The Dubuque Transit Advisory Board Meeting

Call to Order
The Dubuque Transit Advisory Board meeting was called to order by the Chair, Joel Lightcap at 4:12 pm.
Review /approve the agenda for the Thursday, June 9, 2011 Dubuque Transit Advisory Board
meeting
Motion by Esser, second by Enderson to approve the agenda for the Thursday, June 9 2011 Dubuque
Transit Advisory Board meeting. The motion passed unanimously.
Review /approve the minutes of the Thursday, May 12, 2011 Dubuque Transit Advisory Board
meeting
Motion by Enderson, second by Esser to approve the minutes of the Thursday, May 12, 2011 Dubuque
Transit Advisory Board meeting. The motion passed unanimously.
Manager's Report
Review and approve the April and May 2011 statistical data
Kuhle stated that Morck was in California at a meeting and was unable to attend. She then proceeded
to review the stats for the months of April and May. She noted that approximately 5,125 rides were
provided on the mini -bus for April with additional 5,127 rides provided in May. She noted that the
total number of rides provided for both the fixed -route and mini -bus for the year as of May 31, 2011
was 338,901.
Enderson asked how the year -end total ridership compares to last year's ridership. Esser also asked if
a cost analysis could be done on the summer trolley route. Kuhle noted that she would ask Morck to
provide this information at the next meeting.
Discussion followed.
Update on Grants and Buses
Grants
Kuhle reported that five of the light duty buses are in service. She indicated that two of the heavy
duty buses (Gilligs) arrived on Thursday, June 9, 2011 and will be in service as soon as the
paperwork has been finalized. She noted that the remaining light duty buses and the twelve medium
duty buses will be released for delivery as soon as the grant funds have been released.

Update on Public Forum
Megan Gloss, Human Rights liaison, reported that the flyer for the August 15, 2011 Public Forum has
been created and is waiting for approval from the DCSD. Kuhle noted that she has been in contact
the DCSD and at this time has not received approval on the flyer.
Gloss stated that a meeting will be set up in July to finalize details regarding the public forum and the
Transit Board will receive notice of the meeting.

Other Business
Freeway to Fun
Kuhle explained the students have been receiving their Freeway to Fun bracelets. Lightcap asked
what the total number of bracelets handed out was. Kuhle said that she would have Morck provide
those numbers at the July meeting. Kuhle also noted that a video was made explaining the Freeway
to Fun and she would provide the link for the Board members to view the video.
Lightcap asked if anyone had made a video on how to ride the Jule. Eudaley stated that staff is
currently working on several videos showing the public on how to ride the Jule and the Jule's routes.
Consolidated Funding Request Public Hearing
Lightcap stated that a public hearing for the Jule's request for Consolidated Funding was held on
Friday, May 27, 2011 at 3:00 pm in the Federal Building. He reported that he and Kuhle were
present, but there was no public in attendance. He noted that the public hearing was closed at 3:45
p.m.
July meeting
The July meeting will be held on Thursday, July 14, 2011 at 4:15 p.m.
Board member comments
There were no Board members comments.
Public comments
Amy Eudaley asked if it would be possible for the Jule to provide a trolley route to the Arboretum and
Eagle Point Park. Kuhle noted that see would pass her suggestion on to Morck for further discussion.

Motion by Knight, second by Esser to adjourn the June 9, 2011 Dubuque Transit Advisory Board
meeting. The motion passed unanimously. The meeting adjourned at 4:43 p.m.

$210,231 and $902,854 respectively, for support of daily operations.

The Public Hearing was opened at 3:00 p.m. on Friday, May 27, 2011. Kuhle noted that there
was no public in attendance and no comments received.
The Jule is also requesting federal capital assistance and state capital assistance to support
various capital projects throughout the region. The following projects are submitted for approval:

Request $150,080.
• ICAAP Shopping Circulator operations funding, TOTAL COST $135,544; State Request

$86,475.
• PTIG funding for facility improvements funding, TOTAL COST $425,000; State Request
