Sidewalk Assessment ProjectMEMORANDUM November 9, 2004 TO: The Honorable Mayor and City Council Members FROM: Michael C. Van Milligen, City Manager SUBJECT: 2004 Sidewalk Assessment Project - Bid #1 & Bid #2 The 2004 Sidewalk Inspection Program consisted of inspection of 365 properties, of which 205 properties were notified of defects. The City received compliance from the majority of the property owners who received notices; however, ten properties did not complete the replacements as required. In such situations, the policy of the City is to correct the defects and levy the construction costs against the abutting property owners in the form of a special assessment, including a 15% administrative charge and a $50 permit fee. The City contracted the replacement to a private contractor, as provided for in State statute, at a construction cost to the City of $10,929.25. Acting Public Works Director/City Engineer Gus Psihoyos recommends that total assessments of $13,143.64 be levied against 10 separate parcels of property (9 properties from 2004 and 1 property from 2003). Van Milligen, City Manager FROM: Gus Psihoyos, Acting Public Works Director SUBJECT: 2004 Sidewalk Assessment Project - Bid #1 & Bid #2 INTRODUCTION The enclosed material provides for the levy of special assessments for the first and second areas of the 2004 Sidewalk Inspection Program. This project reflects areas inspected from May 3,2004 to June 7, 2004, along with one property carried over from last fall. DISCUSSION These areas of the 2004 Sidewalk Inspection Program consisted of inspection of 365 properties, of which 205 properties were notified of defects. The City received compliance from the majority of the property owners who received notices; however, 10 properties did not complete the replacements as required.
