Elliott DUBUQUE COUNTY ATTORNEY June 3, 2011 Michael VanMilligan, City Manager The Dubuque City Council City Hall 50 W. 13 Street Dubuque, IA 52001 Dear Mike and Members of the Council: I am writing this letter to publicly thank and acknowledge the work of the Dubuque Police Department in the successful prosecutions of Eddie Chest and Eddie Adams for Armed Robbery, Attempted Murder and Possession of Weapon charges. This letter expresses not only my feelings but also comments of the Scott County Jury who heard the testimony of the officers in State v. Eddie Adams. The investigation was thorough and professional as we would normally expect it to be. However, the significance of this case was that it very easily could have degenerated into a personal vendetta in light of the fact that one of the victims was Lt. Scott Baxter. It was very clear that the preparation and testimony were professional and a credit to the City of Dubuque. These cases are team efforts. They are not won in courtrooms. They are won as a result of the intense investigation and preparation which started from the moment the 911 call came in. This case has been handled in a way that should make all the citizens of Dubuque feel proud. Because there were so many officers involved in various stages of this investigation, I have not had an opportunity to personally thank all of them although I am making an effort to do so.
