Chairperson Maloy called the meeting to order at 6:30 p.m. following staff assurance of
compliance with Iowa Open Meeting Law.

Commissioner Giesen moved to approve the August 11, 2004, meeting minutes as submitted.
Commissioner Gukeisen seconded. Roll call. All present in favor. Motion passed.

Public Hearing
Consolidated Annual Performance and Evaluation Report (CAPER)
FY 2004 Community Development Block Grant (CDBG) Program
Commissioner Pregler moved to open the public hearing. Commissioner Maloy seconded. Roll
call. All present in favor. Motion passed.
Record shows no public spoke regarding the CAPER Report.
Aggie Tauke reviewed the CAPER report and how CDBG funds had been spent in Fiscal Vear
2004. She stated that all HUD requirements had been met.
Commissioner Oliver moved to close the public hearing. Commissioner Shaw seconded. Roll
call. All present in favor. Motion passed. Commissioner Pregler moved to approve the CAPER
report and forward to the City Council. Commissioner Wainwright seconded. Roll call. All
present in favor. Motion passed.
New Business
Consolidated Planning for Community Needs
Public Input on Community Needs and Priorities
Aggie reported that focus groups meetings were held on August 31, September 1 and
September 8. She stated that the participation was great. The common themes among all the
groups were housing, jobs, health care, transportation and education. She stated that Len
Decker from Loras College has completed analysis of the 2000 Census data. This report will be
made part of the 2006-2010 Consolidated Plan.
Chris Olsen, representing the Historic Preservation Commission, stated that she would like to
see continued focus on neighborhoods and support for neighborhood grants.
Bob Fisch, representing the Historic Bluffs Neighborhood Association, stated that he feels that
there is a lack of childcare and people can't afford what is available.
Cpl. Scott Simpson stated that the COPS would like to see a park or more green space on the
lower part of Washington Street so that children wouldn't play in the streets. He noted there is
no established neighborhood association in that area. He also voiced a need for an emergency
shelter for women/children.
Historic District Public Improvement
Loras Boulevard Historic Street Lights Update
Aggie reported that the lights project will be completed soon and all funds expended. Jerelyn
O'Connor stated that a light ceremony called "Tuming on the Lights" is planned for October 18,
2004, before the City Council meeting. All are invited.
Information Sharing
Commissioner Pregler reported that if approved, the new Prescott School plan will include
demolition of the Dubuque Labor and Harvest property. He stated that they may be looking for
assistance in purchasing a new property.
Commissioner Pregler also stated that his term is up in February 2005 and that he will not be re-
applying.
Adjournment
There being no further business to come before the Commission, Commissioner Pregler moved
to adjourn. Commissioner Giesen seconded. Motion passed by voice vote. Meeting was
adjourned at 7:35 p.m.
