On behalf of the stakeholders of the Historic Old Main District in downtown Dubuque, we would like to
fonnally request an official evaluation and re-visitation of the 1994 Reinvestment Strategy and the 1996
Place Marketing Strategy for our district.
Both of the aforementioned documents suggested a look toward this year, 2000. We believe it is prudent for
our neighborhood and the City to appraise the objectives we have achieved, the areas we are still in the
process of accomplishing, and the elements of the vision with which we have fallen short. In addition, we
would invite the possibility of setting new goals and visions.
There are specific parking and zoning issues we would like to address in the very near future. We would
also like to rededicate our vision; assess our commitment to historic preservation; explore streetscape
issues; check-back on pedestrian and vehicular traffic, as well as the parking questions; and review the
"marketing plan."
Many developments over the past four years have effected our strategies and an exploration of how we may
want to adjust our visions to take advantage of recent developments seems appropriate.
We recommend a similar procedure to the one conducted for the Reinvestment Strategy be undertaken in
perhaps a shorter time frame. We propose still using a mix of City staff and neighborhood stakeholders,
with Dubuque Main Street facilitating the process.
