Sealed bids were received for the Northwest Arterial Fiber Optics Conduit Project.
Acting Public Works Director/City Engineer Gus Psihoyos recommends award of the
contract to the low bidder, Vol kens, Inc., in the amount of $113,024, which is 23.54%
under the engineer's estimate
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the award of the Northwest Arterial Fiber Optics
Conduit Project.
DISCUSSION
This 4-inch conduit with 4 - 1" inner-ducts will start at US 20 and the Northwest Arterial
where it will hook into the conduit installed during the US 20 Signalization Project. From
this intersection, the conduit will run along the west side of the Arterial and join the
intersections of Chavenelle Drive, Pennsylvania Avenue, and Asbury Road. This
conduit will be used by the City and other utility companies to install fiber optics along
the Northwest Arterial. The City fiber would be utilized for traffic signal communications
including interconnecting of the Northwest Arterial traffic signals to the US 20
interconnect system. In addition to the work described above, additional empty conduits
will be placed around each of the three signalized intersection to supplement the
existing traffic signal conduits that are at capacity.
Sealed bids were received on September 23, 2004. Volkens, Inc. of Dyersville, Iowa,
submitted the low bid in the amount of $113,024.00. This amount is 23.54% under the
engineer's estimate. A summary of the bids received is as follows:

RECOMMENDATION
I recommend that the contract be awarded to Volkens, Inc. in the amount of

ACTION TO BE TAKEN
I recommend that the City Council adopt the attached resolution awarding the
Northwest Arterial Fiber Optics Conduit to Volkens, Inc. in the amount of $113,024.00.

RESOLUTION NO. 384-04
RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 1st day of September, 2004, plans, specifications, form of
contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for
the Northwest Arterial Fiber Optics Conduit Project.
Whereas, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost
for said improvements for said project.

RESOLUTION NO. 385-04
AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the
Northwest Arterial Fiber Optics Conduit Project pursuant to Resolution No. 350-
04 and notice to bidders published in a newspaper published in the City of
Dubuque, Iowa on the 10th day of September, 2004.
Whereas, said sealed proposals were opened and read on the 23rd day of
September, 2004 and it has been determined that the bid of Volkens, Inc. of
Dyersville, Iowa, in the amount of $113,024.00 was the lowest bid for the
furnishings of all labor and materials and performing the work as provided for in
the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Volkens, Inc.
and the Manager be and is hereby directed to execute a contract on behalf of the
City of Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.
