A Great Lawn is proposed for the center of the park on the shallow well field. It will
feature landscaping, and perennial butterfly and shade gardens. The plan includes the

use of trees interspersed throughout the park. Installation of water line extensions and
buried utilities will help support the use of the Great Lawn as an enhanced passive
recreation area, with space to accommodate community activities including the
Dubuque Symphony events, the Catfish Festival, and other special events and festivals
open to the public.
The Riverfront Trail will circle the Great Lawn. The Flood Wall Memorial Sculpture,
which commemorates the building of the floodwall in Dubuque after the catastrophic
1965 Flood, will remain in place on the grounds as a focal point anchoring the south
end of the Great Lawn.
Park visitors may enjoy the beauty of the Mississippi River from handicapped-
accessible river views along the Shoreline Trail on the eastern side of the peninsula.
Picnic areas will feature native limestone council rings that mirror the WPA era council
rings at nearby Eagle Point Park. The playground area will be located along the
Riverfront Trail of the park, and will feature a play structure for children.
Visitors who want to fish or enjoy the view of the river will enjoy the handicapped-
accessible fishing pier, which will be constructed along the shoreline. The actual design
configuration of the fishing pier will be determined through consultation with the Army
Corp of Engineers.
The design for parking allows for approximately 240 parking stalls in two lots. The
parking includes handicapped-accessible spaces for vans and cars. The plan also calls
for an upgraded boat launch facility, with paved parking for vehicles towing trailers. The
park also will provide access to public and private boat docks to accommodate large
and small boats.
Water Works Park will have a public information center with informational signs and
handicapped-accessible public rest rooms anchoring the north end of the Great Lawn.
There is a need for a wastewater dumping station to accommodate food service
vendors during festivals. The lighting, signage, and paving will address the uniqueness
of the site. Power lines will be placed underground to enhance the appearance of the
peninsula.
Park improvements are budgeted for two phases. The initial phase will create a city
park with green space and some amenities. The second phase will provide additional
amenities. Improvements proposed for Phase 1 of the Water Works Park project and
the Riverfront Trail and Shoreline Trail are:

Project Justification
Water Works Park will serve residents who work or live in the area and the general
community as well as tourists who are on their way to other attractions in the area who
want to bike, hike, jog, walk, and enjoy nature trail activities. This project is another
significant step in Dubuque's commitment to developing a safe, functional and beautiful
recreational area along the riverfront for present and future generations to enjoy.
Water Works Park will serve as a multiple-use, public attraction for health and fitness,
educational and commercial advantages, and a family-oriented recreational opportunity
for residents and visitors. Walking, jogging and bicycling, being great physical
activities, have many social benefits. Users of parks and recreational trails often share
a sense of community as they explore some of the most scenic vistas in the tri-state
area.
The Heritage Trail Riverfront System connects with many of Dubuque's low to
moderate income and minority neighborhoods to provide a low cost or no cost outing
for families.
Many citizens from all over the city of Dubuque currently use the Dubuque Jaycees
Trail regularly for biking, hiking, and jogging. It is hoped that the addition of Water
Works Park will reawaken the community's interest in the environmental vitality of
Dubuque, as well as expand use of the community's trails and riverfront parks.
Water Works Park is in close proximity to other public recreational facilities on Schmitt
Island, which include MacAleece Sports Complex and Miller-Riverview Park, and the
Greyhound Park and Casino. MacAieece Sports Complex, on the south side of Schmitt
Island, offers baseball and soccer fields, an inline skate park, playground equipment,
public rest rooms, concessions stand, a water fountain, and off-street parking.
Miller-Riverview Park, on the north side of Schmitt Island, offers primitive camp sites,
recreational vehicle (RV) camp sites with water and electrical services, an RV dumping
station, public rest rooms and showers, picnic tables and pavilions, playground

