Chairperson Stubben called the meeting to order at approximately 5:30 p.m., following
staff assurance of compliance with Iowa Open Meeting Law.

Commissioner Wainwright motioned to approve the March 16, 2011 minutes.

Neighborhood Grant Requests
Jerelyn O'Connor reported the Neighborhood Grant review committee is recommending
that applications from Valley View Neighborhood Association and North End
Neighborhood Association be awarded funding. She noted the Valley View
Neighborhood Association has participated in an annual neighborhood cleanup for the
past eleven years. Last year 75 households were involved, representing 35% of the
neighborhood. The neighborhood cleanup will take place on May 21.

Jerelyn reported that the North End Neighborhood Association has partnered with the
Multicultural Family Center for a series of activities including transportation to and from
events. The funding will also support the summer camps at the Multicultural Family
Center.
Commissioner Michalski motioned to approve the grant applications for Valley View
Neighborhood Association and North End Neighborhood Association. Seconded by
Commissioner Maloy. Roll Call. All present in favor. Motion passed.
FY 2012 Annual Plan
David Harris reported HUD has informed the City that the Community Development Block
Grant funding is expected to be reduced by 16 %. Although a preliminary estimate, staff
has notified our public service agencies of the proposed cuts. Tom Oberhoffer, President
of the Washington Tool Library, reviewed the impact on their program. David reviewed
the proposed activity funding reductions and asked for recommendations from
Commission. Commissioners discussed the reductions and concurred with staff
recommendations. Staff stated a final recommendation will be presented to the
Commission when HUD officially notifies us of our CDBG entitlement.
Information Sharing
Jerelyn O'Connor distributed information regarding two upcoming events: Orange Park
Neighborhood clean -up on Saturday, May 7 and the Annual Neighborhood Resource Fair
on Thursday, April 28.

There being no further business to come before the Commission, Commissioner
Maloy moved to adjourn. Commissioner Michalski seconded. Motion passed by voice
vote. Meeting was adjourned at approximately 6:10 p.m.
