PROCLAMA TION
WHEREAS, the City of Dubuque recognizes that approximately 11% of its children six
years of age and younger who are tested, are lead poisoned; and,
WHEREAS,
the City's Childhood Lead Poisoning Prevention Program, a partnership
between the Health Services and Housing & Community Development
Departments initiated in 1994, is celebrating its 10th anniversary, utilizes many
Dubuque community resources and volunteers to address childhood lead
poisoning and its prevention; and,
WHEREAS,
the Dubuque Childhood Lead Poisoning Prevention Program has formed the
Dubuque Childhood Lead Poisoning Prevention Coalition, a community-based
effort to provide preventative education and resources to those affected by
lead poisoning; and includes the Dubuque VNA, Dubuque Community School
District, local pediatricians and family practice physicians, Landlord
Association, Dubuque Board of Realtors, Operation Paintbrush, Department of
Human Services, etc; and,
WHEREAS,
the City's Childhood Lead Poisoning Prevention Program which provides
environmental and medical case management for lead poisoned children,
prevention education, financial assistance to remove lead hazards, and a
Healthy Homes program designed to prevent childhood lead poisoning and
other pediatric health problems, has made over 500 residences lead safe; and,
NOW THEREFORE, I, TERRANCE M. DUGGAN, MAYOR OF THE CITY OF DUBUQUE, DO
HEREBY DECLARE OCTOBER 24-30, 2004 AS:
"CHILDHOOD LEAD POISONING WEEK"
IN THE CITY OF DUBUQUE AND ENCOURAGE ALL CITIZENS TO BECOME INVOLVED IN
LEAD POISONING PREVENTION AND TO HAVE CHILDREN SIX YEARS OF AGE OR
YOUNGER SCREENED FOR THIS PREVENTABLE CHILDHOOD CONDITION.
IN WITNESS THEREOF, I have hereunto set my
Hand and caused the Great Seal of the City of
Dubuque, IA to be affixed this 18th day of
October, 2004.