equipment, parking, fishing in the Mississippi River and Heron Pond, bird watching, and
hiking and biking on the Heron Pond Wetlands Nature Trail.
Water Works Park is linked to Schmitt Island via the Dubuque Jaycees Trail and
the Heron Pond Wetlands Nature Trail.
The protection of the riverfront land through the establishment of Water Works Park
will be a plus to the community of Dubuque and fulfill goals of the Iowa Open Spaces
Program. The overall goals of the Iowa Open Spaces Program are to educate the
citizens of the state about the needs and urgency of protecting the state's open spaces,
plan for the protection of the state's significant open space areas, and acquire and
protect those properties on a priority basis through a variety of appropriate means.
Water Works Park will enhance the appearance of the area, serve as a trailhead for the
Heritage Trail Riverfront System, and provide better parking and easier access to trails on
the riverfront. The park will enhance the appearance of the area and help make the area
more accessible to all trail users in the area, including families with young children and
individuals with disabilities. The parking lot will also provide handicapped-accessible
designated spaces that will be convenient for persons with disabilities.
Water Works Park will link components of the Heritage Trail Riverfront System with the
Heron Pond Wetlands Nature Trail on Schmitt Island and the Dubuque Jaycees Trail along
Peosta Channel. The park will create a connecting trailhead for the Heritage Trail
Riverfront System on the Eagle Point Park Route, which links to the principal route of the
trail system. The Heritage Trail Riverfront System runs throughout the City, beginning at
32nd Street on the City's north end and then through north end neighborhoods and
downtown, to the Mines of Spain State Recreational Area, south of Dubuque. The trail
system utilizes signed routes on city streets and off-road trail segments. The Dubuque
Heritage Trail is part of the backbone system of the State Recreational Trail Plan, the
Dubuque County Recreational Trail Plan, and the regional bikelhike trail component of the
2025 Dubuque Metropolitan Area Transportation Study (DMATS) Long Range
Transportation Plan for the tri-state region. It is also the local route ofthe Mississippi River
Trail (MRT) through Dubuque.
Numerous bird species have been identified in the approximate area of Water Works
Park, including the American Bald eagle, peregrine falcon, great blue heron, tern,
mallard, wood duck, Canada geese, and many songbirds. The area is also home to the
river otter, beaver, muskrat, woodchuck, and red fox. More than twenty species of fish
have been documented in the area.
The establishment of shade and butterfly gardens will provide habitat for additional
bird, butterfly, and insect species. The planting of trees, a shade garden and a butterfly
garden in Water Works Park will provide additional habitat for birds and insects. The
butterfly garden at Water Works Park will offer an opportunity for the local chapter of

the Audubon Society to participate in the North American Butterfly Association (NABA)
Butterfly Counts. The NABA Butterfly Counts is an ongoing program of NABA to census
the butterflies of North America and to publish the results. NABA is a non-profit
organization that focuses on non-consumptive, recreational butterflying for public
enjoyment and conservation of butterflies.
Water Works Park offers an ideal opportunity for a partnership with local schools for
student field trips to the riverfront. The need to preserve the environmental beauty of
Dubuque and protect the wildlife in the area is an important goal for the Dubuque
community. Water Works Park will have little negative impact to the area. It will
enhance public access to views of the beauty of the area near the river and promote
understanding of the environmental resources of the river.
The Water Works Park project is closely aligned to existing goals, priorities, and
objectives of state and local planning efforts. Water Works Park is listed as the City's
priority project for the 2004 update of the Dubuque County 5 Year Resource and
Enhancement (REAP) Plan. In addition, the 2002 Dubuque Comprehensive Plan contains
goals for bike/hike trails, riverfront enhancement, and increased accessibility to the river
within the community. Specifically, the Water Works Park project will help to realize these
Recreation goals of the Comprehensive Plan:
~ To improve and expand recreational opportunities for adults, the elderly and the
disabled.
~ To enhance the visual attractiveness of the community and park system.
~ To optimize the recreational amenities offered by the city's riverfront.
The benefits of Water Works Park for tourists and residents of the community are:
~ Increase public access to the wetlands, trails, and riverfront, especially for
persons with disabilities without negatively impacting the area.
~ Increase public awareness and appreciation of the importance of the trails,
wetlands, and riverfront life in Dubuque and along the Mississippi River.
~ Provide an educational and recreational resource for the area while protecting
the riverfront, wetlands habitat, plants, and wildlife populations.
~ Increase tourism and community use of the attractions in an underutilized area
of the Dubuque community that is known for beauty and tranquility. Examples
are: barge and boat watching, bird and butterfly watching, walking, jogging,
bicycling, picnicking, and fishing.

