Subject: Iowa Ramp Re- lamping Project
In the FY 2001 Capital Improvement Budget, the City Council approved $90,000 for the re-
lamping of the Iowa Street parking ramp.
Attached you will find for your approval and signature, the agreement with TwistHDM
(LimeLight) for the installation of the new system. This is the same system installed in the 5th
Street Ramp, Locust Street Ramp and the 10 and Central Street Ramp.
The contract has come in under budget as you can see. Prior to the proposal being
submitted, I asked that TwistHDM again bid out the electrical work and they received bids
from both Paulson Electric and Westphal Electric. Westphal gave the lower installation cost
for the project to TwistHDM. They are a subcontractor of TwistHDM.
I have spoken with Jenny Larson, Budget Director, and due to the energy reduction given by
this project, she has approved proceeding with this phase prior to the beginning of the FY 12
Budget year.
If you approve, please sign the attached agreement and return to the Parking Division. If you

For the investment figure presented below, TwistHDM, LLC will provide the following products and services to the City of
Dubuque, Iowa in support of the Iowa Street garage lighting retrofit project:
Limelight Turnkey Investment: $55,668.45 (any applicable tax not included)
