Special Session, Monday, February 2"ß, 2000
Council met at 6:15 P.M. in the Public Library Auditorium
Present: Mayor Duggan, Council Members Buol, Cline, Markham, Michalski, Nicholson, Robbins, City
Manager Michael Van Milligen, Corporation Counsel Barry A. Lindahl.
Mayor Duggan read the call and stated this is a Special Session called for the purpose to hold
Departmental Budget Hearings and to act upon such business which may properly come before the
Council.
The following departmental budget hearings were held: Library, Airport, Transit, and Purchase of
Services:
Tom Moran, Library Director, and Jack Felderman of the Library Board of Trustees spoke giving
information on the proposed Library budget.
Ken Kraemer, Airport Manager and Doug Brotherton of the Airport Commission gave a
presentation as to the Airport's budget, requesting additional monies for marketing. Discussion
ensued with Council being of a consensus to try to find the requested monies.
Mark Munson, Transit Manager, spoke detailing the requested Transit Budget.
Purchase of Services:
Convention and Visitors' Bureau representatives Sue Czeshinski spoke appreciatively of the Council's
.. support over the years.
., Substance Abuse Services: Director Diane Thomas spoke stating that they are celebrating 25 years
anniversary in June 2000.
Project Concern: Steve Jacobs was present and available to answer questions.
Operation: New View representative Ruby Sutton spoke appreciatively of the Council's support.
Washington Neighborhood Tool Library: No one spoke.
Family Self Sufficiency: No one spoke.
Dubuque Labor Management Council: Chuck Isenhart and David Ross spoke appreciatively of the
Council's support.
Main Street Ltd.: Dan LoBianco spoke appreciatively of the Council's support.
At 8:37 P.M. upon motion it was resolved to go into Closed Session in accordance with Ch. 21.5(1)0)
to discuss the purchase of particular real estate.
Council reconvened Regular Session at 9:26 with statement that Staff had been given proper
direction.
There being no further business, upon motion meeting adjourned at 9:27 P.M.