~ Increase usage by approximately 50% because of added amenities,
convenience, and new attractions on the Heritage Trail Riverfront System during
the next two to three years.
~ Boost the use of retail businesses in the area. The area features a variety of
retail sales and service businesses that will augment the trailhead at Water
Works Park.
~ Help fulfill the goals of the Heritage Trail Master Plan and increase annual use
of the Heritage Trail Riverfront System and the other attractions in the city of
Dubuque.
~ Provide an added attraction for the Dubuque community and tourists to enjoy
while visiting the America's River project on the Port of Dubuque which is in
close proximity to Water Works Park.
Water Works Park will offer views of some of the most beautiful areas in the tri-state
region. The site is surrounded by the Mississippi River, the river bluffs of Wisconsin
and Illinois, and the lush foliage along the river. Water Works Park has easy access to
Eagle Point Park and the America's River project as well as the Dubuque Jaycees Trail
and Schmitt Island. The park is located in an ideal area for a trailhead with parking and
picnic areas that both citizens and tourists can enjoy.
The Dubuque community and visitors will benefit from the addition of a park that will
serve as a trailhead to the Heritage Trail Riverfront System, and the Dubuque Jaycees
Trail. Water Works Park will serve as a major trailhead to these existing bike/hike trails
as well as provide two new trails in a new city park with a variety of amenities.
The creation of Water Works Park adds to Dubuque's reputation as a tourist
destination and provides a link to the entire Heritage Trail Riverfront System and the
community attractions along the Mississippi River. It also provides better accessibility
to and a trailhead for the HeritageTrail Riverfront System. Annual use on the Heritage
Trail exceeds 60,000 people with an estimated 35% from out-of-town.
Based on previous inquiries, the City anticipates that complimentary businesses will
continue to open along the trails and the Water Works Park. There are currently
restaurants, marinas, retail, and commercial businesses in the area.
Water Works Park is also a component of the $188 million America's River project that
received a Vision Iowa grant from the State of Iowa. The City of Dubuque, in cooperation
with the Dubuque Area Chamber of Commerce, the Dubuque County Historical Society,
Dubuque County, and Platinum Hospitality, received a $40 million grant from the Vision
Iowa fund for the America's Riverproject at the Port of Dubuque. The main components of
the America's River project are the Grand River Center, an 110,000 square foot
educational and conference center on the banks of the Mississippi River for national and

international educational forums; the National Mississippi River Museum and Aquarium, a
national interpretive center for the entire Mississippi River; the Grand Harbor Resort and
Indoor Water Park, a 200-room, quality four-star riverfront hotel and indoor water park; the
historic Dubuque Star Brewery, which is slated for restoration; and the Civil War era Shot
Tower, which is on the National Register of Historic Places.

Please see the attached itemized budget for Phase 1 and Phase 2 of the Water
Works Park project. The total budget for Water Works Park is $1,916,400.
Phase 1 of Water Works Park is estimated to cost $1,502,403. Phase 2 is
estimated to cost $413,987.
At this time, we are requesting grant funding of $200,000 from the Federal
Recreational Trails Program for Phase 1. The City of Dubuque has approximately
$995,000 budgeted for Water Works Park. We anticipate that the balance of
$307,400 needed for park development will come from federal, state and/or
private sources, including other grants.

