State and local government officials do not believe that alilP services are interstate in nature and that it is dangerous for Representative Pickering to make such a conclusion before a full record is established on the subject. There is much more at stake than mere definitions or classification in this debate. The finding that alilP services, such as VoIP, are purely interstate in nature could jeopardize numerous important public policy objectives such as universal service, consumer safeguards and state and local tax authority, It is interesting to note that the Senate Commerce Committee, when faced with this same issue in marking up Senator Sununu's VolP bill, concluded that not alilP services are interstate. The Senate reserved certain rights and authority to state and local governments in order to protect consumers. We believe that following a full debate on the issue that the House of Representatives will reach the same conclusion, Please do not sign Representative Pickering's letter.
