Minutes Human Rights 8 9 04 DUBUQUE HUMAN RIGHTS COMMISSION MINUTES OF August 9, 2004 Judy Giesen called the meeting of the Dubuque Human Rights Commission to order at 4:16 p.m. on Monday, August 9, 2004, in Conference Room 2 at the City Hall Annex. Roll Call: Present: Absent: Staff: Sarah Davidson Penny Ehlinger Evelyn Jackson Patricia Foster Corrine Murray Judy Giesen Vincent Vanden Huevel Bill Ross Lou Oswald Kelly Larson Bill Blum Carol Spinoso Approval of Minutes Motion by Commissioner Murray, and second by Commissioner Jackson, to approve the minutes of July 12, 2004 as submitted. Motion carried unanimously. Review Plan of Action for Established Goals 1) Welcoming New Residents -Corine, Patricia Conversations sharing experiences of the newcomers continue. Corine spoke to the Kiwanis Club regarding this subcommittee's goal. In September NICC will be offering an English class for Hispanic men at the Lantem Center. They are trying to enlist the services of some nurses to provide education and advocacy to the newcomers. The next meeting is August 12 at 8:00 a.m. 2) Human Rights in the Schools - Evelyn, Lou No report given. Subcommittee will reconvene when school is in session. 3) Sexual Orientation - Bill, Judy, Vince The group decided to send letters to the 1,000 plus Chamber members in September. Judy and Bill met with Chief Wadding regarding the bias crimes that took place at One Flight Up. Both cases are currently being investigated and follow up is taking place. Three subcommittee members will be meeting with Kelly on Wednesday at 11:15 a.m. to discuss procedural issues regarding hate crimes. 4) Disability Awareness/Education - Penny, Lou, Sarah They have added four new members to the subcommittee but are still looking for more volunteers. They currently have two survey groups ready to perform, but they are still working on a phone script and a follow up procedure. Caseload ReDort Carol summarized the July Caseload Report. There were sixty intakes, four new cases were filed, six cases are currently in investigation, three cases in backlog, four cases in mediation, three cases are in administrative review, three cases is in ALJ review, and six cases were closed. The case synopsis involves an allegation of national origin discrimination in the area of public accommodation. Chairoerson's ReDort Commissioner Giesen provided a written report. She added that the next Faces & Voices meeting is scheduled for August 19 at Keystone at 4:00 p.m. "Commissioner Reflections" for the annual report are due by the September 13 meeting. Director's ReDort Kelly provided a written report highlighting past and future initiatives. DCAP Commissioner Oswald was not present for this discussion; therefore, this item was tabled until next month's meeting. Discuss ODtions for Goal Settina Commissioner Davidson moved to consider the discussion and reevaluate this issue at next months meeting. No second. Motion dies for lack of a second. Based on last month's discussions regarding current involvement with their goals, it was suggested by Commissioner Murray to plan a night in September or October where they would discuss: 1) the history of the goal process; 2) the next steps; 3) community building; and 4) promotional ideas for the community at large. It was the consensus of the Commission to hold this session on September 13, 2004 at 4:15 p.m. at a downtown location. Commissioners Murray, Vanden Huevel and Ehlinger will plan this session. New Business Commissioner Foster announced that Jane Elliot and Tim Wise are scheduled to speak at U.W. Platteville this fall. Jane Elliott will speak on October 26 at 7:00 p.m., and Tim Wise is scheduled for November 4th Patricia will provide updates at future meeting.