The signed Resolution and Certificate of City Clerk will follow the October 4,
2004 City Council meeting.
The City of Dubuque Leisure Services Department, which operates and
maintains the City's trail system, in cooperation with the City's Water
Department, will oversee the construction and maintenance of Water Works
Park. The City of Dubuque Police Department and Leisure Services Department
will be involved to assure safety in the park with police officers and park rangers.
H. NARRATIVE discussing the extent to which adjacent property owners
have been informed of the proposed project and an assessment of their
acceptance.
The Dubuque Riverfront Plan, which Water Works Park is a part of, was
adopted in March of 1994. The Plan was a true collaborative effort among City
government, riverfront property owners and businesses, special interest groups
and the public-at-Iarge. These entities set an action agenda for riverfront
revitalization with high priority given to the river and to the creation of bike/hike
trails and complimentary projects.
The City of Dubuque adopted the Heritage Trail Master Plan in October of 1996
after numerous public meetings and public hearings. Over 300 residents and
numerous businesses along the riverfront and others in the community were
notified of these public workshops through newsletters. The workshop attendees
identified the need for a Water Works Park trailhead during this planning
process, and expressed public support and appreciation for the Heritage Trail
Master Plan.
The City of Dubuque undertook the design study for Water Works Park in
1995-1997. A design consultant and City staff met with key stakeholders to
identify issues and goals, develop a series of park layout plans, and to reach
consensus on the selected park design. This planning process included adjacent
property owners and businesses leasing adjacent City-owned land. Prior to
selection of a preferred design, the City Council took public input at meetings on
the design alternatives. The City Council has included the selected design and
budget for Water Works Park in public hearings on the annual budget since
1998.
Water Works Park is part of the capital improvement program for the Leisure
Services Department. The City of Dubuque's annual budget process involves
public notices and public hearings on the capital improvement program for the
Leisure Services Department.
PROJECT SELECTION CRITERIA POINT SYSTEM
IOWA FEDERAL RECREATIONAL TRAILS PROGRAM
1. Describe the degree to which the project provides for innovative recreational
trail sharing to accommodate motorized and non-motorized recreational trail use.
Water Works Park is located in the city of Dubuque on the Hawthorne Street
peninsula. The site is 3.4 acres, and surrounded by the main channel of the Mississippi
River on the east, a pleasure craft harbor on the west, and boat ramp at the southern
tip. It is at the juncture of the Mississippi River and Peosta Channel, and is bordered by
Hawthorne Street, Lake Street, and Harbor Drive. The peninsula, which lies entirely
south of the flood protection levee, lacks bicycle and pedestrian access.
Water Works Park will enhance the appearance of the area, and serve as a major
trailhead for the Heritage Trail Riverfront System, a 14-mile bike/hike trail system of on-
street routes and off-road paved trails. The park site is a prominent river promontory
that provides an excellent point to watch the river and boating activity.
The 930 feet long Riverfront Trail and the 460 feet long Shoreline Trail in Water Works
Park will link with the Eagle Point Park route of the Heritage Trail Riverfront System,
and the Dubuque Jaycees Trail along Peosta Channel. Water Works Park serves as a
trailhead to several existing bike/hike trails as well as offering two new trails with
adjacent amenities, and will enhance community enjoyment and the tourist experience.
The park will offer easy access for persons with disabilities, and families with young
children in strollers as well as bicyclists. Water Works Park will also serve residents
who work or live in the area as well as tourists who are on their way to other attractions
in the city.
2. Describe the degree to which the project provides for the greatest number of
compatible recreational purposes including, but not limited to, those recreational
purposes such as bicycling, mountain biking, cross country skiing,
hiking/jogging/fitness/nature trail activities, horseback riding, snowmobiling,
aquatic or water activities and vehicular traffic by motorcycle or all-terrain
vehicles.
Water Works Park will be a place of multi-use activities and amenities for visitors of all
ages. People can gather for concerts or festivals, bike, hike, jog, walk, nature trail
activities, fish, enjoy. The park will also provide a picnic and rest area for residents and
visitors, and feature interpretive signage. As a combined trailhead for the Dubuque
Jaycees Trail on the riverfront, and the Heritage Trail Riverfront System, Water Works
Park and the trails gives Dubuque residents and visitors access to many recreational
opportunities, including bicycling, hiking, jogging, fitness, and nature trail activities.
WaterWorks Park also provides access to aquatic activities such as sailing, canoeing,
and the use of motorized watercraft.
The new city park will feature two new bike and hike trails: the 930 feet long Riverfront
Trail and the 460 feet long Shoreline Trail.
A Great Lawn is proposed for the center of the park on the shallow well field. It will
feature landscaping, and perennial butterfly and shade gardens. The plan includes the
use of trees interspersed throughout the park. Installation of water line extensions and
buried utilities will help support the use of the Great Lawn as an enhanced passive
recreation area, with space to accommodate community activities including the
Dubuque Symphony events, the Catfish Festival, and other special events and festivals
open to the public. The Riverfront Trail will circle the Great Lawn.
Park visitors may enjoy the beauty of the Mississippi River from handicapped-
accessible river views along the Shoreline Trail on the east bank of the peninsula.
Picnic areas will feature native limestone council rings that mirror the WPA era council
rings at nearby Eagle Point Park. The playground area will be located between the
Riverfront Trail and the Shoreline Trail, and will feature a play structure for children.
Visitors who want to fish or enjoy the view of the river will enjoy the handicapped-
accessible fishing pier, which will be constructed along the Shoreline Trail. The actual
design configuration of the fishing pier will be determined through consultation with the
Army Corp of Engineers.
The plan also calls for an upgraded boat launch facility, with paved parking for vehicles
towing trailers. The park also will provide access to public and private boat docks to
accommodate large and small boats.
Water Works Park will have a public information center with infomoational signs and
handicapped accessible public rest rooms anchoring the north end of the Great Lawn.
There is a need for a wastewater dumping station to accommodate food service
vendors during festivals. The lighting, signage, and paving will address the uniqueness
of the site. Power lines will be placed underground to enhance the appearance of the
peninsula.
Numerous bird species have been identified in the area of Water Works Park,
including the American Bald eagle, peregrine falcon, great blue heron, tern, mallard,
wood duck, Canada geese, and many songbirds. The area is also home to the river
otter, beaver, muskrat, woodchuck, and red fox. More than twenty species of fish have
been documented in the area.
Water Works Park is also in close proximity to other public recreational facilities on
Schmitt Island, which include MacAleece Sports Complex and Miller-Riverview Park.
MacAleece Sports Complex, on the south side of Schmitt Island, offers baseball and
soccer fields, an inline skate park, playground equipment, public rest rooms,
concessions stand, a water fountain, and off-street parking.

