Manternach, Alan, Grant to IDEDCity Manager's Office 50 West 13th Street Dubuque, Iowa 52001-4864 (319) 589-4110 (319) 589-4149 FAX January 24, 2000 Alan Manternach, Chairperson Dubuque County Board of Supervisors 7th and Central Dubuque, IA 52001 Dear Alan: This letter is to express the City of Dubuque's support for your grant application to the Iowa Department of Economic Development to implement a land use planning process for Dubuque County. It is our understanding that the funding will be used to review the current land use plan/process and open the dialogue necessary to resolve issues related to the growth experienced in Dubuque County. The City of Dubuque's Comprehensive Plan includes land use and urban design goals and objectives that speak to the need to encourage city-county cooperation, to develop policies for development of fringe areas, to enhance development and to avoid unregulated sprawl. In addition, the plan addresses the issue of balancing farmland and critical area preservation with the need to annex developable land for urban expansion. To meet the residential and commercial acreage reserves identified in the City's 1993- 1994 Development Needs Study, Dubuque has and will continue to look both within and outside Its current corporate limits for expansion. Through an Annexation Study in 1996-1998, the City analyzed 14 areas for potential growth of the community.
