The U.S. Department of Housing and Urban Development awarded the City of Dubuque
a $1,000,000 Economic Development Initiative (EDI) Special Project grant for the
development of America's River Museum on August 6, 2002. The City Council
authorized the grant agreement on July 1, 2002. The Dubuque County Historical
Society is the entity responsible for completion of the project.
This $1,000,000 HUD grant provides funds for staff costs associated with developing
and operating programs for the America's River Museum on behalf of the Dubuque
County Historical Society, The grant budget allocates $840,000 for personnel and
$160,000 for fringe benefits. The Dubuque County Historical Society is requesting this
budget be revised to allocate $924,000 for personnel and $76,000 for fringe benefits,
This budget adjustment will better allocate the division between wages and benefits and
shift funds within the total approved budget without increasing the awarded amount. To
date, $813,6544 has been expended from the EDI grant, with $750,619 expended for
personnel and $63,035 for benefits.
Housing and Community Development Director David Harris recommends City Council
approval of a budget amendment for the EDI Special Project grant agreement for the
America's River Museum.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memorandum presents for City Council review and approval a resolution providing for a
budget amendment to the Economic Development Initiative (EDI) Special Project grant for the
America's River Museum.
BACKGROUND
The U.S. Department of Housing and Urban Development awarded the City of Dubuque a
$1,000,000 Economic Development Initiative (EDI) Special Project grant for the development of
America's River Museum on August 6, 2002. The City Council authorized the grant agreement
on July 1, 2002 by Resolution 334-02. The Dubuque County Historical Society is the entity
responsible for completion of the project.
The Dubuque County Historical Society developed the America's River Museum, now known as
the National Mississippi River Museum & Aquarium. Through research, education, and outreach,
the museum raises public awareness of issues relating to the Mississippi River and its watershed.
The museum features history and natural habitat ofthe Mississippi River, large aquariums,
outdoor wetland, living history, and boat- building demonstrations. It promotes greater public
understanding of the Mississippi River's role as a nationally significant environmental resource and
as a national significant waterway.
As reported by Jerry Enzler, Executive Director for the Dubuque County Historical Society, the
museum has had over 300,000 visitors since it opened June 28th, 2003. Marketing efforts
continue to gain exposure for the museum, which now has 3,400 members, compared to less than
700 one year ago. Staff continues to develop new educational programs and methods to
determine how best to interpret the new museum exhibits.
DISCUSSION
This $1,000,000 HUD grant provides funds for staff costs associated with developing and

Society. The grant budget allocates $840,000 for personnel and $160,000 for benefits for the
museum. The Dubuque County Historical Society is requesting this budget be revised to allocate
$924,000 for personnel and $76,000 for benefits. This budget adjustment will better allocate the
division between wages and benefits and shift funds within the total approved budget without
increasing the awarded amount. To date, $813,6544 has been expended ITom the EDI grant, with

RECOMMENDATION
I recommend that the City Council approve the attached resolution authorizing the proposed
budget amendment for the EDI Special Project grant agreement for the America's River Museum.
The resolution will also forward the amendment to the U.S. Department of Housing and Urban
for approval.
ACTION STEP
The action step for the City Council is to adopt the attached resolution.

A RESOLUTION PROVIDING FOR A BUDGET AMENDMENT TO THE

AND URBAN DEVELOPMENT FOR THE AMERICA'S RIVER MUSEUM.
Whereas, the U.S. Department of Housing and Urban Development (HUD) has
allocated a $1,000,000 Economic Development Initiative (EDI) Special Project grant to
the City of Dubuque, on behalf of the Dubuque County Historical Society (DCHS), sub-
grantee, for work associated with the development of the America's River Museum; and
Whereas, the Dubuque County Historical Society will utilize the grant funds for
the America's River Museum project and will be the entity responsible for completing
said project; and
Whereas, the Dubuque County Historical Society is requesting the budget be
amended to reallocate funds without increasing the awarded amount.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the budget for the $1,000,000 Economic Development Initiative
(EDI) Special Project grant for the America's Riv~r Museum is hereby amended as
follows by reallocating funds as follows: $924,000 for personnel and $76,000 for fringe
benefits.
Section 2. That the Mayor is hereby authorized to submit said budget
amendment for the EDI grant to the U. S. Department of Housing and Urban
Development together with such documents as may be required.

The Dubuque County Historical Society requests a budget adjustment in order to better allocate
the division between wages and benefits. This does not increase the budget amount, but simply
shifts funds within the total approved budget.
We have been incurring benefit charges for these employees such as pension costs, medical
insurance, dental insurance, etc, But we have not charged them against the project in an effort to
streamline the reporting process. Therefore, we are requesting this adjustment at this time.