Miller-Riverview Park, on the north side of Schmitt Island, offers primitive camp sites,
recreational vehicle (RV) camp sites with water and electrical services, an RV dumping
station, public rest rooms and showers, picnic tables and pavilions, playground
equipment, parking, fishing in the Mississippi River and Heron Pond, bird watching, and
hiking and biking on the Heron Pond Wetlands Nature Trail. Adjacent to Miller-
Riverview Park is the Dubuque Greyhound Park and Casino.
The recreational benefits and opportunities of Water Works Park for tourists and
residents of the community are:
» To increase public access to the riverfront wildlife habitat and trails, especially
for persons with disabilities without negatively impacting the area.
» To increase public awareness and appreciation of the importance of the trails,
wildlife habitat and riverfront life in Dubuque and along the Mississippi River.
» To provide an educational and recreational resource for the area while
protecting and enhancing the riverfront and wildlife habitat, and wildlife
populations.
» To increase tourism and community use of the attractions in an underutilized
area of the Dubuque community that is known for beauty and tranquility. Water
Works Park attractions will include: barge and boat watching, bald eagle and
bird watching, walking, bicycling, picnicking, butterflying, fishing, boating, and
expanded opportunities for special events and festivals open to the public.
» To increase usage by approximately 50% because of added amenities
convenience and new attractions on the Heritage Trail Riverfront System during
the next two to three years.
» To boost the use of retail businesses in the area. The area features a variety of
retail sales and service businesses that will augment Water Works Park.
» To help fulfill the goals of the Heritage Trail Master Plan and increase use of the
Heritage Trail Riverfront System and the other attractions in the city of Dubuque.
» To provide an added attraction for the Dubuque community and tourists to enjoy
while visiting the America's River project at the Port of Dubuque which is in close
proximity to the proposed Water Works Park.
3. Describe the degree to which the project facilitates access and use of trails by
older citizens, economically disadvantaged citizens, persons with disabilities,
and other special populations and groups.
Walking and bicycling, fishing and boating are great physical activities and have social
and health benefits for older citizens, people who are economically disadvantaged,

persons with disabilities, and other special populations or groups. Barge and boat
watching, bald eagle watching, walking, bicycling, picnicking, fishing, boating, and
expanded opportunities for special events and festivals offer access to social
opportunities. Water Works Park is centrally located, and is in close proximity to U.S.
Highway 151, U.S. Highway 52, and U.S. Highway 20, and offers the perfect setting on
the Mississippi River to gather with family and friends. Water Works Park users of the
Shoreline and Riverfront recreational trails in the park will share a sense of community
as they explore some of the most scenic vistas in the tri-state area.
Many citizens from all over the City of Dubuque currently use the Dubuque Jaycees
Trail and Heron Pond Wetlands Nature Trail regularly for walking, biking, and jogging.
Water Works Park will add two new trail opportunities in the area for people of all
ethnic and cultural backgrounds to come together for the enjoyment of concerts,
festivals, and other cultural and recreational activities. The possibility of meeting new
people and making new friends can positively impact the lives of visitors to the park.
The Heritage Trail Riverfront System and Water Works Park will connect with many of
Dubuque's low to moderate income neighborhoods to provide a low cost or no cost
outing for families. The area is also home to minority families. Water Works Park can
provide a place for family reunions, and an opportunity to get to know one's neighbors.
The area is also home to older adults who have lived in the neighborhood for many
years. Water Works Park provides a pleasant destination that is in walking distance to
their homes. Water Works Park will provide improved access to the riverfront for
persons with disabilities, families with young children, bicyclists, and boaters. The
parking lot will also provide handicapped-accessible designated spaces that will be
convenient for persons with disabilities.

4. Describe the degree to which the project provides development of trail
linkages.
Water Works Park is all about trail linkages. The Riverfront Trail and the Shoreline
Trail in the park will link to other components of the 14 mile Heritage Trail Riverfront
System, including the Dubuque Jaycees Trail along Peosta Channel. The park will also
create a connecting trailhead for the Heritage Trail Riverfront System. The Heritage
Trail Riverfront System runs throughout the city, beginning at 32nd Street on the city's
north end, and then through north end neighborhoods and the downtown to the Mines
of Spain State Recreational Area south of Dubuque. The trail system utilizes signed
routes on city streets and off-road trail segments.

