Parking RemovalORDINANCE NO. 20-00 AN ORDINANCE AMENDING SECTION 32-262(d) OF THE CODE OF ORDINANCES OF THE CITY OF DUBUQUE, IOWA PROHIBITING PARKING ON DESIGNATED STREETS OR PORTIONS THEREOF ADDING OVERVIEW COURT NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the Code of Ordinances of the City of Dubuque, Iowa be amended by adding to Subsection (d) of Section 32-262 the following: Overview Court, south side. from South Grandview Avenue to its westerly terminus. Between 22 January and 27 January, I obtained agreement and signatures from every resident on Overview Court plus two residences on South Grandview adjacent to Overview Court. With this unanimous agreement, I would like to request the necessary actions be taken to meet this request. Your rapid action to this request would be appreciated by all concerned. McMullen 1755 Overview Court 22 January 2000 Mayor and City Council City of Dubuque Dubuque, Iowa 52001 I am Larry McMullen and live on the turn around at 1755 Overview Court which is a small street off South Grandview. Overview is a nice residential street but is quite narrow which creates a potential problem, The problem is that parking is allowed on both sides of the street and when this happens the street is barley passable in a normal width automobile. My concern is if an ambulance or fire truck needed to get through with cars parked on both sides it would be impossible to get between them. Then the emergency vehicle operator would have to go door to door to find the automobile owners to move their vehicles and valuable time would be lost. I have observed that during normal times that most people who live on the street consistently park on the north side of the street. Therefore, what I would like to request is that parking only be allowed in the turn around and on the north side of the street. I am sure it would inconvenience people who come to visit as they would have to park further away, but if an emergency would occur, the inconvenience would be miminal in comparison to an emergency vehicle getting down the street. I personally have contacted every resident that parks on the street and have obtained the signatures from the ones who agree with this proposal. Your consideration to this matter is greatly appreciated and please proceed with what action is necessary to solve this potential problem. Koch, Public Works Director SUBJECT: Overview Court - No Parking Petition INTRODUCTION The following is in response to the January 27, 2000 petition from Larry G. McMullen and all property owners on Overview Court to restrict parking on the south side of Overview Court, In addition, the residents of the two closest lots to Overview Court on South Grandview have also signed the petition, DISCUSSION Overview Court is only 20 feet in width and currently parking is allowed on both sides of the street. When vehicles are parked directly opposite each other, there is barely enough space for one lane of traffic to proceed. The Police and Fire Departments have indicated their support for the removal of parking from the portions of Overview Court, as described, in the interest of public safety and emergency response. A map of the area in question is attached, RECOMMENDATION I would, therefore, recommend that parking be removed on the south side of Overview Court to the cul-de-sac. ACTION TO BE TAKEN The City Council is requested to adopt the attached ordinance providing for the prohibition of parking on the south side of Overview Court to the cul-de-sac.
