The City of Dubuque Zoning Advisory Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
The applicant was not in attendance.
Staff Member Guy Hemenway reviewed the plat, noting the number of lots and
proposed streets within the subdivision. He also reviewed provisions for water and
sewer facilities, and storm water control.
There were no public comments.
The Zoning Advisory Commission discussed the request. Commissioner Smith inquired
about the large parcel to the north and whether the Zoning Advisory Commission would
review subsequent lot splits. Staff Member Hemenway indicated that if the private
street is extended as part of the plat, the Commission will review the new plat.
Recommendation
Bya vote of 5 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request.
A simple majority vote is needed for the City Council to approve the request.

Physical Characteristics: The subject property is a large 48-acre relatively level lot that
has frontage on U.S. Highway 20 on the north and frontage along North Cascade Road
on the south. The property is currently accessed from North Cascade Road.

Proposed Streets and Grades: Proposed 300-foot extension of Royal Wood Drive north
of its intersection with North Cascade Road and a proposed 350-foot Key City Lane to
intersect Royal Wood Drive. Both streets have a 66-foot right-of-way. Key City Lane is
stubbed to the section line at the edge of the subject property and Royal Wood Drive is
stubbed to the center of Lot 1.
Recommended Motion: Motion to approve the submitted preliminary plat of Key City
Properties Plat No.2 as it is in substantial compliance with City of Dubuque Subdivision
Regulations.
Conformance with Comprehensive Plan: The submitted preliminary plat implements
the Comprehensive Plan's Land Use Element: 3.1 and Economic Development
Element: 3.4 and 8.1.

Impact of Request on:
Utilities: The proposed development will get water from an existing large well on an
adjacent lot and individual septic will be provided for each lot.
Traffic Patterns: The subject property will be accessed from North Cascade Road.
Based on 2001 IDOT traffic counts North Cascade Road carries approximately
1,700 average daily trips.
Public Services: Existing public services other than water and sewer are adequate
to serve the site.
Environment: Staff does not anticipate any adverse impact to the environment
provided septic systems are installed as per County standards, and erosion control
is provided during all phases of development of the property.
Adjacent Properties: Development of the subdivision will increase traffic, ambient
light levels, noise and activity in this area.
Recommended Conditions on Plat: None.
Staff Analysis: The submitted preliminary plat of Key City Properties Plat No.2
represents a lot split of an existing approximately 51-acre lot into two lots. Lot No.1,
the large lot, will be 47.9 acres, and the smaller lot located at the southwest corner of
the property will be 3.22 acres. The entire property is zoned M-1 County Industrial.
The applicant is proposing two street extensions. One will be an extension of Royal
Wood Drive approximately 350 feet to the north of its termination at north Cascade
Road. The other will be a new street (Key City Lane) accessed from extended Royal
Wood Drive. Key City Lane will be approximately 350 feet long and terminate at the
subdivision's western property line. Both streets will provide adequate access to the
balance of the subdivision and adjacent property, which will enable further
development. The property will be served by an existing communal water well on an
adjacent lot located along North Cascade Road. Each lot will use individual septic
systems. Currently the only platted access is from North Cascade Road.
Planning staff recommends that the submitted preliminary plat of Key City Properties
Plat No.2 be approved as it is in substantial compliance with City of Dubuque
Subdivision Regulations.