Water Works Park will feature the 930 feet long Riverfront bike/hike Trail through the
park, and the 460 feet long Shoreline Trail along the Mississippi River. Both bike/hike
trails will link to the Heritage Trail Riverfront System, and the Dubuque Jaycees Trail.
WaterWorks Park is linked to the Heron Pond Wetlands Nature Trail on Schmitt
Island, which is north of Water Works Park, via the Dubuque Jaycees Trail
The Dubuque Jaycees Trail, which parallels the Peosta Channel and Water Works
Park, is a 12-foot riverfront trail that accommodates hikers, bikers, and joggers. The
Heron Pond Wetlands Nature Trail, another of the important links to Water Works
Park, provides an excellent opportunity to experience and learn about the wetlands of
the Mississippi River and enjoy other recreational opportunities on Schmitt Island. It is
the only trail adjacent to an ecologically significant natural area in the of Dubuque.
5. Describe the degree to which the project creates opportunities for partnerships
between trail users, private interests within the area and public agencies.
Water Works Park is a component of the America's River project, a partnership of the
of the city of Dubuque, the Dubuque Area Chamber of Commerce, the Dubuque County
Historical Society, Dubuque county, Platinum Hospitality, the state of Iowa, and
numerous federal agencies. This partnership has garnered millions of dollars from
private organizations as well as local, state, and federal agencies for trail development
and riverfront improvements in Dubuque.
The Water Works Park project will demand close working relationships between state
and federal entities to assure the success of the project. The city of Dubuque will
establish partnerships with the Iowa Department of Natural Resources, the U.S. Fish
and Wildlife Service, Army Corp of Engineers, U.S. Environmental Protection Agency,
the Iowa Department of Transportation, and the U.S. Coast Guard.
Water Works Park will also require close cooperation between the city of Dubuque
and retail businesses in the area such as the Dubuque Marina and Bowling and
Beyond. The key to success will be cooperation and communication from all parties to
ensure success of Water Works Park.
The project area features a variety of retail sales and service businesses that will
augment the trailhead at the park. To the north is a bowling alley, a municipal
swimming pool, Lock and Dam # 11, and Eagle Point Park. To the south is Schmitt
Island, which is home to the Dubuque Greyhound Park and Casino, Heron Pond
Wetlands, and Miller-Riverview Park, a picnic and camping park. To the west are the
Dubuque Marina, The Yardarm restaurant, the pleasure-craft harbor, and the Kerper
Boulevard Industrial Park.

creating public amenities that enhance the quality of life, provide for healthful activities of local

ten years of planning, fundraising and hard work by a broad base of our citizenry in the private
and public sectors has resulted in the reclamation of the riverÍÌ'ont and the establishment of a

Currently, Dubuque has only one park along the Missìs~ippi Hiver and we
have numerous requests from our citizens to have more access to the river. This
project develops existing city property into a large park.
Highlights of this development include:
Revision of the traffic flow so that vehicles would not travel along the
main channel of the river. This frees up a lot of space for pedestrian
access and creation of the park setting.

During the development of the Dubuque Jaycees Trail, which adjoins Water Works
Park, the city involved the owners of industrial property along the trail. The industry
executives saw the trail system and the Water Works Park project as amenities for
their employees' physical fitness and well-being.
6. Describe the degree to which the project is identified in, or furthers a goal of
Iowa's Recreation Plan 1995 (SCORP), the Iowa Trails Plan, or a
regional/county/municipal plan.
The Water Works Park project is closely aligned to existing goals, priorities, and
objectives of both state and local planning efforts. The Heritage Trail Riverfront System
is part of the backbone system of the State Recreational Trail Plan, the Dubuque
County Recreational Trail Plan, and the regional bike/hike trail component of the 2025
Dubuque Metropolitan Area Transportation Study (DMATS) Long Range Transportation
Plan for the tri-state region. It is also the locally designated route through the city of
Dubuque for the Mississippi River Trail (MRT).
According to the Iowa Statewide Comprehensive Statewide Plan (SCORP), the two
most important values for quality trail experience are aesthetic beauty and natural area
preservation. Water Works Park will offer views of some of the most beautiful areas in
the tri-state area. As a major trailhead on the Heritage Trail Riverfront System, the
park, surrounded by the main channel of the Mississippi River, the river bluffs of
Wisconsin and Illinois and the lush foliage along the river, is an ideal area for a park
that features all of the special amenities that Water Works Park offers.
The planting of trees, a shade garden and a butterfly garden in Water Works Park will
provide additional habitat for birds and insects. The butterfly garden at Water Works
Park will offer an opportunity for the local chapter of the Audubon Society to participate
in the North American Butterfly Association (NABA) Butterfly Counts. The NABA
Butterfly Counts is an ongoing program of NABA to census the butterflies of North
America and to publish the results. NABA is a non-profit organization that focuses on
non-consumptive, recreational butterflying for public enjoyment and conservation of
butterflies. According to the Iowa Statewide Comprehensive Statewide Plan (SCORP),
the two most important values for quality trail experience are aesthetic beauty and
natural area preservation. Water Works Park will offer views of some of the most
beautiful areas in the tn-state area. As a major trailhead on the Heritage Trail Riverfront

The SCORP calls for the expansion and acquisition, development and management of
existing. . . wetlands, recreation and wildlife areas and a need to increase awareness of
wildlife diversity programs and non-consuming enjoyment of wildlife on all lands. The
SCORP also states that trail users will spend money in a community, especially if there
are other attractions in the immediate area. The SCaRP mentions that the use of trails
can increase downtown revitalization, increase property values, and attract additional
business. The Dubuque community and visitors will benefit from the addition of a park
that will provide handicapped-accessible amenities, access for parents with children in
strollers, and a wide variety of activities to enhance community enjoyment and the
tourist experience. Water Works Park is also in the area of two other off-road bike/hike
trails, the Heron Pond Wetlands Nature Trail on Schmitt Island and the Dubuque
Jaycees Trail along the Peosta Channel.
The creation of Water Works Park will add to Dubuque's reputation as a tourist
destination, and provides a link to the Heritage Trail Riverfront System and other
community attractions along the Mississippi River, such as the America's River project
at the Port of Dubuque. Annual use on the Dubuque County Heritage Trail exceeds
60,000 people with an estimated 35% from out-of-town. Based on previous inquiries,
the city anticipates that complimentary businesses will continue to open along the trails
and in the Water Works Park area. The establishment of the park will improve the
economic climate of the area, where there are currently restaurants, marinas, and retail
and commercial businesses within a short biking or driving distance.
The overall goals of the Iowa Open Spaces Program are to educate the citizens of the
state about the needs and urgency of protecting the state's open spaces, plan for the
protection of the state's significant open space areas, and acquire and protect those
properties on a priority basis through a variety of appropriate means. The protection
and enhancement of riverfront land will be a plus to the community of Dubuque and
fulfill goals of the Iowa Open Spaces Program. Water Works Park offers an ideal
opportunity for a partnership with local schools for student field trips to Heron Pond
Wetlands Nature Trail and the Dubuque Jaycees Trail.
According to the Statewide Trails Vision of the Iowa Department of Transportation,
the ultimate goal of the Vision is to connect communities, parks, natural resources,
shopping, employment and other amenities with a comprehensive, multi-modal, easily
accessible trails system. The importance of Water Works Park is that it will connect to
many other attractions in the community. It will also provide better accessibility to the
Heritage Trail Riverfront System by offering a variety of amenities as a major trailhead
on the trail system. The Heritage Trail Riverfront System runs throughout the city,
connecting the Dubuque County Heritage Trail north of the city with the riverfront, the
downtown area, and the Mines of Spain State Recreational Area south of Dubuque.
The city of Dubuque has extended the Heritage Trail approximately 14 miles through
the community and along the riverfront by utilizing signed routes on streets and off-road
trail segments. The Dubuque Heritage Trail is part of the backbone system of the State

Construction of the park will also protect and preserve the shallow wells on the
Hawthorne Street peninsula.

This is an excellent time for the City of Dubuque to begin the Water Works Park
project. We are celebrating a growth in economic development that has changed the
face of the community from a city focused on industry to a community offering a
synergy of industry, tourism, and technology.
Dubuque, the oldest city in Iowa, enjoys the surrounding beauty of the Mississippi
River, a rich cultural heritage, and an abundance of architectural history. We want to
preserve and protect the land that lies on the Mississippi River, and Water Works Park
will help us do that for future generations.
The Dubuque community and visitors will benefit from the addition of a park and trails
that will connect them to the Heritage Trail Riverfront System and the Dubuque
Jaycees Trail. Water Works Park, serving as a trailhead to several existing bikelhike
trails, will enhance community enjoyment and the tourist experience.
Water Works Park is listed as the City's priority project for the 2004 update of the
Dubuque County 5 Year REAP (Resource Enhancement and Protection) Plan.
The Dubuque County 5 Year REAP Plan also states that "it is the goal of the city of
Dubuque's leisure Services Department to develop a safe, clean, functional and
attractive system of parks and recreational facilities to meet the passive and active
leisure needs of all residents and visitors ..

The City of Dubuque has budgeted $995,000 for development of Water Works Park.
The $1.9 million cost of the park's full development will be realized through state and
federal grants as well as private participation. Private participation can include
donations of cash, goods, and services for park development.
The creation of Water Works Park adds to Dubuque's reputation as a tourist
destination, and provides a link to the entire Heritage Trail Riverfront System and the
community attractions along the Mississippi River. Annual use on the Heritage Trail
exceeds 60,000 people with an estimated 35% from out-ot-town. Water Works Park
provides an opportunity to make a connection to out of town visitors and international
visitors from the Port of Dubuque area.
Based on previous inquiries, the City anticipates that complimentary businesses will
continue to open along the trails and the area of Water Works Park. There are
currently restaurants, marinas, retail, and commercial businesses in the area, and the
proximity of the Port of Dubuque and America's River project will enhance the use of
existing businesses downtown and the possibility of new development.
8. Describe the degree of citizen involvement in proposal conception and
implementation.
a.) Project idea originated with trail users or a community group which has
substantial knowledge of the area and its residents; and
b.) The private sector, (including individual citizens, community groups or local
business enterprises) has participated in development of the proposal idea and
has made commitments of labor, money, or materials to support implementation.

March of 1994. The plan was a true collaborative effort among city government,
riverfront property owners and businesses, special interest groups and the public-at-
large. These entities set an action agenda for riverfront revitalization with high priority
given to the river and to the creation of bike/hike trails and complimentary projects such
as trailheads.
The design study for Water Works Park was undertaken in 1995 -1997. The design
consultant and City staff met with key stakeholders and adjacent businesses to identify
issues and goals, to develop a series of park layout plans, and to reach consensus on
the selected park design. Public input was taken at City Council meetings on the design
alternatives prior to selection of a preferred design. The selected design and budget for
Water Works Park has been included in the City Council's public hearings on the
annual budget since 1998. Initial interest began with the city's community visioning
process for the tri-state area in 1990-1992. Over 5,000 area residents participated in
the process through telephone surveys, questionnaires, public forums, and public
hearings.
The Heritage Trail Master Plan was adopted in October of 1996 after numerous public
meetings and public hearings. Over 300 residents and numerous businesses along the
riverfront and others in the community were notified of these public workshops through
newsletters. The need for a trailhead at Water Works Park was identified during this
planning process. Public support and appreciation for the Heritage Trail Master Plan
was expressed at these meetings.
9. Describe the degree to which the project ties into other trails; greenways;
scenic corridors; or natural, cultural, historical, and recreational areas.
The Water Works Park project ties into the entire Heritage Trail Riverfront System.
The creation of the park provides a venue for interpretation of the historical, cultural,
and natural resources of the Mississippi River in Dubuque and the tri-state area.
Dubuque is the oldest city in Iowa, and has a rich heritage of historically significant
districts and buildings for the community and visitors to enjoy. There are approximately
700 properties listed on the National Register of Historic Places.

Water Works Park provides a linkage to the Dubuque Jaycees Trail, and the Heritage
Riverfront Trail System Lock and Dam # 11 is north of Water Works Park, accessible
via the Heritage Riverfront Trail System. Many visitors and residents like to watch the
barges and boats lock through here, as well as watch for bald eagles and peregrine
falcons.
The park is also near the Great River Road that runs through Dubuque from Highway
52 north near Sageville along Central Avenue (which is in the heart of the city), and
then proceeds south on Highway 52 to Bellevue.
Water Works Park will offer views of some of the most beautiful areas in the tri-state
region, surrounded by the Mississippi River, the river bluffs of Wisconsin and Illinois,
and the lush foliage along the river.
Water Works Park is in an ideal area for a trailhead park, and features a parking lot,
picnic areas, and other amenities that both residents and tourists can enjoy.
The Heron Pond Wetlands Nature Trail, which will link to Water Works Park, via the
Dubuque Jaycees Trail, loops around Miller-Riverview Park and the Heron Pond
Wetlands on Schmitt Island. The trail gives Dubuque residents and visitors an
opportunity to experience and learn about the wetlands of the Mississippi River and
enjoy other recreational opportunities on Schmitt Island. It is the only trail adjacent to
an ecologically significant natural area in the city of Dubuque.
10. Describe the degree of commitment to continue operation and maintenance of
the project after grant money is no longer available.
The City of Dubuque is committed to adequately maintaining and operating Water
Works Park for its intended use as part of our park and trail systems following project
completion. The City of Dubuque Leisure Services Department, in cooperation with the
City's Water Department, will oversee the park construction and maintenance. The
Leisure Services Department has a complement of full-time and seasonal employees in
its Park Division that operate and maintain the public parks and trail systems in the
community. The City of Dubuque Police Department and Leisure Services Department
will also collaborate to assure safety in the park with police officers and park rangers.
The City of Dubuque is financially sound, with a diverse and expanding tax base and
revenues. The City is fiscally responsible, with adequate reserves and minimal debt
service. Recently, the City's bond rating was upgraded to an Aa2 bond rating by
Moody's Investments. The City's annual operating and capital budget is nearly $100
million and funds a full range of services. The annual operating budget is about
$64,000,000. The annual capital budget is $37,000,000.

The City Council agrees to utilize budgeted funds to provide the financial match for this
project, should the application for Water Works Park be approved. In the event that the
application is approved, the City Council by resolution has provided its written
assurance that the completed Water Works Park project will be maintained adequately
for its intended public use for a minimum of twenty (20) years following project
completion.
The community has a stable and diversified manufacturing base and a growing service
sector. Dubuque is the major retail, medical, education and employment center for the
tri-state area. Tourism continues to be a major economic force in the community.
government works in collaboration with the private sector to promote economic
development. Having quality livable neighborhoods with a variety of parks and trails is
a long-standing priority of the City Council.
